Mendocino County Local Leaders Want to Leave the Slow Lane Behind

VisitMendocino.com sums up this northern California community as a peaceful and serene:

"Mendocino County, where rugged coastline, breathtaking beaches, picturesque villages, majestic redwood forests and America's Greenest Wine Region beckon you to escape to a slower pace."

While the people of Mendocino County love life in the slow lane, they would love a fast lane for the Internet. Mendocino County, known for its wineries, its redwoods, and its greenery is now becoming known for its efforts to develop their own community-owned broadband.

The Mendocino County Broadband Alliance (MCBA) was borne out of a need to fill gigantic gaps in broadband coverage created by the private sector. The geological and rural nature of the area presents an insurmountable challenge to the private cable and telco business models in this spacious county of just under 88,000 residents. While there is still archaic dial-up service, spotty and unreliable satellite access, and a few communities with DSL, the MCBA reports that over half of the population has NO access to broadband.

Community leaders in Mendocino County have contemplated the need for access in their area for some time. What really drove home the urgency of the situation was the 2011 death of Esplanade, Mendocino County's small, local, independent ISP. Carol Brodsky, of the Anderson Valley Advertiser, spoke with MCBA for the story:

When Esplanade, a small, privately owned south-coast Internet service provider closed its doors in 2011, around 400 customers were left in digital darkness, according to Greg Jirak, strategic planning chair for the Mendocino County Broadband Alliance. The resultant issues cascaded and greatly affected the lives of individuals, organizations and businesses.

Jirak goes on to describe other ways Mendocino County has suffered due to the loss of a large part of the scanty Internet coverage they had:

“When Esplanade folded, the Coast Community Library was no longer able to provide public Internet access,” Jirak explains.

Vermont Network Takes Local Ownership to Next Level

Vermont's East Central Fiber-Optic Network (ECFiber) has finished its second round of financing. We noted that the network had exceeded its financing goals at the beginning of this year by raising over $1 million and subsequently began connecting rural homes with its next-generation network. (See all of our ECFiber coverage here.) The network is now connecting 120 households, a bit below its goal of 164 for the end of the calendar year... but it also had to deal with an unexpected hurricane (Irene) that seriously disrupted the entire state and kept fiber-splicers running ragged. ECFiber has just completed its second round of financing. While the first round was dominated by a few major investors, the second round had a broader base -- a sign that many in the community have embraced the approach. From the ECFiber press release:
ECFiber is using an innovative funding method to extend its network, supported by local citizens who lend funds that enable build-out to local neighborhoods within and across member towns. Citizens who invest as little as $2500 allow ECFiber to reach all households along designated routes. ECFiber determines where it will build by choosing routes that reach the greatest number of unserved businesses and households, which are then connected to ECFiber’s state-of-the-art fiber-optic service.
These people are literally investing in themselves. ECFiber is an InterLocal Contract with a Governing Board composed of a representiative from each member town (of which there are 23). Investors are purchasing tax exempt 15 year promissory notes that effectively earn 6% interest (due to the one year holiday from interest and principal). They have raised $340,000 in this round of financing, which will allow the network to pass 60-65% of Barnard's 950 residents.

Solving Middle Mile Availability Does NOT Solve Last Mile Problems

Perhaps the biggest disappointment from the broadband stimulus program was its focus on middle mile investments in a bid to avoid overly upsetting powerful incumbent providers who do not look kindly upon competition (something we discussed here). Some claimed that by increasing middle mile options, the private sector will have greater incentive to invest in the next-generation broadband networks communities desperately need. While this is undoubtedly true, it ignores the biggest hurdle facing network deployers: the high cost of building the network. Reducing the operating expenses of a new network by dropping backhaul prices does very little to allow a deployer (private, public, etc) to better afford the high capital cost of building the network. To illustrate, I could greatly improve my vertical but I still would not play in the NBA (apparently, that requires talent also). Remarkably, we have a fantastic test case of what happens when a government builds massive middle-mile connections and expects the private sector to complete the last mile build: Alberta Province in Canada. Ten years ago, Alberta began building the Supernet, a massive mostly fiber backbone delivering 100Mbps into just about every town in the province (we wrote about this in the back of our Breaking the Broadband Monopoly report). Despite the fact that anyone could get affordable backhaul, a recent Calgary Herald article revealed that half a million people still only have access to dial-up. This illustrates an important lesson: by making ubiquitous backhaul available, the private sector did invest. Unfortunately, it invested only in the profitable areas and has left perhaps a larger problem behind for the public sector to solve.

Lessig Presentation on America's Broadband Policy

Paul Venezia is one of the few who noted a recent Lessig presentation that discusses broadband policy. Larry Lessig's presentation offers an excellent short history of broadband and telecom history - from the beginning of AT&T to the National Broadband Plan. The video runs an hour, but should be essential viewing for anyone who wants to understand why the U.S. continues to fall behind international peers in broadband. Lessig's answer is that we have lost our independence. Large corporate interests dominate the federal government as well as the state legislatures, resulting in a government that too often bends to their will. Lessig's presentation covers the essential role of government in forcing AT&T to open the phone network (paving the way for fax machines, Sports Illustrated football phones, and eventually dial-up modems). Key takeaway: the owner of a network makes the rules and determines who is allowed to use it and under what circumstances. Among other issues, he offers the most accessible explanation of what happened with the FCC/Comcast court ruling that has (temporarily - we hope) rendered the FCC unable to stop carriers from telling users what sites they can visit or adjusting the speeds to some sites based on the carriers' business model. He notes his disappointment with the National Broadband Plan - where the Obama "reality-based" Administration chose to ignore reality and take the easy road of not challenging powerful incumbent telecom interests. Toward the end, he raises the chilling prospect of the federal government instituting a form of the PATRIOT ACT on the Internet in the future. Watching this reminded me that we believe government has an essential role in building and owning infrastructure but we strongly support Constitutional checks against the government getting too involved in policing content. This is an excellent presentation - particularly for those who are not as familiar with the history of the AT&T, the FCC, Carterphone, and the competition we briefly had among service providers in the days of dial-up.

Internet is Infrastructure, Not Nicety

Over the holiday break, I was visiting family in central Minnesota where they rely on dial-up for getting on the Internet. Translation: They are not on the Internet. Though I have previously said this, my experiences reminded me that nothing I do on the Internet on a daily basis is possible to do over dialup. I use gmail for my email - the delays in reading messages are intolerable and render email painful. Checking news sites is right out - they load up with all kinds of images and rich media advertisements. There is no "surfing" because it takes minutes to load a page - more like running through water than surfing over it. When I visit other family south of the metro area, I can use slow DSL - the best connection available there (at a price greater than what I pay in Saint Paul for a far faster connection) and the difference is notable - particularly when I try to send a large file to someone. When I returned home, I was ever-so-thankful for my faster cable connection... which is still far slower than options in many European or Asian countries though I pay far more than they do.
