Spencer, Iowa, Upgrading from Cable to Fiber

Spencer Municipal Utilities (SMU) of Spencer, Iowa, will be replacing old copper cable with fiber this summer. According to the Daily Reporter, customers can expect the upgrade with no increase in rates. From the article:

"Just like internet service has evolved from dial up to DSL and cable modem, fiber will give customers the next level of service to continue to improve the way they live, work and play here in Spencer," Amanda Gloyd, SMU marketing and community relations manager," said.

"We want to keep our customers on the cutting edge," she said.

Plans are to upgrade around 700 customers in one section of town during this first phase at a cost of around $2 million.

"This project is all paid for with cash in the bank," [General Manager Steve] Pick said. "This is an investment in the system."

SMU has offered telecommunications services to customers since 2000 and supplies water, electric, cable tv, Internet, telephone, and wireless service in the town of about 11,000. Rates for Internet range from $20 to $225 per month with cable tv analog Basic service as low as $14 and Basic Plus at $46. As options are added, monthly fees increase.

We see regular upgrades in service with little or no increase in price from many municipal networks. Comparatively, increases in price with little or no increase in service is a typical business decision from the private sector. Unlike AT&T, CenturyLink, or Time Warner Cable, municipal networks like SMU consider customers to be shareholders, and do what is best for the community at large.

We spoke with Curtis Dean of the Iowa Association of Municipal Utilities for episode 13 of the Community Broadband Bits podcast. He told us about the tradition in Iowa for self-reliance and its manifestation in the telecommunications industry.

"Level Playing Field" Padded With Public Dollars to Private Providers

Municipal broadband networks have been gaining traction across the country. It's easy to see why: In many rural and low-income communities, privately offered broadband services are nonexistent. In its 2012 Broadband Progress Report the Federal Communications Commission counted nearly 20 million Americans (the vast majority living in rural areas) beyond the reach of broadband.

The Free Press' Timothy Karr's words are supported by the growing number of pins on our Community Network Map. We connect with places nearly every day where municipal networks fill the cavernous gaps left by the massive corporations. Large cable and telecom providers do not hide their aversion to servicing rural areas, yet year after year their lobbying dollars persuade state politicians to introduce bills to stop the development of municipal networks. Karr reviewed recent efforts to use state laws to stifle community owned networks in a Huffington Post article.

As readers will recall, this year's front lines were in Atlanta, where HB 282 failed. We hope that loss may indicate a turning point in advancing municipal network barriers because the bill lost on a 94-70 vote with bipartisan opposition. If it had succeeded, Georgia would have been number 20 on a list of states that, thanks to ALEC and big corporate sponsors like AT&T, Comcast, Verizon, and Time Warner Cable, have decided to leave their citizenry begging for the private market to come their way.

Time and again, the supporting argument goes like this:

"A vote 'yes' for this bill means that you support free markets and free enterprise," [Rep Hamilton, the Chief Author of HB 282] said [on the House Floor].

A 'no' vote means that you want more federal dollars to prop up cities, Hamilton said.

But Karr points out that some policy makers are starting to question that argument, with good reason. From his article:

Opelika Builds First Full Fiber Network in Alabama - Community Broadband Bits Episode 40

Opelika Mayor Gary Fuller and Jennifer McCain, partner of the Motive Group discuss why this Alabama town is the first to build its own fiber optic network in the state. In short, Opelika had long been fed up with the services offered by Charter Cable and Charter was not amenable to meeting the community's needs. They decided to build a FTTH network that would meet Smart Grid needs as well as delivering telephone, television, and Internet access. Due to state law, they had to hold a referendum to offer television services. Despite a misinformation campaign, the community overwhelmingly supported building a community owned network. Toward the end of our discussion, Mayor Fuller offers some thoughts on what it takes for an elected official to commit to an expensive investment where one has to pay all the costs and stand for re-election before the benefits start to accrue. Princeton, Massachusetts, Considering Building Own Fiber Network

We recently reached out to Princeton, Massachusetts, after reading several local news articles about the city's ambition to improve broadband in the community. Phyllis Booth of the Landmark has been covering the story. Community leaders recently mailed survey cards to every residence in town and put the survey online to provide ample opportunity for feedback.

With survey results complied, the answer from respondents was an overwhelming, "Yes! We want better Internet!" The Princeton Broadband Committee has since made the results available in a series of visuals that express the community's experiences with speed, customer satisfaction, desirable applications, and other respondent concerns. Detailed survey results are available for review [PDF].

