Lakeland Dark Fiber In Depth - Community Broadband Bits Podcast #58

In Florida, Lakeland is one of several communities that has built a dark fiber network in a low-risk bid to expand connectivity for anchor institutions and to spur economic development. City of Lakeland Fiber Optics Supervisor Paul Meyer joins us for episode #58 of the Community Broadband Bits podcast. Meyer explains why Lakeland began offering dark fiber leases and how it has benefited the community - most notably by allowing ultrafast communications at low rates. The network has expanded several times over the years in conjunction with other projects, including bringing smart traffic management to more intersections. In addition to saving money for municipal buildings and the school district, the network has helped the hospital take advantage of modern technology and helped to lure new businesses to the community. Shafter Network Expands To Serve Local Businesses in California

The community of Shafter enjoys savings, better public safety, and more educational opportunities with the municipal fiber network that we wrote about two weeks ago and discussed in last week's podcast. In 2006, Shafter spent $200,000 on its I-Net to serve local schools and government in the core of the downtown area. While the community had originally planned to build a FTTH network, the tumultuous economy dictated otherwise and the community adjusted its course.

The community is now expanding infrastructure to several areas closer to the edge of town in order to serve local business. With next-generation fiber infrastructure in place, Shafter expects to attract several providers interested in serving businesses over its open access network. Completion is scheduled for the fall of 2013.

A 25 mile fiber backbone ring is now under construction and will loop to two industrial areas near the edge of town. Both complexes sit very close to the two main railroad lines that run through the town and provide easy access to transport. In addition to the larger loop, one of the industrial areas, will contain a 10 gigabit ring and the city will light two separate commercial rings to provide 1 gigabit service. This phase of Shafter's project will cost $1.5 million and required equipment will cost another $600,000. The network is underground, with 99% in city road rights-of-way. The entire path travels through greenfield areas so there is almost no infrastructure to avoid or remediate. General fund dollars, rather than bonding, borrowing, or grants paid for the entire open access network.

We learned from IT Director Scott Hurlbert that oilfield services company, Baker Hughes, invested $70 million to build a campus in Shafter. AT&T serves the company now with copper lines but "they don't like it," says Hurlbert. A 2.1 million square feet Target distribution center sits nearby waiting to switch to the Shafter fiber network.

In California, Tough Economic Times Led Shafter To Adjust Network Plan

In the 1990s, the community of Shafter, California, began developing its strategic plan; the move would eventually lead them to build a municipal broadband network. The town of 17,000 still depended primarily on agriculture but manufacturers were relocating to the community, drawn by its proximity to the railroad and its open space. Potential employers increasingly focused on broadband access as a priority and Shafter realized broadband would be critical to continued growth.

Shafter’s Assistant City Manager Scott Hurlbert recently explained to us how the community built its own fiber network to serve commercial clients, local government, and schools. This incremental approach is not unique but Shafter has no municipal electric nor gas utility, which does puts it in the company of Santa Monica, Mount Vernon, and a few other communities that have built networks without having a municipal power company.

Shafter’s City Council examined its strengths and its weaknesses and found a way to build a network with no borrowing or bonding. The community continues to expand its fiber network, attracting businesses and improving quality of life in this central California town.

In the 1990s AT&T was the main business services provider and it would only improve business telecommunications on an order-by-order basis. Companies that wanted to build beyond the developed town had to pay for the installation themselves, often waiting months to get connected. Prices were "obscene" and the delays almost killed several commercial deals. Even today AT&T takes the same approach in Shafter.

When he joined the City in 2005 as the IT Director, Hurlbert and his staff researched wireless technologies but determined that fiber-optic deployment would be the best option. At that time, the bandwidth demand was already intense and a wireless network would need fiber for backhaul. Hurlbert and staff also investigated other communities, including Chelan, Washington, to look for workable models.

Rockbridge Area Network Authority Close to Launch in Virginia

The Rockbridge Area Network Authority (RANA) is almost ready to launch its open access network in north central Virginia, home to about 22,000 people. A recipient of the BTOP stimulus program, the main focus is connecting community anchor institutions and spurring economic development. However, it has been built to allow service providers to also offer DSL to some residents in the area.

Dan Grim, GIS Manager for Rockbridge County, and one of the driving forces behind the network was kind enough to walk us through the project. In early 2007, the cities of Buena Vista, Lexington, and the County joined forces to commission a study to determine the need for a county wide broadband network. The three jurisdictions matched funding from the state Department of Housing and Community Development to pay for the study, completed in 2008.

Grim had already consulted with local provider, Rockbridge Global Village, about using a regional network to improve public safety mapping. Rockbridge Global Village President, Dusan Janjic, suggested a bigger project and that the three entities apply together for American Recovery and Reinvestment Act (ARRA) funding. 

Richard Peterson, Chief Technology Officer from nearby W&L determined that the school needed a new and updated data center. In 2009, RANA was officially formed as a collaboration between the local governments and Washington & Lee. The University joined the group and contributed $2.5 million toward a $3 million grant fund match. With the grant fund match to improve their chances, RANA applied for a $10 million BTOP award and received $6.9 million in funding through round two in 2010.

Peterson passed away in 2011. Grim notes that without Peterson, the network would never have expanded so far and may not have become a reality. The data center was later named after him to honor his memory. Network construction started in February 2012.

Unraveling the Public-Private-Partnership in San Leandro - Community Broadband Bits Episode #47

The city of San Leandro has formed a partnership with a local company now named Lit San Leandro to expand business access to the Internet. We talk with San Leandro's Chief Innovation Officer Deborah Acosta and Judi Clark, a consultant with Lit San Leandro, to learn more about their approach. San Leandro already had conduit assets and Lit San Leandro is pulling fiber through it for the deployment. In return, the City is getting both attention for its 10Gbps service availability and many strands for its own use. Rather than simply making dark fiber available, which is most helpful to technically savvy firms, Lit San Leandro is working with ISPs that can take advantage of the dark fiber to deliver services to other customers that don't have the capacity to take advantage of dark fiber directly. Santa Monica Receives Another Award for City Fiber Network

Santa Monica has received yet another award for its publicly owned broadband network, not too long after it received award from the Ash Center at Harvard University.
Santa Monica’s broadband initiative was nominated for the network’s ability to provide speeds of 10 Gigabits per second, achieve a 67% cost reduction, and the economic and technological growth opportunities that result from supporting companies along Santa Monica’s Tech Coast with a leading-edge broadband infrastructure. ... The City of Santa Monica leases dark fiber and offers lit fiber to local businesses for affordable broadband at 100Mbps, 1Gbps, and 10Gbps speeds. Santa Monica's broadband model results in a reduction of construction costs for new broadband service, an increase in purchasing power of connected local businesses, and a broadband market expansion for Internet service providers that now may offer service to small, medium and large commercial buildings. The city also recently received honors as one of the Top 25 Innovations in Government by the Ash Center at the Harvard Kennedy School and a Significant Achievement Award from the Public Technology Institute (PTI) for the broadband initiative.

Santa Monica Brings 10Gbps Connections to Local Businesses

Santa Monica has built an impressive fiber network to connect local government buildings, schools, parks, and local businesses. With local jobs dependent on massive media studios that require very robust connectivity, Santa Monica has responded by building an impress community broadband network. That network is now offering 10Gbps connections - if such a connection were available from the local cable company, I shudder to think what they would charge for it.
