In western Massachusetts, 44 small towns continue the push for high-speed, high-quality Internet access. WiredWest (a cooperative of these town’s municipal light plants) has been ramping up the pressure on the state. They need funding to build a regional network, but a state agency has been reluctant to distribute money.

WiredWest and MBI? It’s A Long Story

WiredWest began in 2010 as folks gathered together to bring better connectivity to their unserved and underserved communities.  They wanted a regional Fiber-to-the-Home (FTTH) network that would bring future-proof fiber optic technology into their homes. After years of working on business plans and creating a governance structure to represent all the towns, WiredWest hit a major roadblock erected by a state agency.

The Massachusetts Broadband Institute (MBI) is in charge of distributing state funding to project that will improve Internet access in the state. Previously, the agency had built a middle-mile network (which connects community anchor institutes and could serve as a backbone for FTTH networks). When WiredWest asked for state funding to help develop its fiber infrastructure, MBI stalled the process – to the point that even the governor’s administration got involved. The agency has made some decisions about which projects it will help fund, but its choices have been criticized.

When communities decide to proceed with publicly owned infrastructure, they often aim for open access models. Open access allows more than one service provider to offer services via the same infrastructure. The desire is to increase competition, which will lower prices, improve services, and encourage innovation.

It seems straight forward, but open access can be more complex than one might expect. In addition to varying models, there are special challenges and financing considerations that communities need to consider.

Residents and businesses in the rural Massachusetts Town of Greenfield are in the process of gaining faster and more affordable Internet service thanks a new municipally-owned hybrid fiber-wireless network. In November, more than 80% of voters passed a ballot referendum to authorize the city to create a nonprofit entity to construct and operate the network.

While scheduled completion is not until spring 2017, some customers will be able to start service during the network’s construction period starting in July. Thanks to the Greenlight pilot program, customers and network operators are already experiencing the new service. Upon completion of an engineering study to iron out the precise plans for the network, the city will start construction of the 80- to 100- mile fiber network. There will be as many as 1,000 wireless access points.

How Does it All Work?

Residents and businesses seeking the fastest available connection to the network will install an antenna on their property. Although prices for the antenna-based service have not yet been determined, the likely base charge for a symmetrical 25 Megabits per second (Mbps) connection will be $29.99 per month. The city expects to offer speeds as fast as 1 Gigabit per second (Gbps). The network will provide Internet, telephone service, and possibly video.

Customers seeking basic Internet access will be able to connect directly to the access points from their personal wireless devices for as little as $9.95 per month. A consultant for the project said that low income residents in the city may be able to get almost free access to this lowest tier plan after reimbursement through Lifeline, an FCC program that provides a subsidy to all low income Internet users.

The town is providing an upfront loan from the general fund of $5 million to pay for the network. Prices for access to the network may decrease as new customers sign up and revenues grow. Eventual profits from the network could also go back into the town’s general fund to spend down the initial loan.

Another pilot program is evolving into greater things.

Whip City Fiber, the Fiber-to-the-Home (FTTH) network deployed by Westfield Gas & Electric (WG+E) in Massachusetts, announced in April that it has chosen three more neighborhoods for network expansion. Residents in the target neighborhoods are invited to sign-up by May 15th for one month’s free service. WG+E offers symmetrical 1 Gigabit per second (Gbps) service for $69.95 per month for residents and $84.95 per month for commercial subscribers. Wi-Fi routers are included; there is no charge for installation and no contracts. 

Whip City Fiber only offers Internet access but like other municipalities opting out of video services, they see the trend toward Internet TV:

"This is not TV. But what we see is a lot of cord cutters that are streaming programming on Netflix, Hulu and Apple TV," [WG+E marketing and customer service manager Sean Fitzgerald] said. "The only thing missing are sports channel and those are coming around."

Expanding Use Of Fiber In Westfield

A Berkman Center report on nearby Holyoke Gas and Electric referenced Westfield’s recent pilot project. WG+E began using fiber-optic connections to monitor substations and municipal facilities, including schools and administrative buildings, about 20 years ago. The community also has a Municipal Light Plant (MLP), the entity responsible for owning and operating a municipal fiber network, and used the fiber infrastructure to provide Internet access to Westfield’s municipal facilities and local businesses for the past ten years.

In February, WG+E announced that it would expand the network beyond the pilot area and encouraged residents to express their interest by signing up. It was through those sign-ups, in part, that the utility determined these first expansions. According to WG+E General Manager, choosing the target area was no easy task:

In a new report released by the Berkman Center, authors David Talbot, Waide Warner, and Susan Crawford share the story of these communities' attempt to band together to establish a fiber-optic network.

A major institutional customer on the OpenCape fiber optic network in the Cape Cod region of Massachusetts is now enjoying Internet access at double the speed. 

CapeCod.com reports that local CapeNet, the supplier of service over the OpenCape network, has doubled the Internet speed for the Woods Hole Oceanographic Institution (WHOI) from 1 Gigabits per second (Gbps) to 2 Gbps. By switching to CapeNet as its primary provider, WHOI now also has the ability to expand up to 10 Gbps.

