Decorah, Iowa Inches Closer To City-Owned Fiber Build With Plan To Reach Finish Line

Decorah, Iowa is moving forward on a long-percolating plan to expand the city’s core fiber ring to provide affordable broadband access to long-neglected residents and businesses.

While the project has been discussed for years, local officials tell ISLR the project gained renewed momentum during peak COVID, and is creeping closer to launch.

Contracts are still being finalized as the city hopes to spend somewhere around $12 to $15 million to deliver fiber to all 3,000 potential subscriber locations. The full project would take about three years to deliver fiber to all 7,740 city residents, with the first subscribers potentially coming online this fall.

“Decorah has been in pursuit of fiber to the premises for the last 8 to 9 plus years and we finally have broken through some of our challenges on how to get to the finish line,” Chopper Albert, Decorah IT Director told ISLR.

According to Albert, Decorah’s recent progress is thanks in part to new City Manager Travis Goedken, who has long advocated for expanding the city’s existing fiber network to drive affordable fiber access citywide.

New City Management Team Pushes Forward  

Since 2013 the city has owned an 11-mile core fiber network, dubbed the Decorah MetroNet. MetroNet was born out of frustration after a major flood in 2008 across much of Iowa resulted in prolonged communications network outages.

MetroNet (not to be confused with the Indiana-based ISP that goes by the same name) currently provides access to Luther College and 18 additional government buildings and anchor institutions.

Ocala Fiber Network Gallops Smartly Toward Expansion

Even before the central Florida city of Ocala in Marion County became officially known as “The Horse Capital of the World,” the city – home to 61,810 Floridians and over 1,200 county-wide horse farms – was already galloping toward high-speed Internet connectivity. In recent years, the Ocala Fiber Network (OFN) has expanded into offering residential service, trotting carefully towards a citywide fiber-to-the-home (FTTH) finish.

It began in 1995 with the Ocala municipal electric department upgrading its substation monitoring (SCADA) system, which has been estimated to have saved the city $25 million in networking costs since. Over the past two years, OFN has extended the network to bring affordable, reliable, high-speed Internet service to city residents, neighborhood by neighborhood.

While the municipal network has been providing high-speed Internet service for the past decade to area businesses, healthcare facilities, community anchor institutions, and schools throughout the county, OFN launched residential service in 2019 and is now serving 2,500 residential subscribers in four city neighborhoods.

“We did four pilot neighborhoods. Our target goal was to have a 30 percent take rate in each neighborhood. In the largest neighborhood (the Highlands neighborhood) with a thousand homes, we have a 42 percent take rate. We still have a challenge in one neighborhood (Happiness Homes) with about a 10 percent take rate that we think is mostly an educational challenge,” Ocala Fiber Network Director Mel Poole told us in a recent interview.

Clarksville, Ark., Digs Into Fiber Build, Plans First Home Connections

John Lester, General Manager of Clarksville Connected Utilities (CCU) in Clarksville, Arkansas, knows a thing or two about the value of a municipal broadband network.

“Just keeping the dollars in Clarksville is gonna have a big impact. Do you have a calculator handy?” Lester asked me, when I called him earlier this month to learn more about the city’s planned foray into residential broadband services.

“Let me talk you through something,” he replied, after I said I did. “Let’s say we’ve got 4,500 potential customers and 75 percent of them get high-speed Internet, in some fashion. What’s that number?”

From there, he ran through a handful of calculations to illustrate the economic benefit of Clarksville’s new Fiber-to-the-Home network. Assuming residents save about $20 per month and the savings continue to circulate locally, the network could grow the city’s economy by $4 million every year.

“That stays in our consumers’ pockets right here in Clarksville, Arkansas,” Lester explained. “There is an economic impact today and every year going forward.”

Residential broadband service is only the most recent evolution for Clarksville’s municipal fiber network, which already connects utility infrastructure as well as area businesses and community anchor institutions in the city of nearly 10,000. Home installations are due to start soon, depending on delays caused by the global Covid-19 outbreak.

