In this episode of the Connect This! Show, co-hosts Christopher and Travis Carter (USI Fiber) are joined by Jessica Engle (IT Director for the Yurok Tribe) and Matthew Rantanen (Director of Technology, Southern California Tribal Chairmen's Association) to talk about broadband in Indian Country.
The panel discusses the realities of deploying wired and wireless broadband infrastructure on tribal lands, and what the Yurok tribe has learned along the way in overcoming challenges and working with partners and vendors to expand access in efficient but sustainable ways.
During the hour, Matt, Jess, Travis, and Christopher also talk about the $1 billion Tribal Broadband Connectivity Program to be administered by the National Telecommunications and Information Administration (NTIA), the long history of underinvestment by incumbent providers in Indian County, and how communities can position themselves to succeed in the context of local conditions in pursuing long-term solutions.

Over the past 25 years, traditional telecom operators have only managed to connect half the world — and that was the easy half. Universal access will require alternative infrastructure providers, new types of financing and business models, changes in policy, digital skill-building at scale, and an increase in locally relevant content. To meet the needs of this moment and prepare for the years to come, we will need to invest in a diverse set of actors dedicated to ending the digital divide. There are no silver bullets here.
Connect Humanity, in partnership with the World Economic Forum, is rallying philanthropic organizations, investors, industry, governments, civil society leaders, and international experts to build a community of practice around the shared goal of connecting the unconnected, supported by the capital to do so. With awareness about the plight of the unconnected at an all time high, this is the moment to substantially invest in bringing Internet access to all people.
This initiative is open to creative ideas, but the focus will come back to a key question: What are the long-term results in terms of improving Internet access for historically-marginalized groups?

Even before the central Florida city of Ocala in Marion County became officially known as “The Horse Capital of the World,” the city – home to 61,810 Floridians and over 1,200 county-wide horse farms – was already galloping toward high-speed Internet connectivity. In recent years, the Ocala Fiber Network (OFN) has expanded into offering residential service, trotting carefully towards a citywide fiber-to-the-home (FTTH) finish.
It began in 1995 with the Ocala municipal electric department upgrading its substation monitoring (SCADA) system, which has been estimated to have saved the city $25 million in networking costs since. Over the past two years, OFN has extended the network to bring affordable, reliable, high-speed Internet service to city residents, neighborhood by neighborhood.
While the municipal network has been providing high-speed Internet service for the past decade to area businesses, healthcare facilities, community anchor institutions, and schools throughout the county, OFN launched residential service in 2019 and is now serving 2,500 residential subscribers in four city neighborhoods.
“We did four pilot neighborhoods. Our target goal was to have a 30 percent take rate in each neighborhood. In the largest neighborhood (the Highlands neighborhood) with a thousand homes, we have a 42 percent take rate. We still have a challenge in one neighborhood (Happiness Homes) with about a 10 percent take rate that we think is mostly an educational challenge,” Ocala Fiber Network Director Mel Poole told us in a recent interview.
The winners of the Truist EPIC grant program, which we wrote about earlier this year, have been announced.
47 projects applied for the funds. Innovative, community-centered projects in Florida and Alabama will be taking home money. So too is Wilson, North Carolina for an expansion of its municipal network, Greenlight. The awards will be distributed by the Internet Society:
Five recipients will share $1 million in grant funding to expand broadband access in their communities as part of the Truist Expanding Potential in Communities (EPIC) Grant. The grant program supports broadband initiatives to help alleviate disparities in education, employment and social welfare in the Southeastern United States.
The grants are "directed toward supporting community networks built, owned and operated by local governments and organizations."

The Institute for Local Self-Reliance has partnered with Southeast Nebraska Development District (SENDD) and the Nebraska Economic Developers Association (NEDA) to present a broadband seminar series to provide education to local elected officials, economic developers and other stakeholders. The series covers everything from the basics of broadband infrastructure and technology to financial models to the longterm benefits of investing in fast, reliable Internet access.
The series was developed by Christopher Mitchell, in collaboration with SENDD and NEDA, and produced and edited by ILSR Senior Researcher and Multimedia Producer Maren Machles.