Previously, CapeNet provided 100 megabits to WHOI as a secondary provider, but the research and educational organization was interested in dramatically increasing its Internet capacity. In order to increase capacity, WHOI needed to make the switch to CapeNet.

CapeNet, the private provider that operates via the CapeNet fiber infrastructure, offers services across southeastern Massachusetts and to every town on the Cape. In addition to 150 institutional customers, the network connects businesses that handle large data, libraries, colleges, high schools, research facilities, municipal buildings, healthcare clinics, and public safety agencies. It is middle mile infrastructure, which means it links the Internet backbone to organizations and businesses that serve end users.

To become the primary broadband provider for WHOI, CapeNet installed additional equipment in Boston, Providence, and throughout the research campus. “It was actually quite a substantial undertaking in order to expand their capabilities,” said Alan Davis, chief executive officer of CapeNet.

Starting this spring, the City of Springfield, Massachusetts will offer free municipal Wi-Fi and new dark fiber capacity to a 7-block area of the city’s downtown known as the “Springfield Innovation District.”

As Masslive.com reports, the new dark fiber will create a connection between the city’s Springfield Innovation Center and an existing network of dark fiber capacity in this part of downtown. The publicly owned fiber currently provides gigabit connectivity to municipal buildings but the city will lease out excess capacity. The new Wi-Fi and dark fiber services are part of a broader plan aimed at boosting economic development and innovation in Springfield, the state’s third largest city at 150,000 and the fourth largest city in all of New England. 

The project is phase one of a broader plan to soon expand the network even further in order to reach an additional downtown area and all of the city’s public parks. Springfield’s Chief Information Officer Kevin Kennedy estimates the project’s phase 1 total cost between $50,000 and $100,000. While users interested in connecting to the dark fiber will contract with a private provider for Internet service, the city will be the service provider for the free downtown Wi-Fi.

Preparing for New Tourism, Increased Economic Development, Better Livability

Over the next two years, the city will welcome a new Union Station transportation center and an MGM Casino in the city’s downtown area. With the increased tourism, Kennedy told WAMC Radio that it would be “embarrassing” for Springfield not to have free downtown Wi-Fi.

Delcie Bean, the founder of a Springfield IT company and the creator a downtown-based tech training organization called Tech Foundry, believes the new network capacity is essential to attracting people to work, live, and play in downtown Springfield:

The Editorial Board from the Boston Globe recently kicked off a series titled "The Cutting Edge of the Common Good." The editors intend to offer suggestions for how to create a prosperous city through ideas to benefit Boston's 4.7 million residents. 

Their first proposal? Build a municipal fiber network.

In the editorial, the Board point out how the city has always been a cutting edge leader, from Revoluntionary War to same-sex marriage. But when it comes to developing the tech sector, the "City on a Hill" is being edged out by Chattanooga, Lafayette, Louisiana, and Cedar Falls, Iowa. High-tech innovators are flocking to communities with municipal fiber networks.

As the Globe notes, connectivity could be better in Boston:

The truth is that our tech infrastructure is in the same dismal shape as our roads and bridges. Boston, like a majority of American cities, pays more for slower Internet service than our international peers. If Boston is to remain a global hub of innovation — and on the “cutting edge of the common good,” as Mayor Martin J. Walsh promised in his State of the City address last month — it should build a citywide fiber-optic network that allows each residence and business an onramp to the information superhighway of the future.

Even though the city has its own conduit network and significant fiber assets, residents and businesses must seek service from large private providers. The Globe Editors believe the city should rethink the current approach:

But the City of Boston should not gamble its future competitiveness in a Mountain View lottery, nor should it entrust such vital infrastructure entirely to private hands.

The private market would be the ideal solution in an ideal world, but in Boston the market has failed.

The town of Mount Washington, Massachusetts, has successfully streamlined its ability to invest in a municipal Fiber-to-the-Home (FTTH) network.

On January 22nd, Governor Charlie Baker signed a home-rule bill specifically granting the tiny town of 124 residents a special authority:

"Notwithstanding any general or special law to the contrary, the town of Mount Washington may own, operate, maintain, manage or hire others to do so on its behalf, and to take any reasonable action necessary to establish and operate broadband high speed internet infrastructure and services without the establishment of a municipal light plant."

Another Underserved Rural Town

Mount Washington is located in the southwest corner of the state; much of the community is covered by the Mount Washington State Forest and Mount Everett State Reservation. Large incumbents do not feel investment in fast, affordable, reliable network infrastructure would pay off. Due to a small population, the Taconic Mountains, and thickly wooded geography, any return on investment will take longer in Mount Washington than in urban areas.

Brian Tobin from the town's Select Board told WAMC:

“The town of Mount Washington is about as underserved as you can get in terms of broadband,” Tobin said. “Some people have long-distance wifi and others have satellite internet, but neither of those are satisfactory and it’s certainly not a 21st century solution to having reliable broadband.”

The community recognized that if they want 21st century connectivity they would have to build a municipal network.

Not Sold On Wired West

Many other communities in western Massachusetts have committed to joining the Wired West Cooperative, which requires member towns to establish a Municipal Light Plant (MLP). The MLP is a state-required municipal entity responsible for the administration of a municipal network. Wired West officials describe it as a "cooperative of MLPs."