The results come as no surprise to Stan Moss, Board of Selectmen Member who is also on the Broadband Committee. "Everybody has tried everything," says Stan when he describes the survey outcome. The community of 3,300 has access to DSL in about 49% of households and other choices are satellite, dial-up, and wireless. According to Moss, Princeton DSL customers averaged a D+. From the Landmark article:

“Once we invest in the fiber it’s pretty good. It’s not costly to upgrade in the future, it’s reliable once it’s in place,” said [Broadband Committee Member John] Kowaleski. “If the town doesn’t do this, no one will,” he added. The town has contacted Verizon and Charter and “we’re not even on their plan,’’ said Kowaleski. “Princeton has insurmountable challenges. It isn’t profitable for Verizon or any other company to provide the infrastructure to give us the service,” said Kowaleski.

Moss says he receives calls on a regular basis from residents who want to know when the city is going to provide FTTH. Most of those calls come from people who work from home or have school age children.

San Jose Launches Super Fast Wi-fi

San Jose launched its new, publicly owned, downtown free Wi-Fi on March 14th. This is the community's third attempt at bringing a successful free service to downtown and city officials have made much ado about the new "Wickedly Fast Wi-Fi Network." The city teamed up with SmartWAVE Technologies and Ruckus Wireless to design and install the $94,000 network. Ongoing costs are estimated at $22,000 per year.

From the press release, reprinted in PR Newswire:

"Utilizing our Smart Wi-Fi technology, this Wickedly Fast Wi-Fi Network offers the fastest public Wi-Fi service in the country, and we’re proud to be a part of enabling that,” said Selina Lo, president and CEO of Ruckus Wireless. “On a smartphone, a user will be able to experience speeds of anywhere from two to three Megabits per second. This is easily three to four times faster than any other public network service,” Lo concludes. “There’s a huge, growing demand around the country, and the world, for more reliable public and managed Wi-Fi services to satisfy an exploding population of users now armed with multiple smart mobile devices, and where better to help satisfy that demand than starting with the Capital of Silicon Valley.”

The network will also speed up parking transactions in the City's downtown parking system and support downtown city government facilities.

In a KTVU report, Vijay Sammetta, Chief INformation Officer for San Jose described the new Wi-fi:

"Typically we see municipal a thousand or two-thousand miles per hour in layman's terms," said Vijay Sammeta, San Jose's Chief Information Officer.  "We're upping that ante up to 10,000 miles per hour."

Update: The Wall Street Jounal has also just covered the recent proliferation of community owned Wi-Fi networks.

On Wednesday, March 26, Christopher Mitchell will be on the last panel at the Federal Communication Commission's Gigabit Workshop. The full agenda is here and starts at 9 AM EDT. Mitchell's panel will begin at 2:20 EDT and discuss the ways communities can leverage local tools to build their own networks or to attract partners. In Missouri, Nixa Considers Fiber Investment

Located in the southwestern corner of Missouri, Nixa has joined the growing list of local communities fed up with slow Internet access. A recent Rance Birger News-Leader article, describes the frustration of local tech CEO, Jeremy Bartley. He is not the only business leader in Nixa who is not willing to accept the Internet status quo. Bartley is part of an organized effort to investigate the possibility of a municipal fiber network.

The group has the ear of the City Council and the Mayor, who have put city staff on the project. From the article:

“I personally would like for staff to contact a city that’s relatively our size, and talk to somebody that started from scratch to where they’re successful, and how much it really cost them to do what they did,” [Mayor Sam] Clifton said.

“They may also have some insight on to other issues that arose when they did that as far as legalities and such,” Councilman Aron Peterson said.

Nixa has its own electric utility, which can often facilitate development of a municipal network. The first step is a survey, which will be distributed in March utility bills and is already available online.

Depending on the survey results, which should be available in April, the next step would be a preliminary design. 

Like many other communities, Nixa has been left behind by the big national cable and telephone corporations. Community leaders understand why and want to proceed with caution. From the article:

City Administrator Brian Bingle acknowledged that private businesses haven’t shown interest in running fiber in Nixa.

“If the private sector could make money off it, they’d be doing it already, and we all know that,” Bingle said. “We’re looking into something that, one, there is a demand for it, two, that we can get ourselves reimbursed for it."

Nixans who are spearheading the project also see the current and future value of a community owned network:

“One of the goals of my company is to bring other tech companies to Nixa, because it’s the future of businesses, it’s the businesses that are going to create the most income for a city. Tech is the future of all jobs,” Bartley said.

