Arvig Buys Business-Facing Municipal Fiber Network in Alexandria, Minnesota

In an announcement last week, Alexandria, Minnesota's (pop. 15,000) electric and water utility (ALP Utilities) announced it would be selling its business-facing fiber network to Arvig, a 40-percent employee-owned Internet Service Provider (ISP) that has 54,000 subscribers across urban and rural Minnesota. The deal was for 130 business accounts, including 77 routes miles of fiber and 13 additional miles of conduit, for a total of $3.25 million. Consideration of the move goes at least back to October of last year.

A Practical Solution With Added Local Benefits

The move sunsets the last of the city's retail municipal network infrastructure, which began as a joint project with Runestone Electric Association in the 1990s that offered DSL service to homes and businesses before expanding to include some fiber offered to local businesses in the early 2000s, and continued today with some additional dark fiber offerings as part of its portfolio. The goal, then as now, was to see how the utility could intervene to improve connectivity options for residents in the area. Christopher spoke with General Manager Al Cowser in 2016 about the efforts' origins and progress in its first two decades of life.

To that end, the deal made sense, shared current General Manager Ted Cash in an interview with ILSR. The financial modeling the utility did when it considered expanding the fiber network to a larger proportion of the city, including the hiring of the staff required to run services in-house,  didn't return the numbers they needed to make it work, he also said. 

The final Board vote took place on January 17th via Resolution No. 2023-01, with no opposition.

Minnesota Broadband: Land of 10,000 Connectivity Solutions

In a new report, the Institute for Local Self-Reliance showcases the diverse range of approaches communities and local Internet Service Providers (ISPs) have taken to expand affordable, high-quality Internet access in Minnesota. It includes a series of case studies that detail how communities are meeting the connectivity challenges of a broken marketplace shaped by large monopoly service providers.

The profiled projects include municipal networks, public-private partnerships, cooperatives, and private investment. They run from the most rural areas of the state to Minneapolis. Some examples include:

  • RS Fiber Cooperative, in south central Minnesota, which has brought fiber to local businesses and town residents. Rural residents benefit from RS Air, a fast wireless service available at affordable prices.
  • Arrowhead Electric Cooperative’s fiber network in Cook County, which succeeded beyond original projections. It provides fast and affordable Internet access to one of the most far-flung parts of the state.
  • St. Louis Park’s partnerships with both ISPs and the builders of large condominium complexes. One of the providers working with St. Louis Park is better known as the fastest ISP in Minneapolis, USI Fiber.
  • Christensen Communications, a 100+ year-old telephone company in south central Minnesota. The company demonstrated a strong commitment to its communities when the pandemic hit, and is now going above and beyond to build fiber with federal subsidies.
  • The Fond du Lac Band, in northern Minnesota, which built a fiber-to-the-home network that is rare in Indian Country.

Minnesota communities and local ISPs have found creative and sustainable ways to build future-proof networks across the state, despite a broken marketplace and state barriers that favor slow-moving, out-of-state monopoly providers clinging to outdated technology. Lawmakers must stand up for the cities and towns that sent them to the legislature, and remove the obstacles that prevent a more competitive market and local broadband solutions.

A Call in Vermont to Assemble A Broadband Corps

A new report out by CTC Technology and Energy and Rural Innovation Strategies, commissioned by the state of Vermont, gives us one of the clearest and most detailed pictures so far of the impact of the Covid 19 pandemic on our attempts to live and work remotely. 

The “Covid-19 Responses Telecommunications Recovery Plan” [pdf], presented to the state in December 2020, includes both a comprehensive survey of conditions after a half-year of social distancing and intermittent lockdowns as well as recommendations for addressing immediate needs. But it offers solutions that provide a path forward by making sure that dollars spent now are in service to the state’s long-term goals of getting everyone in the Green Mountain State on fast, affordable wireline broadband service at speeds of at least 100/100 Megabits per second (Mbps). 

The report brings together network performance assessments from every level of government across the state over the last six months, pairs it with survey responses from citizens, libraries, hospitals, businesses, regional development corporations, and Communications Union Districts (CUDs), and offers analysis based on conditions for moving forward.

“Covid-19 has laid bare the challenges of lack of universal broadband in Vermont,” the report says, with “inequities in the availability and affordability of broadband create further inequities in areas such as education, telehealth, and the ability to work from home.” It offers a wealth of findings:

Removing Roadblocks on Bridge Over Digital Divide: Explaining the Affordable, Accessible Internet for All Act - Part 5

While the bulk of the Accessible, Affordable Internet for All (AAIA) Act proposes to invest $100 billion to expand broadband access in unserved and underserved parts of the country, the legislation also looks to build an essential bridge across the digital divide that goes beyond new infrastructure. An important part of the equation involves addressing laws and policies that have proven to be obstacles to Internet connectivity for tens of millions of Americans.

