Welcome to high-speed Internet on the Iron Range! This past fall, the Northeast Service Cooperative (NESC) completed a multi-year project, a fiber optic network spanning nearly 1,000 miles, on Minnesota’s north shore.

The project, the Northeast Fiber Network, connects public buildings, such as health care facilities, community libraries, colleges and universities, tribal facilities, and government offices. The fiber provides the opportunity for next-generation connectivity in many unserved and underserved areas of eight counties: St. Louis, Cook, Lake, Pine, Itasca, Koochiching, Carlton, and Aitkin. It’s exciting to see this rural project finally come to fruition.

Institutional Network: Now to Go the Last Mile

It’s an institutional network, which means it brings high-speed Internet to community anchor institutions throughout the region. So far, about 320 public entities, including 31 school districts, have connected to the network. The network is designed to provide middle mile connectivity for community anchor institutions, not to bring connectivity to residents and businesses of the region. As with most federally funded projects, the plan is to provide middle mile infrastructure with the hope that the private sector will be more able or willing to invest in last mile connectivity.

That last mile, to homes and businesses, presents a challenge. NESC is leasing fiber to public and private providers and working to ensure that the network can serve as a backbone to greater connectivity. Actively working with private providers, NESC offers a bright future for unserved and underserved communities on the Iron Range.

Collaboration & Funding

Through a combination of grants and loans from federal programs, the project began about four years ago. The total cost came to about $43.5 million: 50 percent loans and 50 percent grants. The federal programs supporting the project were the USDA (Department of Agriculture) Rural Utility...

Mahomet, Illinois, population 7,200, wanted to do something special to mark the official launch of its community fiber network. The network connects local public facilities as well as some area businesses. Instead of the old-fashioned ribbon-cutting ceremony, the Village held a very 21st century event in November to commemorate the occasion: a "fusion splicing" ceremony.

The local Mahomet Citizen described the proceedings:

With the press of a button, Acting Village President Sean Widener fused two strands of fiber about the width of a human hair. A computer screen showed the progress of the splice for the crowd, which included members of the Chamber of Commerce, elected officials and Mahomet-Seymour administrators.

It was an occasion that might otherwise call for a ribbon-cutting, “but in our industry, cutting is bad,” quipped Mark DeKeersgieter, executive director of the CIRBN.

A Collaborative Initiative

According to a press release, the network is a collaborative effort between the Village of Mahomet, the Mahomet-Seymour School District #3, and the Central Illinois Regional Network (CIRBN), a non-profit organization that operates a statewide fiber optic network in cooperation with the Illinois Century Network (ICN). The CIRBN connects more than 20 communities in Central Illinois with high-speed connectivity.

The Mahomet-Seymour school district initiated the first phase of the new network in 2013 when they connected area schools to the nearby CIRBN. In the next phase of the project, the Village extended the fiber network to reach other areas of the Village and provide gigabit service to businesses and other Community Anchor Institutions (CAIs). By the end of 2014, local hospitals, museums, and city government facilities also had gigabit connectivity. Village officials hope the network can eventually provide service to residents as well.

"We have fiber in the ground that is currently dark...It's a resource we have that other communities want," said Rochester, New York, Mayor Lovely Warren at a November press conference. The city is now working with Monroe County to take advantage of that dark fiber.

There are more than 360 miles of fiber under the ground serving public safety entities, suburban police and fire departments, libraries, schools, and public works facilities. In downtown Rochester, there is enough fiber to provide the redundancy that high tech companies need to establish operations. Over the past two decades, there have been several public works projects involving excavation. During those projects, crews installed fiber.

There are approximately 211,000 people living in Rochester, the county seat of Monroe County. The county is situated along the northwest border of the state, along Lake Ontario; about 750,000 people live there.

City and county officials estimate that more than 70 percent of the fiber network capacity is not being used. Local leaders are taking steps to change that. In November, the two entities released a joint request for proposals (RFP) seeking an expert to assess the current network and make recommendations on how to make the most of their investment.

At the press conference to announce the collaboration, Warren said:

The Rochester community is fortunate to have a substantial fiber optic network already in place. Very few cities have the advantage of this infrastructure in their city center. We need to be sure that its capacity is being used wisely and, ultimately, that this capacity is being used to help employers create more jobs. This fiber network gives Rochester a competitive advantage when it comes to attracting companies with high bandwidth needs and the jobs they bring with them.

According to Monroe County Executive Maggie Brooks and Warren, the city and county are hoping to work with private partners. At the press conference, they suggested leasing out capacity but they acknowledged that this is only the first step in a long process.

A member-owned nonprofit network and a telecommunications cooperative are helping seven regional libraries in mountainous northeast Georgia improve services for patrons with fast, affordable, reliable connectivity.

Collaboration for Community

The North Georgia Network Cooperative (NGN), in partnership with member-owned Georgia Public Web (GPW), recently launched 100 Megabit per second (Mbps) symmetrical broadband access speeds in seven library facilities in the Northeast Georgia Regional Library system (NEGRLS). Upgrades in some of the locations were significant. At the Helen library campus, the facility switched from a 6 Mbps download DSL connection to the new service.

The new initiative also enables the complementary “NGN Connect” service which includes hosted Wi-Fi service and a VoIP telephone system at each location. The upgrade extends from the cooperative's role in the Education Exchange, Georgia's only regional 10 Gigabit per second (Gbps) private cloud for exclusive use by school systems launched last September.

