New Hampshire FastRoads Update

New Hampshire FastRoads is leading the charge to connect the region. The project is funded by American Recovery and Reinvestment Act (ARRA) grants, private donations, and contributions from local communities. We spoke with Carole Monroe, Executive Director, to get an update on this open access network in rural western New Hampshire.

The first municipality to be connected to New Hampshire FastRoads, Richmond, was connected on November 1st. One-third of the network is now lit and the remainder will be completed and lit by November 30, 2013. Monroe tells us most of the 235 community anchor institutions (CAIs) have fiber terminated at their facilities and connections can be easily configured to 1 Gbps. 

There are also 75 residential customers, many of whom are choosing 20 Mbps symmetrical service. A smaller number take 50 Mbps or 100 Mbps symmetrical service. Monroe notes that people in the community with home based businesses or telecommute are signing up quickly.  

Monroe also told us about the Hampshire Country School, a private boarding school in Ringe and CAI. Before FastRoads, the school had only a T1 line. They will be connected with 50 Mbps by the end of the month.

We also touched base with Kenneth Kochien, Director of Information Services at Colby-Sawyer College in New London. The college is one of the many CAIs along the network. Kochien told us via email:

NH FastRoads provides our institution with alternative bandwidth solutions which have made a very significant difference in both affordability as well as enabling us to pursue  various cloud-based strategic services. In other words, more than one budget line is impacted by having affordable and sufficient bandwidth.  

Most importantly, it has enabled us to provide quality Internet experience for our students. As is well known, students seemingly have an insatiable appetite for multiple devices along with the need for continuous connectivity to social media. All of that is dependent on bandwidth.

Franklin County, Alabama, Task Force Investigates Internet Options

In a reminder of just how poor telecommunications can be in this country, Franklin County in rural northwest Alabama has formed a Task Force to investigate how it can get something better than dialup.
“The Internet has become an important as having electricity and water,” said Cole, an extension agent in Franklin County. “For our businesses to attract customers and to attract other businesses to come in here, we have to have broadband Internet access.”
But it turns out that they don't even have access to modern telephones in some instances:
Some Franklin County residents have access to dial-up Internet, which is slower than broadband high-speed Internet service. However, some Franklin residents still have a “party line” for phone service.
Who has refused to invest in these exchanges? AT&T is the major provider in the area (followed by CenturyLink) and it came to a Task Force meeting to talk about what "needs to be done to bring high-speed Internet to the county." Unfortunately the report doesn't note what the ideas were but we would be surprised to learn it doesn't involve some form of federal or local subsidy to get AT&T to invest in this area. There is not much profit to be made, so AT&T is more likely to push these people into expensive 4G LTE wireless solutions than anything that would compete with modern connections. This is not the first such meeting - as noted by a previous article:
Commission Chairman Barry Moore said meetings were previously held to discuss the lack of high-speed Internet, but nothing materialized.
When it comes to local governments solving their problems by investing in themselves, AT&T falls over itself to stop them - even if it means an area will remain unserved. We read of a conservative Republican holding out hope for federal grants to subsidize such a project.

WindomNet Creates Jobs, Benefits for SW Minnesota - Community Broadband Bits Episode #64

The small town of Windom in southwest Minnesota has long been one of the smallest FTTH networks in the nation. I have long wanted to bring WindomNet General Manager Dan Olsen on our show because it has some of the best anecdotes in the world of community owned networks. We finally got him! To understand WindomNet, you should know that it has fewer households than what many of us consider to be the minimum threshold for a viable triple-play FTTH network. Not only have they made it work, they have attracted numerous employers to town, as our interview discusses. It also kept a local employer located just outside of town in the area after a massive telelphone company operating in Minnesota found itself unable to provide the service that business requested. Tiny Windom ran a fiber out to the business and kept them in the region. The network has expanded to nearby farm towns with the help of a broadband stimulus award. Even now, after bringing connections to a rural region that the big providers have largely ignored, the big cable and CenturyLink lobbyists that live in the capital in Saint Paul have relentlessly lied about Windom, calling it a failure and presenting skewed figures to suggest the investment had not succeeded. Washington's Okanogan County PUD Expanding Fiber Network

Okanogan County, located along the extreme north central border of Washington State, is expanding its wholesale fiber optic network to more small local communities. The Okanogan Public Utility District (PUD) received a $5.5 million grant and a $3.7 million loan through the American Recovery and Reinvestment Act (ARRA) and will extend service to about 80% of the PUD service area. The county is home to about 41,000 people.

