Fresno Looking For Partners: RFQ Responses Due Nov. 30th

Fresno, California, is looking for one or more partners to bring Gigabit connectivity to the entire community. City leaders recently released a Request for Qualifications (RFQ) to send out the call for interested entities. Letters of interest are due on November 14th and statements of qualifications are due by November 30th.

Leaving No One Behind

According to the RFQ, the community is experiencing growth in the tech sector and want to support the tide by improving Internet infrastructure throughout the community. In addition to serving new businesses for economic development, the network will connect community anchor institutions such as schools, hospitals, and libraries. 

As part of their goals, Fresno states explicitly that they want to ensure low-income families and individuals will be able to afford high-quality Internet access. In an article in the Fresno Bee, city leaders sate that they envision rates for some residents at around $10 per month for either a wired or fixed wireless connection.

Lakeland, Florida, Takes Small Steps

This spring, Lakeland city officials began contemplating the future of the city’s dark fiber network with an eye toward making a firm decision on whether or not to expand how they use it. Rather than pursue a municipal Internet network, Commissioners recently decided to seek out private sector partners to improve local connectivity.

Too Much For Lakeland?

Kudos to Christopher Guinn of the Ledger for very thorough reporting on the issue. According to his article, the city will release a Request for Proposals (RFP) for a solution that provides Gigabit (1,000 Megabits per second) connectivity to replace the current speeds in Lakeland. Cable serves the community now with maximum speeds of 150 Megabits per second (Mbps) download and about 10 Mbps upload.

In addition to the difficulty of establishing an Internet access utility, City Commissioners appeared intimidated by incumbents:

“I look at us trying to develop and design a fiber-to-the-home (network), the marketing, the technical support and all that, and going up against current providers, and I don’t see it,” Commissioner Don Selvage said.

Pilot Won't Fly

One of the options the Commission considered was a pilot project in a limited area, but that idea didn’t catch on either. Commissioner Justin Troller advocated for the pilot project:

“I think we should have a test area. If that’s something that costs we can say we tried it, we invested in it, it didn’t work and we’re moving on and finding a private partner,” Troller said.

He added: “I’m not against going out and seeing what the private sector will offer us. I’m saying how do we know we can’t do it if we don’t do it?”

While a number of Commissioners agreed that high-quality Internet access is critical for both economic development and the residents’ quality of life, fear of facing off against incumbent Charter overcame any vision of how a municipal network could benefit Lakeland:

Carrier-Grade Fiber in Centennial, Colorado - Community Broadband Bits Podcast 222

Located in the Denver metro region and shaped like a barbell, Centennial has effectively used dig once policies to build conduit and fiber assets that have attracted Ting to the community. Tim Scott is the Director of Fiber Infrastructure for the city and joins us on Community Broadband Bits podcast episode 222. Centennial took advantage of a project installing fiber for Intelligent Transportation Signaling. But just putting in more fiber was not sufficient to establish a carrier-grade network that ISPs would want to use. Tim explains what they had to do to attract ISP interest. Centennial's shape is very conducive to their strategy (which may be a tautology - they chose that strategy because it works for them). At any rate, their arterial corridors run quite close to the majority of premises and therefore a well-designed fiber backbone network is more attractive in that community than others.

Rewriting the Rules, Santa Cruz County Encourages Competition

South of California’s Bay Area with its buzzing tech startups and expensive housing, Santa Cruz County has been overlooked by the big Internet Service Providers (ISPs). The city of Santa Cruz had less than stellar connectivity, and the rest of Santa Cruz County was no better. That’s when county leaders decided to rewrite the rules.

Throughout 2014 and early 2015, the Board of Supervisors for Santa Cruz County developed a broadband master plan, created a “dig once” policy, and streamlined the regulatory permit process. Cutting down red tape at the county level encouraged both small and large ISPs to reconsider investing in Santa Cruz.

Streamlining To Increase Competition

Although large ISPs have enough money and personnel to focus exclusively on permit acquisition, smaller ISPs must find a way to contend with the permitting process with limited resources. Santa Cruz County's new policies and processes enable all ISPs interested in Santa Cruz County to compete on better terms. Under these new rules, ISPs have a more equal playing field.

The policies reduce the amount of time spent on the regulatory process for ISPs building fiber networks. A master lease agreement simplifies the procedure to use county assets for networks. Modified ordinances enable ISPs to easily install or upgrade infrastructure in the county’s right-of-way. (Right-of-way is public land managed for the public good, especially boulevards and medians along roadways.)

