Culver City, California, Seeking Network Operator; Proposals Due June 27th
Last July, Culver City finished deploying their fiber optic backbone which they began developing in 2016. Now, the town of 40,000 people is looking for a firm to handle operation and maintenance, as well as marketing and development of the open access infrastructure, Culver Connect. They’ve issued a Request for Proposals (RFP) and responses are due June 27th.

Economic Development, Education, Efficiency
Local businesses had expressed a need for better connectivity and in 2013, the city worked with CTC Technology & Energy to develop a preliminary design and business plan. With tech-focused employers, such as Apple and Sony Pictures, Culver City is located in the “heart of Silicon Beach.” Fast, affordable, reliable connectivity is critical to attract similar employers and retain the ones that have found a home in Culver City.
The city also developed the network to provide better connectivity to the Culver City Unified School District, serving approximately 6,500 students. Creating administrative efficiencies by connecting municipal facilities is an added benefit.
The city developed a three-ring, underground network; the interconnected rings ensure redundancy. Culver City leases two connections to carrier hotels One Wilshire in Los Angeles and Equinox in El Segundo. In addition to the existing 21.7-mile backbone, the city is in the process of working through plans to build laterals to multi-tenant commercial properties.
The Open Access Model
Culver City will maintain ownership of the infrastructure and would like to keep the open access model, but will consider other options from respondents. They specify in the RFP that they want to maintain dark fiber to lease to institutions and businesses.
Culver City is open to ideas and wants to hear more about innovative proposals that might be out there.
Culver City: Construction Begins For Better Connectivity
Culver City officially broke ground on its new municipal fiber-optic network in August and expects to finish the project within one year. The beginning of construction marked the realization of a process that started some time ago in “The Heart of Screenland.”
Enter Culver Connect
Culver Connect will integrate existing publicly owned fiber to improve connectivity for municipal facilities, the Culver City Unified School District, and local businesses. The design for Culver Connect includes three rings and will add 21 miles to ensure redundancy and expand the footprint of the existing network.
The open access network will connect with carrier hotel One Wilshire and a hub in El Segundo. In addition to improving capacity and spurring economic development, Culver City community leaders want to encourage competition by lowering the cost of entry for Internet Service Providers (ISPs).
In 2013, the city hired a firm to draft a fiber network design and business plan framework. Soon after, members of the business community and leaders in education spoke out in the media, encouraging elected officials to take steps to improve Culver City’s connectivity. In November 2015 the City Council established a Municipal Fiber Network Enterprise Fund to be used for construction costs.
Staff estimated that the capital costs of the network backbone would be approximately $4.9 million and initial lateral builds would be another $2 million. Staff determined operating and maintenance costs would be $150,000 per month and projected revenues from leases after three to four years of operations at around $7.1 million in total. They also estimated that revenues will cover the cost of operation and equipment depreciation once the network is fully operational. The city hopes to lease to ISPs to offer choice to local businesses.
Business, Education Call on Culver City to Invest in Muni Fiber in L.A. County
Last fall, Culver City hired a consultant to develop a design and business plan for a possible fiber network project. Recently, prominent business leaders and parents of local school children have publicly expressed their support for a municipal network.
Culver City, also known as "The Heart of Screenland" is situated in west L.A. County, surrounded primarily by the City of Los Angeles. Approximately 39,000 people live in this community that is beginning to draw in the tech industry. In addition to Disney's Maker Studios, Apple owns Culver City's Beats Electronic, known for high-tech headphones. Culver City wants to stay current to compete with Santa Monica, home to a number of tech businesses that connect to its publicly owned City Net.
The L.A. Weekly reports billionaire Patrick Soon-Shiong, owner of NantWorks, has encouraged city leaders to move forward with the project. His specific request is that five business districts be included in the network deployment. NantWorks, located in one of those districts, provides cloud-based operating systems to support telehealth. According to the article, Soon-Shiong is rallying other business leaders:
Soon-Shiong has been encouraging other business owners in the area to support the plan, which is expected to come before the City Council sometime in October.
"He feels this is key," said Mike Sitrick, a spokesman for Soon-Shiong. "He’s talked to various city officials and told them how important he thinks it is, not only to his business, but to attracting additional businesses to Culver City."
Local elected officials report positive feedback as the city reaches out to determine interest in the project:
"We're still attempting to gauge the degree of interest," said Councilman Andy Weissman, though he added, "I'm confident it's going to happen."