Palo Alto Mayor Calls for Expansion of Muni Fiber System to Secure City's Future

“Fiber is the key to assuring Palo Alto's long-term position as the Leading Digital City of the Future"

That was Palo Alto Mayor Greg Scharff who was giving his State of the City Address at Tesla Motors in February.

Mayor Scharff described 2013 as "the year of the future" for Palo Alto, with technology and infrastructure as two of the city's most pressing priorities. Scharff called for developing a plan to expand and optimize the city's current 33 miles of fiber with the aim to bring that fiber to homes and businesses. Scharff echoed the recent Gigabit City Challenge, offered by FCC Chairman Genachowski, noting that Palo Alto users should be have access to 1 gig, minimum.

Jason Green of the Mercury News reported on Scharff's speech in which he referenced the city's long desire to provide high speed access to residents:

"Ultra-high-speed Internet has been a Palo Alto vision for a long time. Now is the time to fulfill that vision," Scharff said. "Google has recently deployed ultra-high-speed Internet in Kansas City. Palo Alto can do better and has all of the elements that will make this a success."

Scharff also referred to how the city is currently using its fiber and some of the benefits:

“In 1996, our city built a 33-mile optical fiber ring routed within Palo Alto to enable better Internet connections.  Since then, we have been licensing use of this fiber to businesses. For the past decade, this activity has shown substantial positive cash flow and is currently making in excess of $2 million a year for the city. We now have that money in the bank earmarked for more fiber investments."

We spoke with Josh Wallace, from Palo Alto's Fiber Optic Development, in episode 26 of the Broadband Bits podcast about how the city uses dark fiber to connect businesses. As we noted in the past, a thorn in the side of Palo Alto's plan to offer lit services is Comcast, which has been willing to engage in dirty tricks in other communities to stop community owned networks.

Video: Burlington Telecom Coop Effort Moving Ahead

In December, 2012, a group of local residents decided to engage in an effort to turn beleaguered Burlington Telecom into a coop. The effort has advanced and the organization, Keep BT Local, continues to gain pledges. To date, the organization has collected pledges in the amount of $108,000 for equity and $156,000 in loan pledges.

Keep BT Local is ultimately shooting for membership pledges from about 4,000 residential and business customers. The goal has been to collect $250,000 worth of pledges to move forward with incorporation this month.

Local Chanel 17 carried a discussion on the effort to get more info on the business plan. Alan Matson and Don Schramm, who head up the Steering Committee talked with host, Matt Kelly, about the venture and took calls from viewers.

In addition to a discussion about the the heart of what is "local," the group discussed the business plan and where challenges may arise.

The discussion is about 30 minutes long.

To Improve Minnesota Broadband, Look to Lessons of Electrification

Steve Downer is the Associate Executive Director of the Minnesota Municipal Utilities Association, MMUA, and he previously served on the Blandin Foundation Strategy Board. He offered these thoughts on page 4 of the "The Resource" [pdf] from January 2013 and has allowed us to reprint them below. According to online reports, House Commerce Chairman Joe Atkins has listed his top 10 issues for his Committee in 2013. Included on the list, at No. 4, is Telecommunications and Broadband Law Update. As municipal involvement has been a hot-button topic over the years, this should be of interest to municipal utilities. The idea of re-writing state telecom law was a priority of the Ventura administration but, even with agreement among various parties that state law was antiquated the discussion never gained much steam, largely because the telecom companies decided the law was just fine after all. Efforts have been made over the years to remove or reduce the super-majority referendum requirement to build a municipal telephone exchange, but have withered in the face of vociferous opposition. On the other hand, efforts to further restrict municipal provision of broadband service, a concern in recent legislative sessions, have also languished. So, what does Chairman Atkins have in mind? Perhaps local interests, working through organizations like MMUA, could suggest the state needs to be more open to partnerships and local government projects, if it is ever to reach its broadband goals. Cities have proven fully capable of providing a full range of telecommunications services over the years. Counties are providing cutting-edge communications services. The Southwest Minnesota Broadband Services project (a consortium of eight cities) shows how ordinary people, working through their local governments, can work together to provide high-quality voice, video and data service at reasonable prices. Renville Sibley Fiber Project After much work, a similar project in Renville and Sibley counties has recently been stymied due to concerns over the ability of city-county partnerships to issue bonds.
