Middle Mile vs Last Mile - Community Broadband Bits Podcast 214

As the next President considers how to improve rural Internet access, the administration will have to decide where to focus policy. Some at NTIA - the National Telecommunications Information Administration, a part of the federal Department of Commerce - have argued for more middle mile investment. NTIA oversaw major investments in middle mile networks after the stimulus package passed in 2009. To discuss the relevance of middle mile investment against last mile investment, we brought Fletcher Kittredge back, the CEO of GWI in Maine. Fletcher has extensive experience with both middle mile and last mile investments. We talk about whether more middle mile will actual incent last mile investment and, more importantly, how to build middle mile correctly to get the best bang for the buck. Along those lines, we talk about avoiding cherry-picking problems and one of my favorites, how to ensure that rural investment does not inadvertently promote sprawl.

Preliminary Study Puts Charles City Back on Track to Digital Self-Determinism

Local officials in Charles City, a town of 7,500 in northeastern Iowa, approved a preliminary study of community broadband interest late last month. The study will determine whether additional funds should be allocated toward a more comprehensive study. This announcement comes on the heels of increased regional interest in the Iowa Fiber Alliance, a proposed multi-community fiber ring. 

The preliminary study will cost the city $18,500 and should be completed before the end of the summer. The Community Broadband Engagement and Education Project seeks to engage key community stakeholders, educate the public on high-speed community networks, and ultimately measure the interest of local residents, businesses, and government leadership. 

Third Time’s the Charm

Local interest in community networks has peaked twice in the past decade. In 2005, Charles City residents approved a referendum to create a telecommunication utility with a 62 percent majority. Under threat of losing revenues to a community network, incumbent Internet service providers (ISPs) promised local officials that they would improve the network. Stopgap measures from Mediacom and CenturyLink marginally improved local connectivity in the short-term, but Charles City residents soon realized that they hadn’t escaped the letdowns of the telecom octopus. 

Lake Region Electric Cooperative: More Fiber in Oklahoma!

Electric cooperatives are bringing high-speed Internet service throughout northeast Oklahoma. In 2014, Bolt Fiber, a subsidiary of Northeast Oklahoma Electric Cooperative, started building a Fiber-to-the-Home (FTTH) network throughout their service area. Now, slightly to the south, Lake Region Electric Cooperative is planning to expand their FTTH network.

Lake Region Electric Cooperative is about to begin another phase of construction on their FTTH network in the area around Tahlequah, Oklahoma, capital of the Cherokee Nation. The subsidiary or the electric co-op, Lake Region Technology and Communications, is managing the project.

Expanding Reliable, Rural Internet Service

In late 2014, the co-op began two pilot projects for FTTH service. After the success of those projects, the co-op decided to expand. They have divided their service area into 11 zones and are seeking sign-ups. The co-op will expand the FTTH network to the zones where the most people pre-register. The network provides high-speed Internet access, HD video, and high-quality phone service.

The electric co-op requests a $50 deposit with pre-registration, but will waive the $250 installation fee with a pre-registration. If someone signs up after construction starts, they pay a reduced installation fee. Residents and businesses who decide to sign up for services after the network is up and running in their zone will pay the full installation fee. The co-op might also charge a line extension fee depending on the distance from the existing fiber line.

Rates are still subject to change, but the co-op's website suggests Internet access will be symmetrical, offering the same speeds on the upload and download, starting at $49.95 per month for 25 Megabits per second (Mbps) for residential customers. Business Internet access will start at $99.95 per month for 50 Mbps. Both include a free Wi-Fi router.

Positive Responses 

Greenlight Upgrades Pinetops, North Carolina, With FTTH

In April, Wilson’s, municipal fiber network, Greenlight, expanded to pass every home in neighboring rural Pinetops. How is it going? Acting Town Manager, Brenda Harrell said, “We just love it!”

No Longer Out of Reach

Pinetops is about a 20 minute drive due east from Greenlight’s operations center, but more importantly, it is in another county entirely. Wilson serves six neighboring counties with its municipal electric services. Turning on internet service in Pinetops was an easy reach for Wilson, where fiber was being deployed as part of an automated meter infrastructure project.

