Short Policy Report on Munis and Education From ECS

Digital learning initiatives for K-12 grades and online coursework for college programs both require high-speed connectivity in school and at home. Policymakers cannot overlook this issue when discussing municipal networks.
The Education Commission of the States addressed connectivity in the classroom and at home in a short policy report, entitled Inhibiting Connection: State policy impacting expansion of municipal broadband networks in September 2016.
Inside the Report
Co-authors Lauren Sisneros and Brian Sponsler provide an overview of how municipal network issues intersect with state education goals. The paper covers the major arguments for and against municipal networks as well as current state laws restricting those networks:
"As state education policymakers explore options to support postsecondary access and success, they may be well served to consider their states’ policy addressing municipal broadband networks."

Dublin, Ohio, altafiber Strike Public Private Partnership For Citywide Fiber Network
The city of Dublin, Ohio has struck a public private partnership with altafiber (formerly known as Cincinnati Bell) to build a new citywide fiber network city leaders hope will finally deliver the kind of affordable, next-generation broadband access Dublin’s 50,000 residents have long been clamoring for. Construction of the city network is expected to begin in Spring of 2024, with every premise in Dublin passed by a 10 gigabit per second (Gbps) capable network within three years.
Bipartisan Push To Make Broadband Grants Tax Exempt Moves Forward
A bipartisan coalition of lawmakers continues to make slow but steady progress on legislation that would make federal broadband grants tax exempt, providing significant relief for big and small companies alike trying to bridge America’s stubborn digital divide. Telecom industry watchers have been warning for years that upwards of 21 percent of new grants would need to be paid back to the United States government in the form of taxation, complicating project financing and scale.