In our previous installments examining the AAIA, we covered the big-ticket items – the why, how and where the $100+ billion would be invested. This final installment in the series covers the last three major sections of the bill: Title IV – Community Broadband; Title V – Broadband Infrastructure Deployment; and Title VI – Repeal of Rule and Prohibition on Use of NPRM.

These last three sections of the AAIA do not call for any federal appropriations but instead aim to tackle several thorny policy challenges.

Removing State Barriers to Municipal Broadband Initiatives

Title IV – Community Broadband (Section 4001) of the bill is straight-forward. It would prohibit state governments from enforcing laws or regulations that prevent local governments, public-private partnerships, and cooperatives from delivering broadband service.

Dark Fiber Brings the Light: A Public-Private Partnership in Colorado

After years of hearing from its citizens and business owners that Internet access was one of Fort Morgan’s most pressing problems, the Colorado city of 11,000 decided to do something about it. Like dozens of other communities around the state, in 2009 residents approved a ballot measure to opt out of SB 152, the 2005 state law preventing municipalities from offering broadband. (Today, more than 100 local goverments have opted out.)

Ten years later, a little forethought, hard work, and a public-private partnership with ALLO Communications has brought gigabit speeds and low prices to everyone in Fort Morgan over the city's dark fiber network.

Taking the First Steps

Between 2013 and 2015 Fort Morgan conducted a feasibility study while assessing its needs in the early stages of a plan to expand the city's existing fiber network connecting anchor institutions — itself the result of the state’s 2002 Beanpole Telecommunications Project [pdf] — to residents and businesses. The city reiterated the necessity of an affordable, reliable network in the 2016 Connect Fort Morgan [pdf] plan update. In May Fort Morgan awarded the initial design project to Manweiler Telecom Consulting, Inc., the firm that had built the city’s original fiber network a decade and a half before. The city paid $160,000 for the initial phase of the system’s design.

Fibering Up Emmett, Idaho - Community Broadband Bits Podcast 296

Emmett, Idaho’s Systems Administrator Mike Knittel joins Christopher for episode 296 of the Community Broadband Bits podcast this week. Mike explains how the city of about 7,000 has taken a similar approach as other municipalities by first investing in Internet infrastructure to unite the city’s needs. We get to hear their story.

Emmett, however, has taken advantage of its self-reliant can-do attitude to collaborate among departments and build its own network. Mike explains how working between departments reduced the cost of their deployment, has helped them speed up their construction, and has created groundwork for future expansion. Mike also shares some of the ways that Emmett is discovering new and unexpected ways to use their infrastructure and how the community has supported the project.

Mike has some plans for Emmett's new infrastructure and we can't wait to check in with him in the future to find out all the new ways they're using their fiber.

Sonic Suggests Dark Fiber for Munis - Community Broadband Bits Podcast 261

Sonic is one of the best ISPs in the nation - well beloved by its California subscribers and policy geeks like us in part because of its CEO and Co-Founder, Dane Jasper. Dane combines a tremendous amount of technical and business knowledge in a thoughtful and friendly personality. And while we don't always agree, we are always interested in what he is thinking about. 

Dane joins us for Community Broadband Bits episode 261, where we focus on how cities can invest in infrastructure that will both allow firms like Sonic to thrive and permanently break any concerns about a monopoly over Internet access. Dane encourages cities to focus on dark infrastructure -- conduits or dark fiber that allow ISPs more freedom to pick and perhaps change the technologies they want to deploy services.

We also talk about network neutrality and a very brief history of Sonic.

Celina, TX, Looking At Future Through Conduit Ordinance

Celina, Texas, recently started its journey toward publicly owned Internet infrastructure by adopting a smart, forward-thinking conduit ordinance. The decision to adopt the new Easement Ordinance is part of the city’s long-term vision to bring gigabit connectivity to businesses and residents.

Developers' Contribution

The new policy requires developers to install conduit and fiber-optic cable in underground excavation within the city limits. Developers pay for the installation and then convey the assets to the city. In order to reduce the need for excavations and cut costs, Mount Vernon, Washington, passed a similar ordinance years ago as they developed their network. Up to 90 percent of costs associated with underground deployment are often due to the excavation rather than materials; smart dig once policies like Celina's saves public dollars.

Internet service providers who wish to offer connectivity in the areas where city fiber and conduit exist will be required to use available dark fiber from the city, rather than deploying their own infrastructure. The ordinance does allow the city provide exceptions in order to promote competition and reduce any barriers to entry for new ISPs.

Before the city council unanimously voted to support the new ordinance in May, they took feedback from the community. According to the Celina Record, several local developers expressed excitement over the Gigabit City Initiative, but weren’t as enthusiastic about the ordinance. Their main concern was how the new rule would be implemented.

They have reason to be excited about the potential to add Fiber-to-the-Home (FTTH) connectivity to their new properties. In 2015, the Fiber To The Home Council’s study determined that FTTH access can add up to $5,437 to the value of a $175,000 home.
