Ferry County, Washington, Seeks Broadband Consultant, Responses Due July 12th

Ferry County, located in the eastern region of Washington and along the northern border, recently released a Request for Qualifications (RFQ) for a Broadband Consultant. Responses are due July 12th, 2019.

Trees Abound, Broadband Absent

Much of Ferry County is home to the Colville National Forest and timber has been one of the main sources of the local economy. Like other areas where forests cover great swaths of the countryside, broadband is either expensive or has never been deployed. There are about 7,600 people living on Ferry County's 2,257 square miles.

In addition to timber, other resource-based industries have traditionally offered jobs to locals, but as those resources have depleted, employment opportunities have decreased. Without reliable broadband, many local residents have struggled to make ends meet.

The Colville Indian Reservation is located within Ferry County and controlled by the Colville Confederated Tribes. Like much of the rest of the county, the reservation faces economic distress; residents have faced the prospect of moving in order to find work. Lacking the same access to broadband, the Tribes have joined forces with the county to form the Ferry County and Colville Confederated Tribes Broadband Action Team (BAT).

The BAT formed in April 2018 and began reaching out to stakeholders such as Washington State University - Ferry County (WSU), Microsoft, and the State of Washington. They aim to boost economic development, improve educational opportunities, enhance telemedicine, and expand other initiatives through broadband that will improve the quality of life in Ferry County.

Obtaining an Expert

Microsoft’s Airband Initiative and Declaration Network Group are  already involved in the process and the consultant will work with them on data collection and analysis. The Airband Initiative uses TV white spaces to deliver connectivity. Mammoth Networks Big on Connecting the West - Community Broadband Bits Podcast 363

Summer is the time for the Mountain Connect Broadband Development Conference, one of the events that Christopher is sure to attend every year. This year, it was held in Dillon, Colorado, and while he was enjoying the scenery, he collected a series of interviews. This week we hear from Brian Worthen, CEO of Mammoth Networks.

With its home base in Wyoming, Mammoth serves locations in eleven western states. They primarily provide wholesale middle mile service, but the company also offers last mile connectivity in select locations. Brian describes how, over time, Mammoth has developed a system of adopting combinations of technology to get the job done. They provide service in areas that are often sparsely populated, in areas where the geology varies, and Mammoth adjusts to the needs of their diverse customers.

The company received an award at Mountain Connect for their work on Colorado’s Project THOR. In this interview, Brian describes their involvement with the project and with several other local projects in the state. Christopher and his guest talk about cooperatives and their expanding role in delivering high-quality Internet access. They consider which levels of government are best suited to offer financial assistance to broadband initiatives, especially in rural communities, and discuss the potential for Low Earth Orbit Satellites to contribute to universal broadband access.

Cooperatives Fiberize Rural America: A Trusted Model For The Internet Era (Updated 2019)

Decades after bringing electricity and telephone services to America’s rural households, cooperatives are tackling a new challenge: the rural digital divide. New updates to our report Cooperatives Fiberize Rural America: A Trusted Model for the Internet Era, originally published in 2017, illustrate the remarkable progress co-ops have made in deploying fiber optic Internet access across the country.

The report features new maps showing overall growth in areas served by co-ops, as well as expanded information about state legislation that supports co-op investment in broadband networks. A few important takeaways:

More than 140 co-ops across the country now offer residential gigabit Internet access to their members, reaching more than 300 communities. 

Co-ops connect 70.8 percent of North Dakota and 47.7 percent of South Dakota landmass to fiber, and residents enjoy some of the fastest Internet access speeds in the nation.

Georgia and Mississippi have overturned state laws banning co-ops from offering Internet access, and other states, including Colorado, Maryland, North Carolina, and Texas, have implemented legislation that will further ease the way. 

Co-ops have proven that this is a model that works. With increased support from federal and state governments, they will continue to connect rural Americans to economic and educational opportunities otherwise denied to them.

Report Paints a Clearer Picture of Digital Divide in Pennsylvania

Maps produced by the Federal Communications Commission (FCC) show that the vast majority of Pennsylvanians have broadband access, but anecdotal evidence suggests otherwise. In order to get a clearer picture of on-the-ground broadband access and availability, a team from Pennsylvania State University proposed a research project for the Center for Rural Pennsylvania (CRPA) that would analyze millions of speed tests from around the state. A few staff members from the Institute for Local Self-Reliance were recruited to help with the research: Hannah Trostle and Hannah Bonestroo created the maps for the report and Christopher Mitchell contributed policy recommendations.