We spoke with Santa Cruz County Board Supervisor Zach Friend about the impact of these policies and the Santa Cruz County master broadband plan. He credited the new policies for encouraging providers to offer better services. (Cruzio is building a fiber network in the city of Santa Cruz, and Comcast decided to increase speeds without raising prices in Santa Cruz county.) Supervisor Friend also emphasized that the public discussions brought attention to the need for improved Internet access in the community.

Sun Prairie Utilities' Pilot Project Shows Way to Better Connectivity

Welcome back to Sun Prairie, Wisconsin. This town has brought to light the shocking stories of slack service from incumbent providers, the complicated decisions of community representatives, and the hopeful beginning of a fiber-to-the-home (FTTH) network

The City Council has just approved $16,000 to hire an engineering consultant for the estimated $27-35 million citywide plan. 

In the Pilot Project, So Much Demand!

In July 2015, City Council approved the $624,000 plan for the pilot project, but several factors brought the actual cost up to about $653,000. The pilot project area included the neighborhood Smith's Crossing, the Main Street Corridor, and the TIF District 9 area. 

Sun Prairie Utilities first slated the project for completion in early December, but that underwent several delays. For instance, an over-booked contractor started on the project a month later than expected. Meanwhile, rocky soil conditions and high-demand slowed the pace of construction while raising costs. The Sun Prairie Utilities Manager Rick Wicklund will present the final costs for the pilot project this month. 

The original budget had assumed a 30 percent take-rate that would see a positive cash flow in three years. In actuality, 54 percent of households in the pilot project area are requesting the services.

Forty-three percent have requested the 100 Megabits per second (Mbps) for $49.98 each month while 11 percent want the higher-speed service of 250 Mbps for $69.98 each month. The capital expenditure of these unexpected last mile connections brought the cost up, but the extra revenue from these connections will certainly help offset those costs.

Dakota County, Cities Reviewing Joint Powers Group for Fiber Network

The publicly owned fiber optic network of Dakota County, Minnesota, and of cities within its borders may soon come under the oversight of a local joint powers board.

David Asp, County Collaboration Engineer, said the County started putting the network together in May of 1998. It has grown from 20 miles in 2005 to 112 miles in 2015, and then to 270 miles in 2016. The network provides speeds of up to 10 Gigabits per second (Gbps) download. This news marks a coming of age for the County’s 10-year-old Internet network which, together with the cities' related infrastructure, now spans 270 miles. The County network serves hundreds of public facilities and operations including county buildings, city halls, libraries, schools and more than 350 traffic control signals.

The County and 11 cities within its jurisdiction are now reviewing whether to approve a limited joint powers agreement that would have them inventory their fiber optic infrastructure to find out "what do we have and what are gaps in the system," said Matt Smith, Dakota County deputy manager. Their second objective is to develop a detailed financing system to operate an integrated Internet network, he said.

Asp said he expects the County and the cities will decide by April whether to take this first step in forming the joint powers alliance.

After these studies, the County and cities are then expected to decide if they want to participate in a broader joint powers agreement that would establish the Dakota Broadband Board. If the answer is "Yes," the joint powers board could begin operations in early 2017, Asp said.

Duties of the Board could include establishing policies, procedures, and pricing on leasing the network’s dark fiber, Asp said. Dark fiber is fiber-optic cable that is laid underground but currently not in use, and thus is dormant, or “dark.”

Dakota County, Dakota County Development Agency, Apple Valley, Burnsville, Eagan, Farmington, Hastings, Inver Grove Heights, Lakeville, Mendota Heights, Rosemount, South St. Paul and West St. Paul are reviewing the initial JPA.

Promoting Economic Development

Nebraska Network Begins To Grow In Lincoln Conduit

Approximately 30,000 businesses and residential properties in downtown Lincoln, Nebraska, will have access to gigabit Fiber-to-the-Home (FTTH) by the end of 2016.

ALLO Communications recently announced that is it ready to begin the first phase of its four-phase plan to bring better connectivity to the town of 269,000. ALLO will use the city owned network of conduit installed in 2012 to house its fiber and expand where necessary. 

The arrangement will bring a triple-play fiber network of video, voice, and data to the entire city by 2020. The minimum speed available will be 100 Megabits per second (Mbps) and a 1 gigabit per second option will also be available. Both tiers will provide symmetrical speeds so upload will be just as fast as download.

In addition to improving connectivity for residents, businesses, and anchor institutions, the network will improve public safety. When he announced the start of construction, Mayor Chris Buetler said:

“The city will also be able to utilize the fiber system to work with traffic lights and traffic flow. This will allow new smarter traffic flow, less idling cars and help eliminate pollution. This project is another example of public private partnerships and is evidence of how this process benefits the city and its people."

