One silver lining of the ongoing public health crisis is the chance to attend a wide array of virtual events which tackle aspects of community broadband expansion all across the country, in a variety of contexts. This week features three opportunities to hear about what’s going on in Minnesota, Michigan, and Virginia. Read on for details. 

Blandin Foundation Annual Conference

First up is Minnesota-based Blandin Foundation’s annual conference. It’s gone virtual for 2020, and the organization has taken it as an opportunity to shake things up. Instead of a three-day conference, Blandin is hosting four weeks’ worth of events starting Tuesday, October 6th, at 9am CST. 

The conference will feature a combination of panels with updates on everything from technology outreach to telehealth to efforts by community anchor institutions to stay connected, as well as mentoring sessions, regulatory and legislative updates, and feature presentations by leading voices:

  • Wednesday, October 7, 11:00am: From Digital Infrastructure to Transformation: Leveraging Broadband for Community Economic Development by Roberto Gallardo, Ph.D., Purdue Extension.
  • Thursday, October 8, 9:30am: Bringing Broadband to Rural America: Opportunities and Challenges Post-Pandemic by Shirley Bloomfield, NTCA.
  • Thursday, October 15, 3pm: Federal Broadband Regulatory and Legislative Updates by Molly O’Leary, Director of Government Affairs, NTCA.

The Blandin Broadband Communities (BBC) program from the Blandin Foundation has been helping local cities, counties, tribes, and other self-identified communities of interest or place take steps to meet technology goals since 2013. The foundation is once again seeking participant communities and is accepting applications to be part of the 2020-2021 program cohort.

Helping Communities Meet Their Goals

Bernadine Joselyn, Director of Public Policy and Engagement at the Blandin Foundation alerted us to the search for participating communities. In an email, Bernadine stated:

This program emphasizes broadband adoption and use in rural communities through the provision of leadership and project development facilitation services as well as project funding of up to $75,000. Project examples include public Wi-Fi access, business technology assessment and training, workforce training, online community and business marketing, online government services and other community generated projects. Communities are required to create a steering team to oversee the effort over the 18-24 month program period 

For communities that have quality broadband services in place, this program can showcase the value of broadband network deployment. For communities working to improve their broadband networks, Blandin Broadband Communities can provide a platform for building community consensus that enhanced broadband networks are critical to a community’s future.

Working for Other Communities Across Minnesota

The last cohort focused on Iron Range communities in northern Minnesota; the Blandin Foundation was able to make use of funding from the Minnesota Department of Iron Range Resources and Rehabilitation (IRRR) and St. Louis County. People who live out of urban areas enjoy beautiful scenery, quiet solitude, and fresh air. Traditionally, those qualities have come with sacrifice, which includes high-quality Internet access. Now that rural cooperatives are taking the initiative to develop networks, however, rural areas such as northern Minnesota are better served.

In this short video by the PBS and TPT Almanac team, Kaomi Goetz travels “up north” to visit with folks who live beyond the Twin Cities to see how things are changing and how we still need to make improvements.

When local communities apply for funding to improve local Internet infrastructure, grants and loans are often predicated on the need to deploy to unserved and underserved premises. Whether it's federal, state, or local sources, Federal Communications Commission (FCC) data determining whether or not a region has access to broadband is often the data that funding entities rely on. In recent years, it’s become apparent that FCC data grossly understates the lack of accessibility to broadband. Finally in August 2019, the FCC called for comments as they reconsider how to collect fixed broadband data. The Institute for Local Self-Reliance teamed up with Next Century Cities and several other organizations with whom we often collaborate, submitted both Comments and Reply Comments.

Fixing the Bad Data

We’ve covered this before, and the Commission has now decided to make changes. Traditionally, FCC data on broadband Internet access has been collected from Internet service providers (ISPs) that self-report on the areas they serve via Form 477. If a company has the ability to serve one premise in a census block they report to the Commission that they serve the entire block. Reality, however, often does not reflect such a high level of connectivity in one area.

When FCC data incorrectly determines that locations have the ability to subscribe to one or more Internet access companies, those areas lose eligibility for grants and loans for Internet network infrastructure. Sadly, these places are often caught in a strange purgatory between faulty FCC data and reality in which they can’t obtain funding to build out high-quality Internet access, and yet large Internet access companies don’t consider their areas a good investment due to low population densities.

One of the most respected and well-known organizations dedicated to improving the lives of people in rural Minnesota, the Blandin Foundation, has honored Christopher Mitchell, Director of the Community Broadband Networks Initiative at the Institute for Local Self-Reliance, with the Courageous Leadership Award.

The award was recently presented at the 2019 Blandin Broadband Conference in Nisswa, Minnesota.

The Blandin Foundation listed some of the many reasons for awarding the recognition to Christopher:

For his research, advocacy and leadership at the national level on behalf of community broadband networks, via public sector ownership and cooperatives, as a strategy for maximizing community benefits from broadband network development.

  • Director of the Community Broadband Networks Initiative at the Institute for Local Self-Reliance where he researches and publicizes the benefits of community-owned broadband systems.
  • Honored as one of the 2012 Top 25 in Public Sector Technology nationally by Government Technology magazine.
  • Leads MuniNetworks.org, a comprehensive online clearinghouse of information about community broadband. Chris is also policy director at Next Century Cities, a national community broadband advocacy organization.

