As Ammon, Idaho, celebrated the official launch of its publicly owned open access network on October 5th, 2017, the folks from Harvard University’s Digital Access to Scholarship at Harvard (DASH), shared Ammon’s story in their new report. Enabling Competition and Innovation on a City Fiber Network, by Paddy Leerssen and David Talbot provides the details of the community’s pioneering network that uses technology to increase competition for the benefit of citizens.

The report explains Ammon’s “Network Virtualization” strategy and how they accomplish it with software-defined networking (SDN) and networking function virtualization (NFV). The results reduce costs and allow users to take advantage of more specialized services, including allowing them to easily switch between Internet service providers. The environment encourages ISPs to take extra steps to please their subscribers.

Leerssen and Talbot also take the time to explain the network’s evolution from classic I-Net to groundbreaking Fiber-to-the-Home (FTTH). Information in the report includes detail about pricing, and how the city determines the cost for connectivity to property owners. Readers can also learn about the ways users are taking virtualization to the next level by creating their own private networks.

Readers can learn how the Ammon Model has changed prior conceptions of municipal networks because the community needed and wanted a new approach. While Idaho is not one of the states where legal barriers discourage municipal Internet networks, the authors address how some state laws have effectively crippled local attempts to improve connectivity.

Key Findings from the report:

Ammon’s network initially served government and business users. Construction of a residential network—paid for by a property assessment equal to $17 monthly for 20 years—began in September of 2016. As of August 2017 it had 145 residential customers, with more than 270 homes expected to be connected by November 2017 in the first connected neighborhood. 

The city charges users a $16.50 monthly utility fee for a fast data connection to the city network. Users then choose from Internet service providers (ISPs) via an online dashboard for access to the wider Internet or specialized services. OnLight Aurora, the nonprofit ISP serving Aurora, Illinois via publicly owned infrastructure, is bringing more companies to the second largest city in the state.

"One Of The Reasons We're Here"

Scientel Solutions, a wireless communications company with headquarters in Lombard, Illinois, is making a move to Aurora. The company plans to build its own 12,000 square foot office building and an accompanying warehouse in the community where they will be near a local data center.

The data Cyrus One data center was only one reason Scientel chose Aurora, according to the company’s attorney Richard Williams:

“In addition to being near Cyrus One, Williams told aldermen the company also was lured by OnLight Aurora, the city's fiber optic network.” 

"Fiber was a big attraction to us," Williams said. "That's one of the reasons we're here."

Rather than continue to lease its Lombard location, the company has decided to invest in its own property. In addition to constructing the facilities, Scientel will erect a communications tower on its new site. Lombard is approximately 25 miles east of Aurora, closer to downtown Chicago.

Scientel will bring 30 Lombard employees to Aurora and hire 20 more employees to work at the new headquarters.

Unexpected Benefits

Back in 1995, city leadership decided to invest in publicly owned infrastructure to reduce telecommunications costs, upgrade to a faster network, and obtain the reliability they couldn’t get from incumbents. At the time, the city used patchwork of different connections and while some facilities obtained adequate connectivity, others in the more far-reaching areas of the community depended on old leased lines that weren’t up to task. Employees in some offices traveled to offices where connectivity was better in order to complete specific tasks that required better connections.

Rather than continue to pay $500,000 per year to telecommunications providers to pay for multiple leased lines, community leaders saw the wisdom in fiber optic investment. Construction on the 60-mile network started in 2008, lasted for three years, and allowed Aurora to save $485,000 per year...

For years we’ve encouraged voters to make improving connectivity a campaign issue in local, state, and federal elections by pursuing answers from candidates. In this year's Virginia Gubernatorial race, it has now become a topic that both candidates are addressing as a key issue. The Roanoke Times Editors, no strangers to the state's struggles with rural Internet access, recently published an editorial to inform voters that broadband is finally getting some long overdue attention.

Surprised And Pleased

The Times has spent significant resources on broadband reporting in recent years, so it’s no surprise that the editors are savvy to the fact that broadband as a campaign issue is a novel development.

The most important news here is that both candidates say they see a state role in extending broadband to rural Virginia. The times really are a-changing: This is the first governor’s race where broadband has been a big enough issue for candidates to issue policy papers on the subject.

During the last legislative session, the Times covered Delegate Kathy Byron’s bad broadband bill closely. Over the past few years, they’ve pointed out the many disadvantages local communities face when folks suffer from poor connectivity. They've also shined a light on why the state’s economy will deteriorate if Virginia does nothing to improve Internet access in rural areas.

Comparisons

In this editorial, the Times briefly lays out a few differences that the candidates have expressed in their proposals. Both candidates want to expand the state’s fledging Virginia Telecommunications Initiative, modeled on Minnesota’s Border-to-Border Broadband Program, which has also recently inspired Ohio legislators.

