Idaho Falls Bringing Residents Up to Speed With Pilot Project

Eight years after completing its citywide dark fiber network, Idaho Falls, Idaho, is now taking steps to offer municipal fiber optic Internet services to its residents. While the city engaged two consulting firms in 2015 to evaluate internet service options, the municipal power board of Trustees has now approved a pilot program to test the potential of creating a Fiber-to-the-Home (FTTH) network throughout the city this year. Once a pilot neighborhood is selected, the city expects to begin testing fiber optics in a thousand homes by early winter 2019. 

Idaho Falls, with a population of about 60,000, is the largest city in eastern Idaho. Located on the Snake River, the city is the county seat of Bonneville County and a center of activity in the region. While seven ISPs currently use the city’s publicly owned Circa dark fiber network, with its recent decision, the city hopes to finally use this infrastructure to its full potential and provide services of its own. 

Crucial Infrastructure

Many Idaho Falls city council members feel that the decision to provide fiber to residents and businesses is critical to the economic future of the city. In a conversation with East Idaho News Councilman John Radford noted that fiber connectivity is essential infrastructure - as crucial as gutters, sewers, and roads were in the 1900s. City spokesman Bud Cranor said,

“There is a huge need for increased capacity and connectivity not just for residents, but for business development. [The decision to offer fiber to residents] is going to be monumental in [the city’s] efforts to diversify [its] economy and bring new business.”

Ting Begins to Light Up Sandpoint, Idaho; Sets Its Sights on Fuquay-Varina, North Carolina

Ting Fiber has continued its expansion into two more U.S. metropolitan areas, lighting fiber up in a northern Idaho town and planting a flag in a city south of the research triangle in North Carolina. Residents of the region of greater Sandpoint, Idaho (a service area of nearly 10,000 residents), and Fuquay-Varina, North Carolina (population of around 25,000), will soon see the benefits of fiber Internet access with Ting’s Fiber-to-the-Home (FTTH) service.

Sandpoint Successes

In the spring of 2017, Sandpoint began leasing out part of its core dark fiber infrastructure to Ting. The Toronto-based ISP has been working on building out its fiber in the Idaho town since early April of this year, and just lit up its first customers (two small businesses) from a fiber expansion effort in downtown and central Sandpoint. Eventually Ting is planning on offering FTTH for residential and business access in Sandpoint, as well as Dover, Ponderay, and Kootenai, all in Bonner County. 

Sandpoint worked on building out its own dark fiber network for around five years, with the intent of leasing its infrastructure out to ISPs. Crews installed two conduits, one to reserve for emergency communications that the city would retain, and one for an open access network for ISPs to utilize.

The city has already entered into one non-exclusive franchise agreement with Intermax, which provides fiber to commercial businesses, and has contracted out fiber builds with Fatbeam. Both companies are local to the northern Idaho region.

A Long Time Coming

Mapping Broadband Competition In Idaho

Like many other states, connectivity across Idaho is unequally distributed. Urban areas may have a choice of one or two broadband providers while many rural areas have no options whatsoever. We have compiled the latest data from December 2016 into a map to highlight competition and show these disparities.

According to the Federal Communications Commission's (FCC) 2018 Broadband Progress Report, 98 percent of urban areas and 68 percent of rural areas in Idaho have broadband service, defined by the FCC as 25 Megabits per second (Mbps) downstream and 3 Mbps upstream. While about 1 million people in Idaho have access to two or more options, nearly half a million people are not nearly as lucky. Approximately 327 thousand of the state's 1.683 million people have only one option for broadband service, and 169 thousand still do not have access to broadband. This, however, is actually a best-case scenario.

Failures In Broadband Data

These statistics and this map, like most broadband data, rely on FCC Form 477. Internet Service Providers (ISPs) complete the form explaining which census blocks they serve or could serve. Census blocks are the smallest unit of measurement for the U.S. Census, and they vary in size. Rural census blocks often cover more land mass than urban areas. ISPs need only be able to offer service to one person in a census block in order to claim the entire census block. This can lead to an overstatement of how many people are actually served. The FCC launched an interactive map with this data, and FCC Commissioner Jessica Rosenworcel has invited people to submit corrections to broadbandfail@fcc.gov

Fibering Up Emmett, Idaho - Community Broadband Bits Podcast 296

Emmett, Idaho’s Systems Administrator Mike Knittel joins Christopher for episode 296 of the Community Broadband Bits podcast this week. Mike explains how the city of about 7,000 has taken a similar approach as other municipalities by first investing in Internet infrastructure to unite the city’s needs. We get to hear their story.

Emmett, however, has taken advantage of its self-reliant can-do attitude to collaborate among departments and build its own network. Mike explains how working between departments reduced the cost of their deployment, has helped them speed up their construction, and has created groundwork for future expansion. Mike also shares some of the ways that Emmett is discovering new and unexpected ways to use their infrastructure and how the community has supported the project.