Back in February 2015, the FCC preempted a North Carolina state law, known as H129, that prohibited Wilson from serving any residents outside of Wilson County. The preemption allowed Wilson to finish the project it had to suspend when H129 became law. In addition to the benefits of automated metering, Pinetops now experiences a higher quality of life with fast, affordable, reliable Internet access.

Greenlight To The Present

For Pinetops, bringing fiber services to its residents and small businesses was like snapping it from the late 1980s into the 21st century. Pinetops is a community with about 600 homes all located within one square mile. It is by all signs rural, surrounded by huge open fields of sweet potatoes, tobacco and soy plants. The average median income is $26,333; according to the census bureau, 30 percent of its residents live below the poverty line. Local officials, say that the community was desperately underserved with unreliable DSL service or dialup before Greenlight came to town. Thanks to Wilson, even the local Piggly Wiggly market has fiber-optic Internet from Greenlight.

Looking Ahead

Tiny Mt Washington Builds Fiber-to-the-Home - Community Broadband Bits Podcast 212

Overlooked by the incumbent telephone company, Mount Washington in the southwest corner of Massachusetts is becoming one of the smallest FTTH communities in the country by investing in a municipal fiber network. A strong majority of the town committed to three years of service and the state contributed $230,000 to build the network after a lot of local groundwork and organizing. Select Board member Gail Garrett joins us for episode 212 of the Community Broadband Bits to discuss their process and the challenges of crafting an economical plan on such a small scale. It turns out that the rural town had some advantages - low make-ready costs from the lack of wires on poles and no competition to have to worry about. So they are moving forward and with some cooperation from the telephone company and electric utility, they could build it pretty quickly. We also discuss what happens to those homes that choose not to take service when it is rolled out - they will have to pay more later to be connected. Kandiyohi County And CTC Co-op Team Up For Connected Future

In an effort to improve local connectivity, Kandiyohi County will collaborate with a local cooperative, Consolidated Telecommunications Company of Brainerd (CTC Co-op). Kadiyohi County is in step with the increasing number of rural communities joining forces with cooperatives when big corporate providers find no reason to invest in less populated areas.

Keeping It Local

In early July, the County Board of Commissioners signed a letter of intent with CTC Co-op in order to start planning for a potential project. The move improves the county’s chances to obtain one of the Minnesota Border-to-Border Broadband Program grants and motivates CTC Co-op to begin allocating some of its own funds toward a potential Kandiyohi project.

Kandiyohi County is home to approximately 42,000 people in central Minnesota and covers approximately 862 square miles of prairie. The region, filled with lakes, is a popular fishing destination. Like many places well known for outdoor recreation, residents and businesses can’t obtain the Internet access they need to keep pace with more populated areas.  

Minnesota's Lac qui Parle County worked with the Farmers Mutual Telephone Cooperative when incumbent Frontier chose not to pursue a partnership. The county received funds from the American Recovery and Reinvestment Act (ARRA) but did not have the expertise or resources to maintain or manage a Fiber-to-the-Home (FTTH) network. Farmers Mutual, who already had experience after deploying their own network, stepped in and by 2014 residents and businesses had access to fast, affordable, reliable connectivity. Determining Need

TN Study Suggests Stamping Out State Barriers

The results of a statewide Tennessee survey on residential and business connectivity are in and they ain't pretty. Thirteen percent of the state - more than 834,000 people - don’t have access to 25 Megabits per second (Mbps) download and 3 Mbps upload, which is the FCC's definition of broadband. Authors of the study make a number of recommendations, the first of which is removing state barriers that stifle Internet infrastructure investment.

"...A More Open Regulatory Environment"

The study, commissioned by the state’s Department of Economic and Community Development (TNECD) earlier this year, includes feedback from more than 23,000 households and businesses. 

From page 13 of the report:

The State of Tennessee could consider lifting administrative burdens and restrictions to broadband infrastructure investment to fostering a more open regulatory environment. 

In the report, the authors provide detailed reasoning for why the state should embrace an open regulatory environment to encourage competition. They note that state barriers impact electric cooperatives, municipalities that operate electric utilities and cannot expand beyond their own service areas, and municipalities that do not operate electric utilities but can only build telecommunications infrastructure in unserved areas with a private partner.

The FCC came to the same conclusion in February 2015 and rolled back Tennessee state laws in order to encourage competition. Tennessee is leading the charge against the FCC's decision with North Carolina (even though NC's Attorney General criticized the law). The parties have filed briefs, attorneys have presented oral arguments, and now the Sixth Circuit Court of Appeals is considering the case.