Whenever Christopher attends a Broadband Communities event, he returns with great stories from cities and towns across the U.S. that have invested in publicly owned Internet infrastructure. This week, we share his interview with Mel Poole, Ocala Fiber Network Director.

You may automatically think of Kentucky when you consider horses, but Ocala, Florida, is considered the "Horse Capital of the World." Fast thoroughbreds may end up at The Derby, but they often start in Ocala. Whether it's gigabits or galloping horses, Ocala has found a way to capitalize on the concept of speed.

The city first began with publicly owned fiber optic infrastructure for SCADA operations and later expanded their use to reduce telecommunications costs. Since ending leased T1 lines, the city has saved millions and taken control of connectivity. That was before Mel worked for the city, but he's well-versed in the story of the Ocala Fiber Network, and describes how they expanded to offer services to more sectors of the community.

Mel and Christopher talk about the city's decision to begin working with the public and how, by educating local decision makers, Mel and his team were able to help them make an informed choice. As Ocala worked with more entities, they've also faced challenges related to deployment and marketing. There's a fine line they need to walk between spreading the word about great service and their ability to connect subscribers in a timely fashion. Christopher and Mel talk about demographics, economic development, and Mel's vision for Ocala that's tied into their fiber optic infrastructure.

Clarksville, Arkansas, Building Millennial Mecca with Fiber - Community Broadband Bits Podcast 367

John Lester, General Manager of Clarksville Connected Utilities in Arkansas, was on our show several years ago to talk about his work in Chanute, Kansas. Since then, he’s moved on to Clarksville to bring the community's infrastructure up-to-date with fiber. In this interview, John brings along Brian Eisele, President and CEO of the Clarksville - Johnson County Chamber of Commerce, to offer additional perspective.

Clarksville began by introducing a supervisory control and data acquisition (SCADA) system to their utilities. In only a few years, they’ve expanded to use the fiber optic infrastructure for improved connectivity for public facilities and businesses. They’re now focusing on a Fiber-to-the-Home (FTTH) project to offer fast, affordable, reliable connectivity to all premises in the city. John discusses the city’s investigation into the risks, rewards, and possible models as they worked with consultants to develop a plan. John also shares some of the possible plans for the future of Clarksville Connected Utilities and the surrounding area.

As a local entrepreneur and member of the community interested in driving economic development, Brian Eisele describes the ways the network impacts businesses and residents. He shares some of his own experiences along with other stories of growth related to the presence of the fiber network.

Big Things Happening in Clarksville, Arkansas: Gigabit FTTH on the Way

Clarksville, Arkansas, began their journey toward better local connectivity to enhance electric utility efficiencies. Four years after making the choice to deploy fiber, the town has chosen to use that fiber to offer Internet access to the community. Gigabit connectivity is on the way to every premise in Clarksville.

Kicking it Off

On June 1st, about 400 people gathered for an event to celebrate three achievements for Clarksville: a new high school campus, re-branding of the municipal utilities, and a fiber splicing to kick-off their upcoming citywide Fiber-to-the-Home (FTTH) deployment. They enjoyed free food, tours of the new facility, and learned more about the new infrastructure that will bring fast, affordable, reliable connectivity to residents and businesses. John Lester, General Manager of Clarksville Connected Utilities, told us about the event and the new project.

Re-branding 

logo-clarksville-connected-utilities.png As CCU has worked to update connectivity for the town of around 10,000, Lester and other leaders at the utility have recognized that it's also time for a re-branding. After more than 100 years, the Clarksville Light & Water municipal utility retired “The Waterdrip Guy” and adopted a new name and a new logo. In order to reflect the city’s transition to a more forward thinking and competitive attitude, they transitioned to Clarksville Connected Utilities (CCU); the utility Commission approved the change in March. Their new logo uses the utility locate colors. 