In the first episode, Christopher introduces broadband technology and terminology, including network basics, infrastructure development, and business models.
Episode 2
In the second episode, Christopher is joined by Brent Comstock (CEO and Founder, BCom Solutions), Thomas Magnuson (Geriatric Psychiatrist at University of Nebraska Medical Center), Kyle Arganbright (Mayor of Valentine, NE and Executive Vice President and co-founder of Sandhills State Bank), and Brook Aken (Economic Development Manager, Omaha Public Power District) to discuss the longterm benefits of fast, reliable broadband on everything from economic development to telehealth.
Episode 3
Christopher is joined by David Young, Chief Information Officer for the City of Lincoln and Lancaster County in the third episode of the series. The two give guidance on state and federal broadband programs as well as barriers, challenges, and solutions for broadband infrastructure deployment.
Episode 4
Congress and the White House are currently managing a handful of different infrastructure proposals which are coming down the pipeline fast. In terms of major legislation, there’s President Biden’s revised $65 billion in funding as part of the American Jobs Plan, the Bridge Act, which would see $40 billion dispensed in state block grants aimed at unserved and poverty-stricken parts of the country, and the LIFT Act, which comes from the 32 Democrats on the House Committee on Energy and Commerce and would allocate $80 billion for infrastructure and another $30 billion for next-generation 911 services and digital inclusion efforts.
It remains uncertain where we will ultimately land on the above, but a few things are clear: whatever plan we as a country adopt, this is a once-in-a-generation endeavor to upgrade and expand our broadband infrastructure in the name of future-proof, affordable, and universal service. Whatever framework is agreed upon will drive how and where we invest, and those are critical considerations to make.
This week on the Community Broadband Bits podcast, Christopher Mitchell chats with Sean Gonsalves, ILSR's Community Broadband Senior Reporter, Editor and Researcher to catch up on some of the most interesting broadband stories in recent weeks.
The two begin by discussing a recent story by Jericho Casper, ILSR Researcher and Writer, reporting more than 20 communities in New Hampshire are entering into public-private partnerships to get their residents more connected. Gonsalves also talks about his recent feature story about Northeast Kingdom Communication Union District (CUD) in Vermont and the state's unique approach to achieving universal broadband access by 2024.
Chris and Sean end by talking candidly about the real problems with broadband in America, and the challenges we face in urban environments as well as rural swaths of the country. They talk about the real value of supporting community-owned models, and the benefits of injecting competition into a broken marketplace.

The southwest corner of New Hampshire will be blanketed with Fiber-to-the-Home (FTTH) networks over the next two years, as over 20 communities are drawing up plans to enter into public-private partnerships to boost high-speed Internet access in the Granite State.
Fitzwilliam, Marlborough, Gilsum, and Troy voted in March to issue bonds through the New Hampshire Municipal Bond Bank to construct fiber networks; while Greenfield, Jaffrey, Marlow, Roxbury, Keene, Peterborough, and Temple, delayed by the pandemic, have been voting in support of FTTH agreements throughout April, May and June.
According to New Hampshire’s Southwest Region Planning Commission (SWRPC), six more cities, Charlestown, Goshen, Langdon, Salisbury, Sullivan, and Unity, have also issued warrant articles indicating their interest in partnering with a private Internet Service Provider (ISP) to expand Internet access. Most of the cities are considering partnerships with Consolidated Communications to improve insufficient connectivity.
Last Tuesday, residents of three coastal Maine communities - Camden, Rockport, and Thomaston - voted to support Town Meeting articles authorizing each town's Select Boards to enter an interlocal agreement establishing the MidCoast Internet Development Corporation (MIDC), a nonprofit regional broadband utility in the Penobscot Bay Region of MidCoast Maine.
The type of regional utility the communities are seeking to establish is a broadband network utilizing an open-access model, in which the fiber infrastructure is municipally-owned, the maintenance of the network is managed by an outside firm, and private Internet Service Providers (ISPs) provide retail service to end-users. The ultimate goal of MIDC is to build an open-access, Fiber-to-the-Home (FTTH) network to provide universal Internet access across any towns which vote to sign onto MIDC’s interlocal agreement.
More than nine communities located in Knox and Waldo County formed the MidCoast Internet Coalition earlier this year, to indicate their support of establishing the MIDC regional utility district. Now, the towns which form the MidCoast Internet Coalition (Northport, Lincolnville, Hope, Camden, Rockport, Rockland, Thomaston, South Thomaston, Union, and Owls Head) are voting in phases to sign onto an interlocal agreement, legally recognizing the public utility under Maine law.