Folks living in the Boxley Building in downtown Roanoke will soon have the choice of the community’s first Fiber-to-the-Home (FTTH) Internet access delivered by publicly owned infrastructure. The Roanoke Valley Broadband Authority (RVBA) recently announced that one of the ISPs using the fiber has decided to expand its services to residential premises in the building.

Fulfilling The Purpose

“This goes back to the core, as far as why this was formed,” broadband authority President and CEO Frank Smith said. “To create a network that other players can come in and use. We’re doing what we set out to do.”

ABS Technology is based in Virginia Beach and has an office in Roanoke. The company is starting with the single apartment building but told the Roanoke Times they may offer last mile services to more Roanoke residential subscribers in future. ABS regional sales manager Greg Henderson said that the RVBA infrastructure enabled ABS to develop the project. Without it, he said “there is no way” the company would have been able to pursue a residential build out.

Better Connectivity, Better Community

RVBA provides several options for local businesses, including dark fiber, data transport, and Internet access. ISPs such as ABS lease fiber to serve local businesses and large institutions with the expertise to manage their own networks. The resource is helping to reinvigorate Roanoke and the surrounding community.

Earlier this year, RVBA connected a business accelerator downtown aimed at attracting and keeping talent at home. The project is a collaboration between the city, the Virginia Western Community College, and the Roanoke-Blacksburg Technology Council. The city renovated an old historic building, the college will be offering business courses there, and the council will develop mentoring and networking opportunities for entrepreneurs who fill spaces at the incubator.

The community has had fiber in place for a while now, but are in the process of building out a pilot program to offer connectivity to downtown areas. In this interview Pete explains what Holland has achieved, what challenges they face, and what they have in mind for better connectivity. I'm Chris Mitchell with the Institute for Local Self Reliance up in Minneapolis, Minnesota and today I'm speaking with Pete Hoffswell, the Broadband Services Manager for the Holland board of Public Works in Michigan. Welcome to the show.

Pete Hoffswell: Hi, Chris, how are you doing today?

Christopher Mitchell: I'm doing good. It's good to talk to you here. Let's just dig in a little bit with what is Holland like?

Pete Hoffswell: You know, Holland, Michigan is on the shore of Lake Michigan. We're about 100 miles from Chicago by boat so it's a little longer by the highway but we're not that far from Chicago. We're right outside of Grand Rapids, Michigan. Holland has a population of 33,000 and is part of a larger regional area of 100,000 people. It was settled in 1847 by Dutch immigrants, as you could well guess. We host a Tulip Time festival here with over 600,000 visitors every year. We have a lot of tourist influx into our town, it's a big part of our DNA here. But another big part of Holland is our business. We are a support industry for automotive, of course, a lot of light industry in our town and a lot of knowledge workers working downtown in small startups....

Two and a half years ago, the city council in Ellsworth, Maine, voted to take the first steps toward better connectivity through a publicly owned fiber optic network. On August 29th, the community held a “Lighting Presentation” to kick off the realization of its vision.

Already Serving Businesses

The three-mile open access network is already serving local establishments and the Union River Center for Innovation, but local officials and business leaders gathered with U.S. Senator Angus King for the ceremony to celebrate.

“Connectivity levels the playing field for those of us who are small business owners,” said State Senator and local business owner Brian Langley.

Ellsworth obtained a $250,000 grant for the project from the Northern Border Regional Commission. In addition to approximately $28,000 in tax increment financing (TIF), the city council decided early in the planning process to dedicate $30,000 to the project to extend it an additional mile. Ellsworth obtained additional capital when it sold property that was the site of a former community owned nursing home. In total, Ellsworth contributed $110,000 to the project costs.

Keeping It Local

Ellsworth owns the new infrastructure and Maine’s GWI is using the fiber to provide Internet access to businesses and institutions along the route. GWI, which is also working with other Maine communities like Sanford, Islesboro, and South Portland, is the first of what Ellsworth hopes will be several ISPs to use the infrastructure.

Holland is expanding its pilot area for municipal Fiber-to-the-Home (FTTH) services in Michigan's Dutch outpost. To explain the past, present, and expected future of muni fiber in Holland, Broadband Services Manager Pete Hoffswell for the Board of Public Works, joins us in episode 269 of the Broadband Bits podcast.

The city has some 25 years of experience with dark fiber and open access with 6 ISPs serving some 200+ business locations. In recent years it has looked to expand that network, starting with a gigabit passive optical network (GPON) network in the higher density areas of downtown. 

We discuss the city's decision to become a service provider and plans for further expansion, as well as how the city is reacting to increased investment from the existing cable and telephone companies.

Several communities in Kentucky have been managing publicly owned Internet networks for decades, including Barbourville and Frankfort. Residents and businesses depend on their great customer service and quality Internet access. Like everything else, however, telecommunications infrastructure ages and now both communities are considering how to upgrade.

Barbourville Going With Fiber

Barbourville, Kentucky, began offering cable Internet access to residents in the 1990s and were one of the first to offer cable TV service back in the 1950s. Currently, residential customers can opt for 6 or 12 Megabits per second (Mbps) with 384 Kbps and 1 Mbps respectively. Now, the public utility is upgrading to Fiber-to-the-Home (FTTH), which will significantly boost both download and upload speeds. Barbourville Utilities advertise identical commercial options for customers with an additional option of 25 Mbps / 2 Mbps. They also advertise symmetrical fiber optic business services that range from 6 Mbps to 10 Gigabits per second.

In their announcement, Barbourville Utilities estimates more than 4,000 residential and business customers will have access to the new FTTH service. They’re christening the new high-quality fiber Internet access “Blink” and construction will start on September 5th.

“We are extremely pleased to bring revolutionary Internet technology to our community,” Barbourville Utilities General Manager Josh Callihan said. “Increasing broadband access is a top priority in southeastern Kentucky and we are proud that our community will be a pioneer for this growth.” 

Barbourville is located in Knox County in southeastern Kentucky, within the Appalachians. Like other communities in the region, Barbourville faces unique problems that affect rural economies. Fortunately, Barbourville Utilities have already established infrastructure and the personnel in place with expertise to manage a network. Their past decision to invest in a community network will help keep them stay competitive today as new businesses look for affordable locations with high-quality connectivity.

For the past year, six municipalities along with local colleges and universities have collaborated to lay the groundwork for fiber optic infrastructure in the greater Asheville area. The group, West Next Generation Network (WestNGN), is now ready to find a partner to begin hammering out details in order to realize the concept. They’ve released the WestNGN Broadband Request for Negation (RFN) and responses are due September 21st.

The plan closely resembles the North Carolina Next Generation Network (NCNGN) in the Research Triangle area of Raleigh, Durham, and Chapel Hill. WestNGN will include the communities of Asheville, Biltmore Forest, Fletcher, Hendersonville, Laurel Park, and Waynesville - all of which belong to the Land of Sky Regional Council. The Council has helped with administration and in drafting the RFN aimed at improving local connectivity and boosting regional economic development.

Strategic Alliance Partnership

WestNGN’s RFN states that they want to establish a Strategic Alliance Partnership with a single ISP or a group of ISPs that possess an interest in both providing service and in deployment. WestNGN puts negotiation of ownership of assets and use of those assets at the top of the list for discussion points, signaling that rhey aren't set on a fixed approach. Similarly, they hope to negotiate matters such as management, operation, and maintenance of local networks; ways to speed up deployment and reduce costs; and ways to better serve low-income residents.

Goals For The Network

WestNGN plans to bring gigabit connectivity to residents, businesses, and community anchor institutions in the region. They specifically state their priority for this level of capacity, but note that their future partner will have time to gradually implement it, if necessary. They also stress the need for symmetrical service speeds. Several employers in the region have determined that upload speeds - from their offices and for their employees at home - are increasingly desirable. The consortium has recognized that home-based businesses in the region are also multiplying every year.

Native nations are building community networks, owned and operated by tribal governments to ensure that Indian Country has high-speed Internet access. In July 2017, the Fond du Lac Band of Ojibwe announced a plan to build a Fiber-to-the-Home (FTTH) network to 900 homes that only had access to dial-up Internet service.

The Duluth News Tribune reported that the Fond du Lac tribal government is putting more than $2 million towards the venture and has secured about $6 million in federal grants. We spoke with Jason Hollinday, the Planning Director, to get more details on Fond du Lac Communications and what it means for the community. 

Fond du Lac Connectivity

The Fond du Lac reservation, “Nagaajiwanaang,” covers about 150 square miles in northeastern Minnesota, and the FTTH project will encompass most of the area - about 120 square miles. The network will offer voice, video, and Internet service.

Anyone, including non-tribal members, will be able to get connected within the service area. Prices have yet to be determined, offering affordable rates is a priority. In a recent Pine Journal article, Band IT director Fred Underwood pointed out that "Connectivity is available anywhere, but is it affordable?" and added that affordability in rural areas is often hard to find. Connectivity for the FTTH network will include a program to connect low-income residents and installation fees have been waived for any subscriber who signed up before July 31st.

Community centers and public buildings will all be connected and receive two years of free Internet service. The goal is to make sure that the network will be a community asset benefiting everyone.