From Light to Light-Speed

Community Network Inspires More Jobs In Clarksville, Arkansas

Earlier this year, we shared the story of Clarksville, Arkansas, and described how they used supervisory control and data acquisition (SCADA) to make efficiencies in their municipal electric utility. The resulting fiber optic infrastructure reduced energy costs and allowed them to better manage other utilities but also gave Clarksville the opportunity to explore high-quality connectivity for the community. Their investment is paying off and bringing new jobs to Clarksville.

Stepping Up Economic Development

In a recent press release, the Clarksville Regional Economic Development Organization (CREDO) announced that Monro Shoe has entered into a partnership with Clarksville Light & Water (CL&W), the city, and CREDO to expand its production and add 25 new positions. The community’s gigabit fiber optic network played an instrumental role in the expansion. In addition to better connectivity, CL&W will provide an energy audit to help the company cut production costs.

Serving The Clarksville Community

Clarksville’s population is just under 10,000 with Tyson Foods, Haines, and motor control manufacturing processor Balder as some of the largest employers. University of the Ozarks also employs many of the people in Clarksville. CL&W plans to connect the University to the network in the near future.

Community leaders wanted to be sure to use the network to serve all sectors of Clarksville when they pounded out their plans for the network in 2015. They chose to allocate a designated number of strands each for educational facilities, healthcare institutions, public safety needs, and government facilities. The municipal utilities used another segment, and a sizable segment was left open for future economic development use, such as the connectivity arrangement for Munro Shoes. As Clarksville’s network serves more entities we expect to see more positions added to the community; after all, they're just getting started.

Clarksville, Arkansas: It Started With SCADA

Supervisory control and data acquisition (SCADA) systems allow utility systems to gather and analyze real time data. The computer system reduces outages, keeps the utilities running efficiently, and allows staff to know where problems arise. Municipal utilities that use SCADA systems are increasingly taking the next step - using the fiber-optic infrastructure that supports SCADA to bring better connectivity to town. Clarksville took that route and is now considering ways to become one of the best connected communities in Arkansas.

"I Don't Think We're In Kansas Anymore"

As the seat of Johnson County, Clarksville is located in the northwest area of the state along I-40 and is home to just under 10,000 people living at the foothills of the Ozarks near the Arkansas River. The area is known for its scenery and its tasty peaches and every summer, the county holds a popular Peach Festival. The nearest urban areas are Little Rock, about 90 minutes to the east, and Fort Smith about an hour west. 

Large employers in the community include University of the Ozarks, Tyson Foods, Haines, and Baldor, a motor and control manufacturing processor. There’s also a Walmart Distribution Center in Clarksville.

When he began as General Manager of Clarksville Light and Water (CLW) in 2013, John Lester realized that one of the challenges the municipal electric utility faced was that it did not have a SCADA system for managing the electric, water, or wastewater system communications. Even though the Clarksville utility system was well cared for and managed, a SCADA system could push it to the next level in efficiency and services.

Lester had been instrumental in optimizing the use of the fiber-optic network in Chanute, Kansas, which had been developed for the municipal utilities. He understood the critical nature of fiber connectivity to utility efficiency, public savings, and economic development. Over time, the Chanute network had attracted new jobs, opened up educational opportunities for K-12 and college students, and created substantial savings.

We wanted to interview folks from Erwin, Tennessee for some time, now, and this week we're lucky to have them. The community, population around 6,000, has been building out a Fiber-to-the-Home system incrementally for the past few years. In addition to improving connectivity for residents and local businesses, the network has improved operations for the municipality's other utilities. Today, Christopher talks with Lee Brown, general manager of Erwin Utilities, and John Williams, fiber engineer. Lee and John, describe how the community had carefully considered what was best for them, before pursuing a fiber network. As it turns out they had considered fiber for a while before the circumstances were right to deploy. They started with a pilot program, and the network continues to grow. John and Lee offer Erwin's rational for the incremental approach, and share the way the network has improved services for all utility customers. Not only those that take Internet access services.
