In the 1990s, the community of Shafter, California, began developing its strategic plan; the move would eventually lead them to build a municipal broadband network. The town of 17,000 still depended primarily on agriculture but manufacturers were relocating to the community, drawn by its proximity to the railroad and its open space. Potential employers increasingly focused on broadband access as a priority and Shafter realized broadband would be critical to continued growth.

Shafter’s Assistant City Manager Scott Hurlbert recently explained to us how the community built its own fiber network to serve commercial clients, local government, and schools. This incremental approach is not unique but Shafter has no municipal electric nor gas utility, which does puts it in the company of Santa Monica, Mount Vernon, and a few other communities that have built networks without having a municipal power company.

Shafter’s City Council examined its strengths and its weaknesses and found a way to build a network with no borrowing or bonding. The community continues to expand its fiber network, attracting businesses and improving quality of life in this central California town.

In the 1990s AT&T was the main business services provider and it would only improve business telecommunications on an order-by-order basis. Companies that wanted to build beyond the developed town had to pay for the installation themselves, often waiting months to get connected. Prices were "obscene" and the delays almost killed several commercial deals. Even today AT&T takes the same approach in Shafter.

When he joined the City in 2005 as the IT Director, Hurlbert and his staff researched wireless technologies but determined that fiber-optic deployment would be the best option. At that time, the bandwidth demand was already intense and a wireless network would need fiber for backhaul. Hurlbert and staff also investigated other communities, including Chelan, Washington, to look for workable models.

Nearly 20 years ago, a small community between Seattle and Bellingham, Washington, began building a fiber optic network to connect key municipal facilities. In the years since, Mt Vernon has expanded the network to many community anchor institutions and businesses locally, including in two nearby towns.

Information Systems Director Kim Kleppe and Community & Economic Development Director Jana Hansen join me to explain how they began the network and what benefits they have seen from the investment.

They did not borrow or bond for the network and they don't have a municipal electric department, which makes them particularly interesting in this space. They also run an open access network that allows eight providers to compete in delivering the best services to subscribers. The network has encouraged several businesses to move to the community.

We have covered developments in the town of Indianola, Iowa, where the community decided to build their own network in 1998. The original purpose for investment was to use the network to enhance public safety and increase efficiency with SCADA applications. In 2005, however, the network began offering telecommunications services to local businesses. As of October, Indianola Municipal Utilities (IMU) began offering fiber-to-the-home to residents as it gradually begins expanding the use of its fiber asset.

You can now hear firsthand about the network, its history, and how the municipal utility navigated the journey to its next-generation open access network. Craig Settles interviewed Todd Kielkopf, General Manager of IMU, in an August Gigabit Nation podcast. The two discuss IMU's evolution since 1998. They also talked about the unique advantages that exist when a community considering network infrastructure investment already has a municipal utility in place.

Kielkopf tells how the driving factor for the fiber installation was to allow easier management and communication between utilities. When a 1990 franchise agreement with MediaCom was about to expire, the city investigated options. Hopes were that that the city could build a fiber network and MediaCom would offer services over that network, but that vision was never embraced by MediaCom.

Iowa law allowed the city to hold a referendum asking residents for permission to provide telecommunications services through the municipal utility's network. The referendum passed and they created a five year financial plan. Financing was with taxable and tax exempt bonds. The electric utility would build and own the network and a new telecommunications utility would license to a private partner that would offer retail services. Now, IMU and Mahaska Communication Group (MCG) have an agreement whereby MCG provides retail services over the network. While the agreement is not exclusive, no other providers currently use the network.

The Institute for Local Self-Reliance has just released a new case study on community broadband -- this one examines how Chanute, Kansas, built its own broadband network over a period of many years without borrowing.

Local businesses are strong supporters of the network. From Ash Grove Cement to MagnaTech, business clients have remained satisfied subscribers. The network continues to encourage economic development and provides connectivity options that attract high bandwidth employers. The network generates $600,000 per year for Chanute’s Electric Utility, 5 percent of which goes to the general fund as a franchising fee each year.

Author Christopher Mitchell, Director of the Telecommunications as Commons Initiative at the Institute for Local Self-Reliance, believes Chanute can offer valuable lessons to other communities across the United States. “This community has demonstrated that communities can meet their own telecommunications needs with smart public investments — they did not wait for national corporations to solve their problems.”

City Manager J.D. Lester refers to municipal broadband as “the great equalizer for Rural America,” saying: “You don’t have to live in Kansas City to work there.”

The City also operates a 4G WiMAX network that connects public safety and is used to feed Wi-Fi hotspots throughout the community.

Local leaders plan to expand the network to offer access to all residents and businesses in the future as extending it become financially feasible. As it expands, it will offer the potential for smart-grid type investments in the gas, water, and electrical utilities — all of which are owned and operated by the local government.

One of the key lessons other communities can take away from this case study is how planning and prioritizing community investments in broadband can greatly benefit the community, especially local businesses. Chanute took advantage of several opportunities to expand what started as a very basic network over the course of many years at low cost.

The open access fiber-optic network in Danville, Virginia, is officially going FTTH. We have long watched nDanville's progress and are excited to see the network expanding into residential access after significantly improving telecom services to businesses and schools.

Last year, City Council debated and ultimately rejected a more ambitious plan to expand the network more rapidly. But the utility has secured permission for a smaller project area this year, allowing it to expand without incurring debt. This project will be financed out of the reserves they have built up from net telecom revenues over the years. That's right, they have been running in the black and are reinvesting those funds into connecting more of the community.

The utility has $250,000 to use for the build, allowing them to connect some 250 homes (maybe double that if they can stretch the funds) in this phase. If things go as well as they have historically, they will roll through the community in this fashion, undoubtedly increasing their capacity as the model proves itself. Additionally, as new developments are built, they will likely be connected due to the extremely low cost in so-called greenfields.

They have one provider lined up to offer video services on their open access network (the utility provides no services themselves) but as they gain subscribers, more service providers will begin offering services.

This network is creating jobs directly (by expanding the physical infrastructure) but is also encouraging many more jobs indirectly -- the local service provider is expanding and local businesses are doing better than they would if mired in the duopoly so many other communities find themselves.

Sandy, a growing community of about 10,000 outside Portland in Oregon, is now building a FTTH network to expand on their successes offering city-run wireless broadband in 2003. They've done the whole wireless thing for 8 years but understand the future is high capacity, high reliability connections.

They are starting with a pilot program that seized on energy created by Google's gigabit initiative -- they held a "Why Wait for Google?" contest that asked neighborhoods to show their potential interest in a fiber-optic network.

When the Cascadia Village and Bornstedt Village won the contest, they were asked how they wanted to be involved:

What happens now? This is a pilot program, so we’re taking it step-by-step. We want the residents and property owners in Cascadia/Bornstedt Villages to be partners with us in making decisions on how this service will work. And we want it to be democratic: whatever we do, it will only be with the support of the majority of the residents and property owners who get involved.

The first thing we need to know is: how would you like to be involved? We have a lot of options, depending on your level of interest, and how busy your life is. On one end of the spectrum is simply asking us to keep you informed through e-mail or letters, and at the other end is your active participation (over a course of several meetings) in the detailed planning for the implementation of this pilot project. (Note: in the case of rental properties, we encourage both the landlord and the tenant to stay involved, and we have tried to mail this letter to both, based on available records).

This is a far cry from the massive cable and telco approach of "you will get what we give you when we offer it on the terms we decide."

On the heels of our story announcing a new open access community fiber project in Idaho, we have learned of a similar project in Cortez, Colorado. Cortez is the county seat of Montezuma County in the extreme southwest of the state and has approximately 8,000 residents. Much of Colorado has long suffered from Qwest's refusal to invest in modern networks -- though a more charitable take on it would be to say Qwest's inability because it simply does not have the capacity to invest in the kind of networks communities now need to take advantage of modern communications technologies. In the late 90's, Qwest's services in Cortez were served by microwave links incapable of meeting local needs and Qwest refused to invest in a better connection due to an insufficient business case. In the words of Rick Smith, Director of General Services for Cortez (and in charge of the network), the city then decided "to take its destiny in its own hands." They began building their own network. The initial phase was an I-Net, built with the City's capital funds, to connect schools and other public facilities. They were able to later expand that under Colorado's Beanpole Project, a program that sought to aggregate community traffic in an attempt to lure more private sector investment in networks. Along the way, they began leasing some dark fiber to private companies that needed better telecommunications options. When Qwest pushed through a bill in 2005 to limit local authority to build networks (click on Colorado on the Community Broadband Preemption Map), Cortez was grandfathered, leaving it with more authority to invest in this essential infrastructure than most communities. A small Idaho town near Idaho Falls in the eastern part of the state, Ammon, is creating a new approach for a small open access fiber-optic network. When the vision is fully realized, all businesses and residents will have affordable, fast, and reliable access to the Internet and other telecommunications services via a multitude of independent service providers.

The town has adopted a new ordinance spelling out its vision and began building the backbone of the network. The purpose is well written and could serve as a model for others, excerpted here:

To protect the public right-of-way by improving both the management and regulation of competing demands through the elimination of duplicate fiber optic facilities within the public right-of-way.

To reduce the cost of maintaining the sidewalk, pavement and public facilities located within the public right-of-way by minimizing the number of pavement cuts and dislocation of other public facilities necessitated by the construction or installation of fiber optic facilities.

To foster competition among retail broadband service providers by providing open Access to the City Fiber Optic System.

Ammon had previously applied for broadband stimulus funds but was not awarded a grant or loan. Undaunted, they continued to examine how they can build the network their community needs to attract economic development and maintain a high qualify of life. An article in the Boise Weekly profiled the network and the man behind it:

Bruce Patterson is the one-man IT department for Ammon, a small town of 13,000 near Idaho Falls. He is fed up with companies overlooking the town when they discover the cost of Internet is prohibitive.

"The City of Ammon wants to be the road, not the traffic," Patterson said. "Nondiscrimination is what we believe is the right thing. We wanna be completely open to every consumer and provider."