Mike has some plans for Emmett's new infrastructure and we can't wait to check in with him in the future to find out all the new ways they're using their fiber.

Ammon's Fiber Network Helping To Secure Schools

Ammon, Idaho, has received a lot of attention in the past couple of years for their innovative approach to improving local connectivity with a publicly owned fiber optic network. Back in 2015, the city received an award from the National Institute of Justice Ultra-High Speed Apps: Using Current Technology to Improve Criminal Justice Operations Challenge for their “School Emergency Screencast Application”. We covered the award and the application in detail but wanted to share the story once again.

Improving the ability to monitor what’s happening in our kids’ schools is only one factor that can contribute toward making them safer, but every step helps. Ammon’s application uses gunshot detection hardware and a school’s existing camera system. It reports gunshot fire and provides live video and geospatial information to dispatch and first responders.

Hopefully, Ammon first responders will never have to use the application in anything other than a test, but the technology can be shared with other communities and can potentially save lives and reduce injuries by quickly ending any incident. Without their top-notch fiber optic network, Ammon would not have this incredible public safety tool.

Ammon Local Improvement District Vid Spells It Out

The city of Ammon, Idaho, has used its open access publicly owned network to create an environment that encourages competition for residents and businesses. In addition to giving them control over which services they use and which companies they patronize, the city is doing its best to share information. In this video, the Ammon Fiber Optic Utility explains information financing for those who decide to connect to the network.

Ammon is using a Local Improvement District (LID) approach to connect premises to the infrastructure. The city determines the boundaries of where the project will occur and property owners have the opportunity at the beginning of the process to pay for connecting to the network by attaching the cost over 20 years to their property. If property owners don’t take advantage of the opportunity during this window of time and decide later to connect, they must pay the estimated $3,000 - $5,000 out of pocket.

As the video explains, connecting one’s property to the network raises its value and makes it easier to sell. It also points out that the cost of connecting stays with the property, so if a homeowner moves before the 20-year period is over, the new owners continue the payments for connecting. The video also explains an estimated monthly cost breakdown for hooking up to Ammon’s network. 

Keeping the community informed about their options keeps residents and businesses engaged in the process and aware of developments related to their network. Ammon Report: "Enabling Competition and Innovation on a City Fiber Network"

As Ammon, Idaho, celebrated the official launch of its publicly owned open access network on October 5th, 2017, the folks from Harvard University’s Digital Access to Scholarship at Harvard (DASH), shared Ammon’s story in their new report. Enabling Competition and Innovation on a City Fiber Network, by Paddy Leerssen and David Talbot provides the details of the community’s pioneering network that uses technology to increase competition for the benefit of citizens.

The report explains Ammon’s “Network Virtualization” strategy and how they accomplish it with software-defined networking (SDN) and networking function virtualization (NFV). The results reduce costs and allow users to take advantage of more specialized services, including allowing them to easily switch between Internet service providers. The environment encourages ISPs to take extra steps to please their subscribers.

Leerssen and Talbot also take the time to explain the network’s evolution from classic I-Net to groundbreaking Fiber-to-the-Home (FTTH). Information in the report includes detail about pricing, and how the city determines the cost for connectivity to property owners. Readers can also learn about the ways users are taking virtualization to the next level by creating their own private networks.

Readers can learn how the Ammon Model has changed prior conceptions of municipal networks because the community needed and wanted a new approach. While Idaho is not one of the states where legal barriers discourage municipal Internet networks, the authors address how some state laws have effectively crippled local attempts to improve connectivity.

Key Findings from the report:

Ammon’s network initially served government and business users. Construction of a residential network—paid for by a property assessment equal to $17 monthly for 20 years—began in September of 2016. As of August 2017 it had 145 residential customers, with more than 270 homes expected to be connected by November 2017 in the first connected neighborhood.

Fiber Launch Event In Ammon Oct. 5th

The City of Ammon, Idaho, in partnership with Next Century Cities will host an event titled “The Launch of the Ammon Fiber Utility” to bring together representatives from Ammon and the region, policy and broadband experts, and key stakeholders to show off Ammon’s open access fiber network. 

The City’s open access fiber network, named 2016 Community Broadband Project of the Year by the National Association of Telecommunications Officers and Advisors (NATOA), is delivering gigabit connectivity to a community of 14,500 people.

The Launch of the Ammon Fiber Utility

The event will offer attendees the opportunity to hear more about the Ammon Model, learn how a conservative, rural town secured a high take rate, its software defined networking technologies (SDN), as well as a tour of its cutting edge facilities.

The full day event will take place Thursday, October 5, 2017, at the Ammon Operations Center and will include presenters from local government, nonprofit, and the private sector. In addition to Christopher, you can expect to see:
