The city of Ammon, Idaho, is building the Internet network of the future. Households and businesses can instantly change Internet service providers using a specially-designed innovative portal. This short 20 minute video highlights how the network is saving money, creating competition for broadband services, and creating powerful new public safety applications.

We talk with Ammon's Mayor, local residents, private businesses, and the city's Technology Director to understand why a small conservative city decided to build its own network and then open it to the entire community. We explain how they financed it and even scratch the surface of how software-defined networking brought the future of Internet services to Ammon before any larger metro regions.

Ammon's network has already won awards, including a National Institute of Justice Challenge for Best Ultra-High Speed Application, and spurred economic development. But perhaps most important is that most communities can replicate this model and bring these benefits to their communities.

Now that a judge has legally approved it, Ammon is forging ahead with an innovative approach to financing Internet infrastructure in Idaho.

On May 19th, the city council unanimously voted to create a Local Improvement District (LID). Ammon’s decision has secured a way to finance its open access Fiber-to-the-Home (FTTH) network.

Local Improvement Districts: You're In or You're Out

LIDs have been used for fiber-optic infrastructure in other places, such as New Hampshire and Poulsbo, Washington, but the approach is still not widespread. In Ammon, the city council's action creates a district from five subdivisions, where residents can “opt in” or “opt out” of participation in the FTTH network. The district includes 376 individual properties, and 188 of those property owners have expressed a desire to "opt in" to the benefits, and costs, of the network. Those who have chosen to "opt out" do not use the network, nor do they pay for deployment.

LIDs are specifically designed to take advantage of any boost to local property value -- and studies have linked FTTH with increased local property values. We’ve previously summarized the most common ways communities finance networks, but LIDs are a little different.

  1. The local community creates a “district” to issue improvement bonds. In this case, the district consists of five subdivisions of the city.
  2. Selling those improvement bonds will fund the construction of the local infrastructure project. For Ammon, that’s the open access FTTH network.

In our experience, just about every community considering building a community network considers open access. They want to enable new choices for services and often would prefer the local government avoid directly competing with existing service providers, for a variety of reasons. However, we are only tracking 30 open access networks on our just-released Open Access resource page.

Many of the communities that start off enthusiastic about open access ultimately decide to have a single service provider (themselves or a contractor) to have more certainty over the revenues needed to pay operating expenses and debt. We believe this will change as the technology matures and more communities embrace software-defined networks (SDN) -- but before tackling that topic, we think it is important to discuss the meaning of open access.

On a regular basis, I get an email from one deep-thinking person or another that says, "That network isn't really open access." They almost always make good points. The problem is that different people embrace open access for different reasons - they often have different expectations of outcomes. Understanding that is key to evaluating open access.

How Many ISPs?

One of the key questions centers on how many providers a household is likely to be able to choose from. Various factors, including the network architecture and economics of becoming a service provider, will influence this outcome.

Some communities simply seek to avoid a monopoly network - they are focused on the idea of potential competition. For instance, we believe Huntsville's model and agreement with Google can be considered open access because any party could lease fiber from the utility to compete with Google. However, we believe the costs of doing so by using that network architecture make robust competition unlikely.

If Google is a strong competitor in Huntsville, they will likely not face significant competition from other ISPs on the utility fiber though AT&T and Comcast will still use their networks to compete. But in the event that Google is not a strong competitor, the door will be open to other ISPs to give people a better choice. It is extremely unlikely that this arrangement would give residents many choices for Internet access...

When communities decide to proceed with publicly owned infrastructure, they often aim for open access models. Open access allows more than one service provider to offer services via the same infrastructure. The desire is to increase competition, which will lower prices, improve services, and encourage innovation.

It seems straight forward, but open access can be more complex than one might expect. In addition to varying models, there are special challenges and financing considerations that communities need to consider.

Ammon now has judicial confirmation to move ahead on their Fiber-to-the-Home (FTTH) project.

As we reported earlier this year, Ammon's Fiber Optic Department, led by IT Director Bruce Patterson, is on the verge of commencing the next phase of its incremental network deployment. Bruce explained to Chris in Episode #173 of the Community Broadband Bits podcast, how the city will create a utility and residents who choose to participate will pay to have the network connected to their homes. The first area where FTTH will be deployed includes approximately 300 properties.

Innovative Participation Model

As Bruce put it:

"…[I]t seems logical that since fiber to your home raises your property value that we'd find some way to bond for that and put the payment for that bond as on assessment on your property tax because it does actually increase your property value so that's our goal. We do that with what they call a local improvement district."

Ammon intends to issue bonds that will then be paid with funds from assessments levied on the properties of those who wish to connect to the network. If a property owner wants to connect to the network, they will also become a "Utility Member" and will pay a monthly fee to use the service. Ammon's FTTH network will be open access; the city will not provide retail services but will maintain and operate the infrastructure. Residents will subscribe to the services offered by ISPs that operate over the network.

Ammon also intends to offer a low-cost option that will allow Utility Members to access basic functions, such as checking email, messaging, and file transfers without the need to subscribe to an ISP. Their plan will allow people in the community who cannot afford more advanced services to still have access to basic Internet tools.

In order to determine which neighborhoods want fiber, Ammon asks residents to sign up so they know where to aim the next build.

Officials in the City of Ammon, Idaho, are moving closer to expanding their municipal network to residents with a Fiber-to-the-Home (FTTH) network. The FTTH expansion is the latest phase in their incremental approach in this community of 14,500 people in the southeast corner of Idaho.

Ammon’s Director of IT, Bruce Patterson, told us the history of the network’s development in a 2014 Community Broadband Bits Podcast. After starting the network several years ago with just a single link between two municipal buildings, the network gradually expanded the network to community anchor institutions. They also decided to serve businesses on a case-by-case basis. Since the beginning, the city kept its eye on its goal: to offer fiber access to every home in Ammon.

Ammon's FTTH Expansion Process

Ammon officials are acting prudently to gauge customer demand and wait for the necessary funding mechanisms to fall into place prior to additional construction. As we reported in August 2015, officials are asking residents to submit an online form to express their intent to sign up for service. City officials also held meetings with residents in September and October to explain the proposed expansion plans and give residents a chance to test out the gigabit speed service.

The city plans to extend residential service one large neighborhood at a time, letting customer demand dictate the direction of the expansion. The city will pay for the expansion entirely through service commitments from residents who choose to have a fiber connection extended to their home. This method will allow the city to expand without contributions from non-subscribers.

Patterson told us that the city is currently in the process of getting legal approval to bond on the FTTH expansion phase. He said he is confident the city will soon be approved for the bonding and anticipates that they will be able to put a shovel in the ground by May or June of this year.

Ammon, Idaho, continues to quietly build a future-looking open access fiber network. Though the City won't be providing services directly to subscribers, the network it is building and the model it has created could revolutionize public safety.

I just spent several days with them shooting our next video on community fiber networks (look for that in January). In episode 173 of our Community Broadband Bits podcast, we talk with City Technology Director Bruce Patterson and Systems Network Administrator Ty Ashcraft.

Bruce explains how they plan to finance the network as it moves from the current residential pilot phase to being available broadly to any residents that want to connect, likely using a local improvement district model. Then Ty tells us about the portal that subscribers will be able to use to instantaneously pick and change service providers offering various services.

Additionally, we talk about the public safety implications of their technological and collaborative approach, specifically around the horrifying prospect of an armed shooter in a public space like a school or mall.

The New York State Bridge Authority (NYSBA) expects to bring in over $900,000 over the course of the next ten years in revenue from dark fiber leases. The agreements, which allow private companies to access publicly owned dark fiber spanning the bridges, will also help maintain low tolls and allow regional telecom operators to expand their data transmission networks. The NYSBA announced on August 4 that it would be leasing dark fiber on two new bridges - the Bear Mountain and Rip Van Winkle bridges in upstate New York. These will be the third and fourth NYSBA bridges that generate revenue from fiber leasing.

The NYSBA dark fiber leasing program is now in its fifth year. Since the Authority does not receive any state or federal tax money for the operation and maintenance of its bridges, it has sought creative solutions to finance the upkeep of its infrastructure. It has now leased dark fiber on four of five intended bridges, with plans to lease more on a fifth - the Kingston­-Rhinecliff Bridge - in the near future.

In March, the Authority leased the Newburgh-Beacon Bridge to QCSTelecom, Inc. for $535,000. While such dark fiber leases are one-time fees, and usually last for at least ten years, the immediate benefit to the community takes the form of lower tolls for everyone who crosses the bridge. One editorial, posted in the Daily Mail, considered the locally-scaled benefits of the project:

Locally, we don’t have much to worry about from another toll hike in the immediate future. Although the lease won’t replace tolls as a principal source of revenue, it will help the bottom line and help keep tolls at current level. It’s clear that getting to the other side of the Hudson River can be costly over time and, as energy and transportation costs rise, we are not prepared for another toll hike. But with the success of the dark fiber leasing program, now in its fifth year, we can believe with some certainty that the drive to Columbia County won’t cost more.

We have covered the small Idaho city of Ammon before, but the people there always seem to be innovating. A few weeks ago, the city took first place with an ultra-high speed app in a National Institute of Justice competition. That utlra-high speed came from the city’s fiber network built for municipal buildings several years ago. The network has since expanded to connect the schools and some businesses.

Now, residents of Ammon might also get to experience high speed Internet. The city is conducting a survey, called Get Fiber Now, to determine interest in building a unique open access network. The first area with a 70% take rate will have 300 homes added to the network.

Ammon's technology director Bruce Patterson has a plan to make this unlike any other open access networks in the world. The fiber will be partitioned to have multiple services (such as telephone and television) on one strand. Our Christopher Mitchell has called the idea "open access on steroids” and the "best shot at demonstrating what can be done as far as innovation on an open network.” Patterson now has a pilot project of about seven homes connected to the experimental network with symmetrical speed of 1Gbps.

The city intends to have the plans for the open access FTTH network finalized for this next spring and is looking at a 20- to 30- year bond to cover the costs.

The City of Ammon just took first place in the National Institute of Justice’s (NIJ) Ultra-High Speed Apps: Using Current Technology to Improve Criminal Justice Operations Challenge with the “School Emergency Screencast Application”.

The challenge encourages software developers and public safety professionals to utilize public domain data and ultra-high speed systems to create applications to improve criminal justice and public safety operations. Ammon’s application does just that.

Utilizing gunshot detection hardware and a school’s existing camera system, the application reports gunshot fire and provides live-video and geospatial information to dispatch and first responders. Greg Warner, county director of emergency communications, described how this application will change the response to a shooting emergency:

“We’re going from no intelligence to almost total intelligence ... The ability to strategize when approaching a situation like that, and keep people safe, is an exponential change.”

The City of Ammon will share the $75,000 prize money with its public partners, such as the Bonneville Joint School District 93 and the Bonneville County Sheriff’s Office.

This application would not have been possible without the City of Ammon’s municipal network which the Bonneville Joint School District recently joined after the state education network went dark. The city built the network incrementally over a few years and operates it as open access to encourage competition.