In Rural Idaho, Co-op Delivers the Fiber

Co-op subscribers in Challis, Idaho are set to see faster speeds as Custer Telephone Cooperative, Inc. (CTCI) gained permission from city officials to install fiber-optic cable to local homes. With the member-owned telecommunications cooperative expanding its fiber optic network throughout Custer and Lemhi Counties, local residents will benefit from a future-proof network that promises higher speeds and low prices. 

How Did We Get Here?

The rural towns on the eastern side of Idaho’s Sawtooth Range are remote, sparsely populated, and mountainous - all factors which scare away investment from large Internet service providers (ISPs). Yet, they will witness construction of a Fiber-to-the-Home (FTTH) network, something that even their urban counterparts rarely see. CTCI, which has been delivering telecommunications services to the community since 1955, will provide 1,253 co-op members in Custer County and Lemhi County with high-quality Internet connectivity at competitive prices.

CTCI currently provides download speeds of 6-15 Megabits per second (Mbps) and upload speeds of 1 Mbps on its aging coax-copper network. Their initial goal is to achieve 100 Mbps on a 100 percent fiber-optic network, with speeds ultimately reaching 1 Gigabit per second (Gbps) (or 1,000 Mbps). The co-op’s pricing chart currently lists a 100 Mbps download/10 Mbps upload fiber connection at $279.95/month. 

Federal Funds Point in the Right Direction

CTCI receives federal funding through the Universal Service Fund (USF), an FCC program designed to improve Internet connectivity in the rural U.S. CTCI’s receives the funding for operating expenses and investments because of the cooperative's contribution to the public benefit as stated in a 2012 report to the Universal Service Administrative Corporation (USAC):

PBS Takes A Look At Internet Cooperatives

We aren’t the only ones noticing. As rural communities take control of their connectivity by banding together to form broadband cooperatives, their efforts are getting attention. Earlier this month, PBS News Hour featured a story on the Wired West and RS Fiber Cooperatives.

Ivette Feliciano visits with local residents, business owners, and community leaders in both western Massachusetts and rural Minnesota where both initiatives are rewriting the rules for rural dwellers. She visits with Jake Reike, a farmer from Renville County; he talked with Chris during the Community Broadband Bits podcast episode #198. He described for us how improving local connectivity was what his family needed to maintain their farming lifestyle.

Feliciano also sought out expert Susan Crawford, who explained why people in these sparsely populated communities need high-quality connectivity and why they refuse to wait for big providers who may never come to their rescue.

Broadband Communities Magazine Spotlights Study on Rural Electric Cooperatives

In the 1930s, rural communities joined together through electric cooperatives to bring electricity to their homes and businesses. Today, rural electric co-ops may have the power to bring Internet access to these same communities.

A recent Broadband Communities Magazine article highlights this potential for rural electric co-ops. In the article, Dr. Robert Yadon and D. Bracken Ross of the Digital Policy Institute at Ball State University explain the results of their recent study. 

Electric Co-Ops as Regional Networks

Yadon and Bracken looked into 30 private sector Fiber-to-the-Home (FTTH) providers in Indiana and 16 rural electric co-ops providing Internet service around the nation. After predicting engineering costs, the researchers highlighted a dozen Indiana rural electric co-ops that could serve as regional hubs of connectivity.

The researchers developed a specific process for rural electric co-ops interested in providing Internet access. In summary, they propose:

“For REMCs [Rural Electric Membership Cooperatives], the process begins with a commitment to a middle-mile, smart grid fiber deployment connecting their substations, followed by a phased-approach business model with strategic growth focusing on last-mile customer density. Exploring local business partnership underwriting opportunities, examining the use of an efficient regional network design and combining multiple federal funding programs are the keys to rural broadband deployment success down the road.”

We don’t necessarily agree with these proposals. Our Christopher Mitchell has written many times about how middle mile cannot solve the last mile problems. The incremental approach based on customer density can repeat some of the same problems we’ve seen with cable and telephone companies - skipping over the most rural and smallest localities. Relying on federal funds is not always necessary. In fact, the researchers point to the success of a co-op that continued on after being denied a federal grant.