A Growing Problem in Rural Counties 

The team collected more than 11 million speed tests in 2018 using the Measurement Lab (M-Lab) platform, which allows users to conduct tests on their actual broadband connections. When the M-Lab’s data was compared to the FCC’s Form 477 speed data, certain discrepancies became apparent. Researchers found that there are actually zero counties in Pennsylvania where at least 50% of residents have access to broadband. 

The findings also showed that not only are median speeds slower in rural counties compared to urban ones, but the discrepancy between FCC data and the measured speeds collected by M-Lab has grown significantly in rural counties over the last few years. This signifies a growing problem for policymakers hoping to bridge rural Pennsylvania’s digital divide. Without a clear and accurate analysis of connectivity, determining where and how funding should be used is difficult.

After Decades of Municipal Telephone Service, Small South Dakota City Upgrading to Fiber

Beresford, South Dakota (pop. 2,000), has a long history of providing for itself. Located in the southeast corner of the state, Beresford operates its own electric utility as well as a municipal liquor store and golf course. For nearly 90 years, the city has also provided communications services to the community with the Beresford Municipal Telephone Company (BMTC), which currently offers DSL connectivity to residents and businesses.

In response to subscriber requests for faster speeds, BMTC recently decided to replace its old copper lines with a fully fiber optic network. The Fiber-to-the-Home (FTTH) upgrade will improve the network’s capacity and reliability, and city officials are optimistic about the potential benefits of better connectivity. “This is really a game changer for us,” said Beresford Mayor Nathan Anderson in a press release announcing the project.

Project Details

Over the next year, BMTC will deploy 70 miles of fiber to replace its current network. The new FTTH network will be capable of gigabit speeds, which over ten times faster than what BMTC can offer now.

“Our copper infrastructure has supported our many services over the years,” explained BMTC General Manager Todd Hansen, “but fiber optic cable improves speed, provides stability and will increase bandwidth.”

City officials believe the new fiber network will help the community grow. “Fiber is really going to help us to recruit and retain people to come, live, work, play and spend in Beresford,” Mayor Anderson said. “It’s potentially going to open new opportunities not just for residents but also for businesses.”

Beresford plans to spend approximately $5 million building the new network. At a March city council meeting, council members decided to commit $2.5 million to the project. The city expects to finance the remaining costs by issuing bonds.

BMTC will start construction on the FTTH upgrade in the fall.

Firefly Fiber All the Buzz in Central Virginia - Community Broadband Bits Podcast 358

The Central Virginia Electric Cooperative (CVEC) announced in January 2018 that they had solidified plans to deploy fiber across 14 counties for smart grid operations and to bring Fiber-to-the-Home (FTTH) to the region. The project, dubbed Firefly Fiber Broadband, is underway, and we’ve got President and CEO Gary Wood along with Communications and Member Services Manager Melissa Gay on the podcast this week to discuss the multi-year project.

During this interview, we learn about the CVEC service territory, which is a mix of a few denser populated areas and very rural communities where poor Internet access, when it’s available, is a real problem. CVEC members have been dealing with unreliable connections, oversubscription, and outdated technologies for years. Those problems will be eliminated, however, with FTTH from the co-op that many have come to trust. By obtaining grants, working with local communities, and approaching the process in a strategic manner, CVEC plans on bringing gigabit connections to about 37,000 potential subscribers within five years.

Gary and Melissa describe the cooperative’s process, the discoveries they made about attitudes toward the co-op from members in the community (including some interesting stories), and lessons learned. We hear about some of their marketing approaches that focus on the uniqueness of the region and what it was like to establish a subsidiary in accordance with state law. Through all the hard work, Melissa and Gary have nothing but accolades for employees of the cooperative and compliments for local officials who helped get the project off to a strong start.

KentuckyWired: Statewide P3 Project Difficulties Drag On, Multiply

The fifth anniversary of the announcement of the KentuckyWired project is approaching later this year. As voters start to assess their candidates’ job performance, the unfinished and over budget middle mile public-private partnership (P3) has become an albatross that incumbents aren’t able to easily cast off. When we last discussed the project in 2017, we shared our observations and misgivings. Not much has changed, except some of our concerns have played out and the project has become troubled by new problems.