In response, Christopher said:

“It is an honor for our work to be recognized by the Blandin Foundation, which has done so much for Greater Minnesota. Achieving the promise of Border-to-Border broadband Internet access requires contributions from everyone, especially communities themselves. We have always felt that Internet access — a service that education already depends upon and medicine soon will — needs much more local leadership. That leadership is what we have seen from the communities that are reaping the rewards of the best connectivity available today.”

The Blandin Foundation will be holding its 2019 Broadband Conference in October at Grand View Lodge, Nisswa, Minnesota. This year, the title of the event is “Innovation - Putting Broadband to Work.” The event will start on October 8th and will end on the 10th.

From Blandin on Broadband:

Broadband access today is as varied as communities across Minnesota. Some enjoy a gig, others are working hard for any service, and the rest are somewhere in between. This conference is for all communities, regardless of where they are on the spectrum – because we’ve learned that having broadband isn’t enough. It takes inspiration, encouragement and guidance to reap the full benefits. We’ll be talking about how to make the most of what you’ve got and/or get more.

People in Wyoming, Minnesota, gathered together on September 12th to bend the ear of officials from the state’s Public Utilities Commission (PUC). Ann Treacy from the Blandin Foundation attended the meeting and recorded most of the conversation from the 100 or so frustrated and fed-up folks. The meeting was one of five organized by the PUC after a record number of complaints by incumbent telephone and Internet access provider Frontier.

A Shared Reality

It’s safe to say that “frustration” was the star of the night, as everyone who spoke mentioned how it had consumed their experience with Internet access from Frontier. People who spoke at the meeting included those who worked from home, business owners, parents with families whose kids needed Internet access for homework, and retired folks who just wanted to enjoy a quiet evening streaming a movie.

Most of the people who spoke at the meeting said that they needed to run mobile hotspots or had given up on Frontier’s DSL service and now rely solely on hot spots to avoid the frustration of dealing with terrible service. Several people at the meeting don’t have the option of mobile hotspots because there’s no cell coverage where they live.

In addition to horribly unreliable connectivity, where the only consistency is dropped service, people expressed anger about overpaying for Internet access that was down far too often — even for weeks at a time. When they were able to get online, many people who spoke at the meeting reports horrifically slow speeds and feel they are being “ripped off” because they never reach the “up to” speed that they pay for each month. Once woman has documented her line’s performance and the fastest download speed she has reached is .96 Megabits per second (Mbps); the slowest is .05 Mbps. This same person has had limited success in cajoling Frontier to temporarily lower her bill since 2012.

In the most recent report from the Blandin Foundation, Researcher Bill Coleman from Community Technology Advisors and his crew put boots to the ground to examine the results of Connect America Fund (CAF II) investments. Bill recently visited our office in Minneapolis to discuss the report with Christopher for episode 318 of the  podcast.

Bill and Christopher discuss the challenges Bill and his team encountered when they initially decided to gather documentation on what services CAF II funded projects brought to rural Minnesota. In order to get past those challenges, the researchers devised a methodology that other communities can reproduce.

Once the team had answered the technical questions about infrastructure, they analyzed the results and applied them to Minnesota’s statewide goals for broadband access. They determined that, in addition to lack of transparency regarding CAF II network plans, the tendency to invest in slower speeds, including DSL, will not help Minnesota achieve its goals. 

For people living in urban areas who have grown accustomed to broadband within reach, it’s hard to imagine the situation in rural Minnesota, where there are still homes that have no access to the Internet at all. The disparity in speeds and availability complicate the idea that rural folks should have access to high-quality connectivity at the same levels as people living in urban centers.

The Connect America Fund provides annual federal funding to some of the largest telecommunications providers, but it can be hard for local officials to know where these dollars go.

This report digs deep into the federal subsidies for Internet service in Minnesota. Researcher Bill Coleman of Community Technology Advisors led a Blandin Foundation project that explored how federal Connect America Fund dollars have been used in two Minnesota telephone exchanges. In the end, researchers found that these networks would likely not meet Minnesota’s state connectivity goals.

While digging through a paper trail of right-of-way agreements and local permits, researchers also went out into the field to find the actual infrastructure in the communities. They identified DSLAMs where fiber-optic lines connect to the copper DSL lines that run to people’s homes.

Using the locations of the DSLAMs, researchers mapped where people can likely receive federal government defined broadband of 25 Mbps download and 3 Mbps upload. The maps also show where people can likely get 10 Mbps download and 1 Mbps upload which is the standard for the Connect America Fund subsidy. 

The 27-page report goes into detail on the connectivity available in the two telephone exchanges. The researchers conclude by explaining:

“In sum, CAF II investments in Minnesota are being spent to build networks that don’t meet today’s federal definition of broadband and won’t meet state goals for the future. Moreover, lack of transparency in proposed CAF II network plans and timelines is making it difficult for impacted communities to plan accordingly to ensure their broadband needs are being adequately met.“ (Page 22)
