California Tribal Network Klamath Rural Broadband Awarded $10 Million for Expansion

Tribal residents and others living along near Six Rivers National Forest in Humboldt County, California are about to get a broadband boost. The Yurok and Karuk Tribes announced at the end of July that the Klamath River Rural Broadband Initiative received more than $10 million from the California Public Utilities Commission’s (CPUC's) California Advanced Services Fund (CASF) to add over a 100 miles of additional fiber to the project’s community network, connecting hundreds of additional homes, businesses, and anchor institutions. The award marks the second injection of funding from the CPUC’s grant program to the initiative. 

Over the River and Through the Woods

Humboldt County covers more than 4,000 square miles along the coast in the northwest part of the state, about 60 miles west of Redding. It’s one of the least-densely populated areas in the state, marked by rural, mountainous, rugged terrain for the roughly 150,000 people who live there. Those in the northern fifth of the county have it particularly hard; the region is bounded by national forests on either side, with the Klamath River running down the middle. As recently as 2009, telephone service in the region was unreliable, and Internet access was restricted to dial-up or satellite. The Klamath River Rural Broadband Initiative (KRRBI) has been working since 2013 to address this digital divide.

The new CPUC award totals a little more than $10.8 million to add 104 miles of new fiber to their middle-mile network. Last-mile connections come via fixed wireless, a cost-effective way to bring broadband to rural areas. The new route will connect the communities of Orleans to Orick and Weitchpec to Wautec and Johnsons, bringing new service to 616 households, 8 first responder agencies, and 14 additional anchor institutions like schools, tribal offices, and health care clinics. The project will also add three redundant links to the existing network across the 80-square mile area.

Going HAM in Big Valley: How Rural Pennsylvanians Went Wireless

Tucked away in Kishacoquillas Valley (also known as Big Valley) between Stone and Jacks Mountains lies a 120-foot repurposed HAM radio tower, now the base of operations for the Rural Broadband Cooperative (RBC), a group bringing fixed wireless to a rural Pennsylvania community. RBC remains one of the many groups around the country making use of community ties to address connectivity issues in places where monopoly Internet service providers have for decades refused to invest.

RBC’s effort began in 2017. When asked about bringing high-speed broadband to the area,  Comcast replied that it would need $80,000 to lay a line half a dozen miles long, according to one founding member of RBC. So the group — among them a retired professor, a former telecommunications manager, and a musician — formed the non-profit cooperative and moved forward with a different plan.

They leased a patch of land 1,900 feet up on the side of Stone Mountain with a view over the crest and a repurposed former HAM radio tower to bring low-latency fixed wireless Internet to the area. In total, the effort cost $60,000, with the money raised by the cooperative’s initial members. The tower itself is run by solar and wind, with a battery backup. The group’s backhaul connection comes from a 100 gigabit fiber line from Keystone Initiative for Network-Based Education and Research.

Most of those living within a 15-mile radius of the tower can receive service, with those lacking direct line-of-sight still eligible so long as they can establish a connection to neighbors with two or fewer degrees of separation.

Currently, RBC offers two tiers of service: a basic connection clocking in at 5 Megabits per second (Mbps) download and 1 Mbps upload for $40/mo, or a 25/3 Mbps connection for $75/mo. New customers also pay a one-time $300 setup fee. It’s a far cry from the $100/mo for 3 Mbps connection some area residents are stuck with.

Selling Bandwidth to the Block with Althea Networks — Community Broadband Bits Podcast Episode 420

This week on the Community Broadband Bits podcast Christopher speaks with Deborah Simpier, CEO of Althea. Althea offers software and tools for communities looking to build and maintain sustainable networks in their own communities. 

Althea works by installing custom firmware on the routers of its member-operators, connecting them all together in a fixed wireless, ad hoc network that dynamically responds to the supply and demand of individual users. That network is then linked to a commercial-grade backhaul, and users pay each other for bandwidth while configuring their own connection preferences and needs. Althea’s innovative software and staff help manage the network in real-time. The result is a decentralized, flexible, privacy-focused community of devices. Althea exists in more that three dozen communities around the United States, Canada, the Caribbean, and Africa.

Deborah reflects on how she came to the broadband space, and the origins of the first Althea network. Christopher and Deborah discuss what it means to play a central role in empowering communities to help create their own sustainable networks, and watching people put in Internet infrastructure themselves and take ownership. One example is Enfield, North Carolina, a state with some of the most onerous broadband restrictions which have resulted in poor connectivity options for that community.