Helping Rural Georgians Help Themselves

Donna Unger, director of member services for NGN, explained NGN’s mission for the project:

I've often heard libraries build communities, it's very fitting that we are here today celebrating the new 100 Mbps connection to the Northeast Georgia Regional Library System provided by NGN Connect. This is what we're about, NGN's foundation was built upon the communities in which we serve. It's becoming more critical for libraries, government, education and businesses alike to have reliable and affordable bandwidth to meet the daily demands of the ever-changing dynamics of today's digital world.

NEGRLS Director Delana L. Knight highlighted the initiative’s benefits:

Offering free access to this important resource is another way that our local public libraries are empowering our communities by providing support for job seekers, students, as well as almost limitless educational and entertainment opportunities for all citizens.

Community Anchor Institutions, such as public libraries and schools, are among the first places people go to access the Internet when they cannot access it at home. With 30% of the United States without a broadband connection at home, libraries and schools are essential for access to social services, job applications, and digital learning tools. These institutions, however, may not themselves have the capacity to meet the increasing demand for Internet access.

That can be a really big problem. With many states requiring online testing, schools need to have adequate bandwidth, so that networks do not crash at key moments. Some schools have to ration Internet access - while some students are testing, no one else is...

In a recent Boston Globe Opinion, Dante Ramos notes that Boston has a reputation as a technology hub. When seeking options and affordability, however, Ramos recounts the successful approach of Lafayette, Louisiana:

Today, the top broadband speeds advertised to residential customers in Boston are about one-ninth of what’s available in Lafayette. A municipal network in Boston isn’t inconceivable; the fiber-optic network now connecting scores of government facilities could theoretically become the spine of a citywide system.

Ramos acknowledges the challenges Boston would face if it were to take up such a project, but he also notes that it was no small feat for Lafayette. The economic development gains have more than justified the investment:

Half a decade later, though, the benefits have come into view. A company serving an active Louisiana film industry can use the Lafayette network to transmit massive quantities of digital footage. Employees of a major jewelry manufacturer in town can get medical advice remotely without having to go in and out of a highly secure plant. And the presence of the network is shaping investment decisions in subtle ways.

Ramos shares the story of his encounter with the owner of a local Internet consulting firm who chose the company data center location because it was within the LUS Fiber service area. He also valued the network's speed, reliability, and quality customer service.

Lafayette's network has also continually drawn in new employers, including three high tech companies in the fall of 2014. Along with those approximately 1,300 well paying positions come the multiplier effect on the local economy.

Ramos' piece inspired a letter to the Globe from Art Gaylord and Dan Gallagher, Chairman of the Board of Directors and Senior Consultant respectively, from OpenCape. The two find inspiration in the story of Lafayette but lament what they see as a lack of enthusiasm in the Cape Cod region.

Just two months after voters passed ballot measure 2C, the City of Boulder is solidifying plans to offer free Wi-Fi throughout the downtown Civic Area, reports the Boulder Daily Camera.

Boulder was one of several Colorado communities that reclaimed local authority last fall. They had no specific project planned but knew they needed to create an environment rich in opportunity. Colorado's state law is so restrictive, there was little Boulder could do with the fiber resources they already have in place:

"Before, we were technically breaking the law by having wi-fi at the library," [Boulder IT Director Don Ingle] said.

Ingle told the City Council at it's January 26th meeting that the project was estimated to be less than $100,000 and that they hope to have it completed by March, weather permitting.

Entrepreneurs in Chattanooga now have a new space where they can try to answer the question, "What does one do with a gig?" The Chattanooga Public Library officially opened its GigLab in November. 

The public space offers gigabit access in a lab environment so developers can take their ideas to the next level. The lab is supported by the Mozilla fund and the National Science Foundation. A recent Chattanooga.com article reports that:

The general public will now have access to enterprise level gigabit connected hardware, as well as a variety of short session and hands on courses regarding networking as a whole, and other gigabit focused projects.

Sean Brewer, one of the GigLab founders, writes on the blog:

The hope for The GigLab is to be a place where people can experiment, build prototypes, or just learn how to use hardware that they wouldn’t have access to. I am helping start a group that will be working through “Parallel and Concurrent Programming in Haskell”. The book has an entire section devoted to GPU computing, and I am excited that we will have access to this hardware at The GigLab to explore. Education removes the magic of the mysterious. I feel The GigLab can do that for high-performance computation.

Chanute City Commission decided on June 9th to take the next step to bring ftth to the community; Commissioners voted unanimously to pursue and finalize funding to deploy a municipal network.

The City's current fiber network provides connectivity to schools, hospitals, electric utility and municipal facilities, the local college, and several businesses. Chanute has worked since 1984 to incrementally grow its network with no borrowing or bonding. Plans to expand the publicly owned infrastructure to every property on the electric grid began to take shape last year.

At a work session in May, Director of Utilities Larry Gates presented several possible scenarios, associated costs, and a variety of payback periods. The favored scenario includes Internet only from the City, with video and voice to be offered by a third party via the network. Residential symmetrical gigabit service will range from $40 - $50 depending on whether or not the subscriber lives in the city limits. Commercial service will be $75 per month. Advanced metering infrastructure will also be an integral part of the network.

The Commission authorized the pursuit of up to $14 million to get the project rolling.