Lincoln is only one of several communities that understand the value of conduit for potential partnerships or for future municipal investment. Minnesota Public Officials at Home and In D.C.: Funding Rural High-Speed Internet

It’s getting to be a sad, repetitive tale: crappy Internet for rural populations. Minnesota public officials hope to change that. At both state and federal levels, they’re advocating for greater funding for rural high-speed Internet. 

They’ve proposed several ideas to fund rural connectivity. At the state level, Governor Mark Dayton is pushing to use $100 million of the Minnesota government budget surplus for rural broadband projects. In D.C., Congressman Rick Nolan has introduced a bill to provide funding for regional solutions, and Senator Amy Klobuchar is working on a bill for coordinating broadband installation and highway construction. Will any of these ideas work?

Minnesota Budget Surplus

Minnesota’s state government expects a $1.9 billion budget surplus, which presents an opportunity to fund large, one-time investments. The Star Tribune notes that such one-time investments in infrastructure, “especially when infrastructure is defined broadly to include roads, transit, public buildings and broadband capacity,” could prove a welcome idea. Fiber networks have high, up-front construction costs, but they offer next-generation, high-speed connectivity. Depending on what state leaders do, those high construction costs may no longer be a barrier.

With the news of the budget surplus, Governor Dayton renewed his call for $100 million (just 5% of the budget surplus) to improve broadband in rural Minnesota. Last spring, however, state legislators only approved about a tenth of that amount - around $10 million. The year before that, they had only put in $20 million. The money funds competitive grants in which companies and local governments match state dollars to build networks. Promising a “border to border broadband” approach, Dayton continues to push for funding for rural projects, but it is up to state legislators to determine what to do.

Ideas for Regional Solutions from D.C. 

St. Louis Park And Developers Ready The Wires

Community leaders in St. Louis Park, Minnesota, are taking advantage of growth in apartment and condominium developments to "till the soil" for better residential connectivity. One of the smartest things a community can do to improve connectivity is prepare an environment that encourages high-speed connectivity infrastructure investment. As developers erect new buildings, the city is working with them to develop internal wiring standards and conduit installation standards for high-quality Internet access within and to their buildings.

Developers Understand The Value

The city of approximately 45,000, located immediately west of Minneapolis has not adopted any formal building code language, but has negotiated broadband readiness specifications with several new multi-dwelling unit building developers. Savvy developers realize that high-speed connectivity is now a basic utility that tenants demand.

Loma Linda, California, implemented a similar approach when it passed an ordinance concerning wiring codes for its Connected Communities Program in 2004. New development and remodels that involve more than 50 percent of the structure must include internal Fiber-to-the-Home (FTTH) wiring. Developers, recognizing the increase in value of properties wired for FTTH, have embraced the practice.

A Goal to Better the Community

The effort is St. Louis Park's intention to turn the city into a "technology connected community," and is part of St. Louis Park City Council Goals & Priorities. The city and the developer begin with basic language and the parties make changes to accommodate the unique needs of each development:

Broadband Readiness

Redeveloper shall install at its cost dedicated wired connections from each building’s telecommunications point of presence to each internal wiring closet, thence to each living and working unit. Each living and working unit shall have a minimum of two (2) connections, each capable of supporting at minimum a one-gigabit connection.

Solon Set to Save in Ohio: Big Plans for I-Net

Solon, located in Ohio's northeast corner, is looking to save approximately $65,280 per year with a publicly owned fiber institutional network (I-Net). At the January 19 city council, an ordinance authorizing the Director of Finance to request bids for the project passed unanimously

Cleveland.com recently reported that the city council is considering ditching its contract with Time Warner Cable as the city moves forward with a traffic signal project. The project would require streets to be excavated all over the community, a perfect time to install fiber connecting 8 municipal facilities. The publicly owned network will connect buildings such as the Solon Senior Center, the Solon Community Center, and three city fire stations. The traffic signal project will cost $5 million and is funded in a large part by a combination of state and federal grants with the city contributing approximately twenty percent of the total cost.

The city will also pay for the I-Net project, an additional $160,000 but will recoup its investment in less than 3 years through savings on telecommunications costs. The city has paid Time Warner Cable to connect the municipal facilities via fiber and provide Internet access since 1990. Solon currently pays $5,440 per month. 

The city's water reclamation plant will not be connected to the new I-Net and will still use the incumbent because, due to its location, extending to the plant would cost another $100,000. The city will continue to pay Time Warner Cable $500 per month to connect the plant.

Work on the project could begin this spring.