Why Wi-Fi is Polite and Where It's Going Next - Community Broadband Bits Episode 410

In this episode of the Community Broadband Bits podcast, we get an introduction to what this week's guest calls "the most Southern of protocols" Wi-Fi. Here to guide us is Heather "Mo" Williams, Manager of Solutions Engineering at Ruckus Networks, Wi-Fi engineer for Black Hat conferences, and co-host on the podcast This Week in Enterprise Tech.

During her conversation with Christopher, Mo shares her background with Ruckus Networks and her family's personal experience with poor connectivity in rural Texas. Mo explains how network congestion and the proliferation of Wi-Fi-enabled devices challenge engineers.

Christopher and Mo talk about the overblown hype around 5G technologies. They also dig into the Federal Communications Commission's wireless policies, and Mo commends the agency for it's recent decision to open up more spectrum for Wi-Fi, calling it a "game changer."

How Will Broadband Networks Handle Quarantine Congestion? Mostly OK

As schools and businesses ask people to stay home to reduce the spread of Covid-19 coronavirus, I wanted to share some thoughts about how I expect broadband Internet access networks will handle the change and increase in broadband traffic in residential areas.

Our first reaction is that, as with so many areas with network effects, the rich will get richer. This is to say that historic inequities will be exacerbated — people that have been able to afford the high-quality networks will probably see very little disruption and those who have older networks may be effectively disconnected.

Better Network Scenarios

Those on fiber optic networks probably won't notice major changes in demand. This is the easy one it is why we have long believed that fiber optics should be the goal for the vast majority of Americans.

Most modern cable networks should be also able to handle the demand especially on the download end. This is good because 2 out of 3 Americans with broadband gets it from a cable network. Upgrades in recent years from the aggressive cable companies (Comcast Xfinity, Cox, and some of the many smaller cable networks — Charter Spectrum less so) should allow more than sufficient download capacity even if home video streaming increases significantly. But in smaller towns, where the local cable companies haven't been able to afford those upgrades and the bigger cable providers have just ignored them, I would expect to see intermittent and in some cases, persistent congestion problems from bottlenecks.

In the upstream direction, the cable networks will have some challenges. I wouldn't expect most Comcast or Cox markets to have too many problems, though neighborhoods with lots of professionals using video conferencing tools could congest. I would expect Charter Spectrum, Mediacom, and many of the others to have frequent congestion for upstream connections, lowering throughput extremely at times.

Tribal Technology Assessment: The State of Internet Service on Tribal Lands, a report from the American Indian Policy Institute at Arizona State University (AIPI) provides a detailed examination of broadband access, device use, and uses of the Internet by Tribal peoples on Tribal lands. Authors Brian Howard and Traci Morris completed the 2019 report aiming to develop a closer look at the digital divide and "to create a new baseline for future studies with the expectation of potentially measuring growth in coming years."

The AIPI worked with Tribal leadership and members to design a study that would include the participation of those living on Tribal lands. In addition to providing historical perspective on why the issue of digital inclusion has not been studied adequately, the authors address the multiple facets of the digital divide(s) that Native American peoples who live on Tribal lands face and how the large ISPs have left most behind.

The report explains in detail the survey questions, results, and methodology.

Based on the results of the survey, AIPI provides policy recommendations directed at different public and private sectors. At the foundation of their recommendations is the link between local self-reliance and increased adoption of better connectivity:

There needs to be a new model to address the Digital Divide prevalent in rural and Tribal America. What is needed is a positively related regulatory disruption to find new solutions for community based networks for positive social disruption.

AIPI makes recommendations for Congress, such as:

  • Establish the Office of Native Affairs and Policy as a standalone, independent office at the Federal Communications Commission (FCC) with a permanent annual budget.
  • Establish a Tribal Broadband Fund to support broadband deployment, maintenance, and technical assistance training.

Rural Tribal Priority Window Now Open; Advice from MuralNet - Community Broadband Bits Podcast 393

On February 3rd, 2020, the FCC opened the 2.5 GHz Rural Tribal Priority Window, a six month period in which federally recognized Tribes or Alaska Native Villages have the opportunity to apply for licenses to unassigned spectrum over their Tribal lands. This week on the podcast, we have two guests from MuralNet — CEO Mariel Triggs and Edyael Casaperalta, Legal Advisor and Policy Strategist. MuralNet, a nonprofit that focuses on helping indigenous people build their own networks, has been working to spread the word about the Rural Tribal Priority Window.