In Case You’re Just Arriving to the Party… 

The statewide, massive middle mile project officially began when Kentucky announced in late 2014 that they would build a fiber optic network in order to bring better connectivity to rural areas. They planned to find a private sector partner and sought bids. In the fall of 2015, Australian firm Macquarie won the contract for what soon became an even larger endeavor — a fiber optic network that would enter every county in the state at a minimum of one location. The network would consist of approximately 3,200 miles of fiber and connect about 1,000 public facilities. At the time the project was developed, the state estimated that deployment would cost approximately $300 million.

With early bipartisan support, the state allocated $30 million from their budget, which they expected to combine with $23.5 million in federal grants. When the Kentucky Economic Development Finance Authority issued $232 million in tax-exempt revenue bonds and $58 million in taxable revenue bonds to complete financing, Bond Buyer named the issue the “Deal of the Year” for 2015. Macquarie’s timeline estimated an optimistic one-year completion for the entire statewide project.

ECFiber Wins Award, Expands in Two Towns

In late April 2019, the Vermont Public Service Department announced $220,000 worth of grants to bring high-speed Internet service to 220 homes and businesses around the state. The Department awarded ECFiber with about $63,000 to serve nearly 50 homes and businesses in Tunbridge and Corinth, Vermont, according to the press release. 

This was a competitive award: 20 organizations applied for $960,000 worth of grants from the Connectivity Initiative, but only a few organizations received funding. The Department explained that they chose those projects that had the most bang for their buck. The Department is spending less than $1,000 on average for each address that is considered unserved or underserved. According to June Tierney, Commissioner of the Public Service Department:

“The Connectivity Initiative enables providers to bring high-speed internet to communities with some of the hardest to serve locations, both in terms of cost and terrain.”

From DSL to Fiber

NRECA Fact Sheet: Electric Cooperatives Could Bring High-Speed Internet To Another 6.3 Million Households

Cooperatives are building the next-generation networks that will support rural areas long into the future. We’ve covered this extensively at ILSR as we have gathered materials on community networks from across the country into one place. We want to share this fact sheet from National Rural Electric Cooperatives Association (NRECA) on how electric cooperatives are well-situated to bring high-speed Internet service to another 6.3 million households.

6.3 Million Households Have a Co-op, But No Broadband

The fact sheet features an insightful map of the areas within electric cooperative service territories that do and do not have broadband. (Note: The FCC defines broadband as a speed of at least 25 Mbps download and 3 Mbps upload.) Many telephone and electric cooperatives can take the credit for bringing needed connectivity to their communities. For example, more than 90 electric cooperatives across the U.S. have built Fiber-to-the-Home (FTTH) networks, which offer some of the fastest Internet service in the country.

The NRECA fact sheet, however, reveals the 6.3 million households in rural electric cooperative service areas that still need high-speed Internet access. These areas are primarily in the Midwest and the South. Creating pathways for electric cooperatives to extend Internet service is increasingly a priority in a number of these states, and state legislatures are now passing laws to empower both electric and telephone cooperatives. NRECA offers more policy recommendations to continue the momentum.

BrightRidge Creating 10 Gig Connectivity in Tennessee Communities

About ten years ago, we first reported on Johnson City, Tennessee. At that time, the community was in the process of installing fiber to improve reliability for their public electric utility. The Johnson City Power Board (JCPB) discussed the possibility of offering broadband via the new infrastructure, but they weren’t quite ready to move forward. Now JCPB has renamed itself BrightRidge and has not only started connecting local subscribers with fiber optic connectivity, but is offering 10 gig symmetrical service.

Past Plans

Johnson City has considered more than one model over the years before realizing the current plan. After initial consideration, they decided to move forward with a public-private partnership to first serve businesses and later residential subscribers. Later, they concluded that a public-public partnership with the Bristol Virginia Utility Authority (BVU) was a better option. After difficulties in Bristol with political corruption and state restrictions, however, that ultimately ended public ownership of the BVU, Johnson City was considering options again.

In 2017, they commissioned a fresh feasibility study to build on lessons learned from their own and others’ experiences and look deeper in the the possibilities of a publicly owned broadband utility.

Johnson City is located between Chattanooga and Bristol. Both cities have fiber infrastructure which has helped spur economic development. Being sandwiched in between these two communities requires Johnson City to be able to compete or contend with the possibility of losing employers and residents who want or need better connectivity. 

The JCPB also decided in 2017 to change their name to BrightRidge; they remain a “not-for-profit, local power company.”