Historically, national Internet access companies have fallen short in bringing their services to people living on tribal lands. A few Tribes have been able to develop their own community networks, but others have found roadblocks when competing with large ISPs for spectrum or for funding. As a result, Tribal communities are some of the least connected in the U.S. Mariel and Edyael discuss how fixed wireless, using the 2.5 Ghz band spectrum is well suited to help solve this persistent problem. They share some of the challenges they’ve faced and offer some tips with deployment and in working to develop policy.

We learn more about the criteria that tribes need to meet in order to apply and how, even if they don’t plan on building their own network, owning access to the spectrum is, nevertheless, empowering. Tribes may not wish to operate a community network, but owning the airwaves above their land gives them some control over how those airwaves are used.

Ponca City Looks Forward with Fiber - Community Broadband Bits Podcast 391

People with an interest in municipal networks usually know about Ponca City, Oklahoma's free municipal fixed wireless network because it's been around for years. In the summer of 2019, however, community leaders decided it was time to start offering Fiber-to-the-Home (FTTH) and created Ponca City Broadband.

Dave Williams, Director of Technology Service from Ponca City, comes on the show this week to discuss the new utility. Dave and Christopher review the history of the fixed wireless network and the factors that led Ponca City to shift toward FTTH. Dave explains how economic development, changing technology, and an eye toward the future convinced Ponca City that it was time to invest in citywide FTTH for residents.

The city has been able to take advantage of some cost saving strategies with the benefit of decades of technical know-how associated the municipal network and the electric utility. Additionally, they're implementing marketing approaches and customer service techniques that make Ponca City Broadband stand apart from other Internet access providers.

RiverStreet Networks and Piedmont Electric Membership Corporation Begin Pilot Planning for Rural Connectivity

People living in the service areas of Piedmont Electric Membership Corporation now have the opportunity to express their interest in broadband Internet access from RiverStreet Networks. In one of a series of pilot projects that we covered earlier this year, the two entities are getting started with planning on how to bring better connections to rural folks. People in the community — both members of Piedmont Electric and non-members — are encouraged to go to join.buildpiedmont.com and show their interest.

When enough people in specific areas have expressed their interest in receiving service from RiverStreet, the subsidiary of Wilkes Communications Co-op, will examine deployment.

The first phase, according to Piedmont Electric, will be a wireless solution for rural premises with Piedmont’s infrastructure as a backbone. Fixed wireless will deliver 25 Megabits per scond (Mbps) download and 3 Mbps upload and Fiber-to-the-Home (FTTH) could follow for some areas, depending on various factors:

By registering your address at the website, you are expressing your interest in having RiverStreet services. It’s really that simple! Once enough interest has been expressed in a specific area, RiverStreet will consider expanding their service network there. Bringing fiber optic service to a neighborhood is expensive and requires a large amount of resources and labor. The more supporters in your zone, the more likely RiverStreet is to bring high-speed internet service to your door.

Indigenous Community Launches First Community Broadband Network in Hawai'i - Community Broadband Bits Podcast 385

For the third year, the Internet Society worked with locals to hold an annual Indigenous Connectivity Summit as a way to teach and share information. In November, participants collaborated to deploy a fixed wireless community broadband network in a small village in Hawai'i and Christopher had the chance to participate.

While he was there, he interviewed Matt Rantanen, Director of Technology for the Southern California Tribal Chairman's Association, and Brandon Makaawaawa, Deputy Head of State for Nation of Hawai‘i. Christopher, Matt, and Brandon discuss the summit and the need for connectivity in Pu‘uhonua o Waimānalo, the village where summit participants worked with local indigenous folks to build the network in just a few days.

Brandon talked about some of the obstacles that have faced the people of the Nation of Hawai'i and how those obstacles have put them on the wrong side of the digital divide. Without sovereign nation status, like many other indigenous people in the U.S., Brandon's people don't have access to funding. When the opportunity to work with the Internet Society to establish a community network arose, the village jumped at the chance as a way to learn and teach others in Hawai'i.