According to a recent Methow Valley News article, the construction began in February and the project is schedule for completion by the end of 2013. The network will be about 200 miles long and will also include 143 wireless access points along the power line route. Construction will also include new poles, tall enough to host both power and fiber optic lines. According to the PUD's director of power:

Some people who will now have the option of faster Internet connections were previously served only by dial-up or satellite services, said [Ron] Gadeberg. Even with the expanded “last-mile” network, “there are still tons of unmet needs, because it’s such a big county and some people are so remote that it is cost-prohibitive to serve them,” he said.

A local ISP, MethowNet.com, offers service to customers on the PUD's existing fiber network and will expand northward to serve additional communities north of its current service area.

Governments Should Focus on Infrastructure Despite False Statistics Peddled by NY Times and Others

Having just read the New York Times story "Most of U.S. is Wired, but Millions Aren't Plugged In," I was reminded that even the top mainstream telecom journalists really have little understanding of what they write. This is a bit ranty but comes back together constructively at the end. I just read that "nearly 98 percent of American homes now have access to some form of high-speed broadband." Really? Just what exactly does that mean? It is definitely not the current FCC minimum standard speed required to engage in basic Internet activities: 4 Mbps downstream and 1 Mbps upstream. Not even close. To get 98%, I can only assume that the author has started with flawed stats from the FCC that are comprised on systematically overstated DSL availability in rural areas by carriers like Windstream, Frontier, CenturyLink, and others. He likely then included satellite Internet access availability, which is explicitly not broadband due to the inevitable lag of a 50,000 mile roundtrip to geosynchronous orbiting satellites. But we don't know. We just know that Edward Wyatt knows that by some definition, nearly everyone in America has "high speed" broadband. This is news to the vast majority of rural communities I hear from, who see maps paid for by their tax dollars claiming they can get broadband in their homes. But when they call the company to get it, they find it is not actually available, even though that company had just told the government that it is available there. These are the statistics that are now apparently official, without any need to even note where they come from. Note that this comes after the New York Times repeatedly erred in claiming few Europeans have access to high speed networks. Wyatt goes on to laud the Obama Administration's stimulus effort to expand broadband networks:
The Obama administration allocated $7 billion to broadband expansion as part of the 2009 economic stimulus package. Most of it went to build physical networks.

Chattanooga's EPB Fiber is the highest profile community network in the U.S. It was the first network in the nation to offer a symmetrical gigabit tier to every last address in the community. UC2B Saves Public Money With Better Broadband in Illinois

The City of Champaign is now celebrating the transition to the UC2B fiber network. With underground fiber lines, the City will no longer be plagued by weather related interruptions. Champaign is also counting on significant savings on a network that is more than 1000 times faster than the old connections. From the City of Champaign website:

UC2B fiber and Internet access also means real cost savings to the City. The City will now save $30,240 annually by dropping all of our T1 data lines, and $31,200 annually by using UC2B as our Internet provider. While a significant portion of this savings is offset by annual maintenance fees for the fiber rings the City uses, we still save over $13,000 net annually and have a much faster, much more reliable system that will allow our digital data transfers and Internet use to expand for years to come!

New Hampshire FastRoads to Partner With Sovernet

New Hampshire FastRoads will soon be working with Vermont's Sovernet to bring access to southern New Hampshire. According to the Brattleboro Reformer, Sovernet is ready to begin offering data and voice service as soon as the fiber infrastructure is complete.

"It's really exciting because while we do some business in New Hampshire we have not been able to do anything to the extent that we will be able to do on this fiber network," said Sovernet Vice President of Sale and Marketing Peter Stolley. "Needs over the Internet are constantly evolving and this gives us a virtually unlimited amount of speed to get to people."

Sovernet managed a similar project to New Hampshire Fastroads in Vermont, but in Vermont Sovernet installed and manages the fiber network.

FastRoads' open access model will provide infrastructure on which independent ISPs will offer service to community anchor institutions, businesses, and residents in underserved areas. The $7.6 million project is about 98% finished after a year-long installation period. New Hampshire Community Development Finance Authority, Monadnock Economic Development Authority and 42 towns in New Hampshire comprise the FastRoads collaborative effort.

Carole Monroe, New Hampshire FastRoads Executive Director told the Reformer:

"This project was done to reach the most rural and least served communities in this part of the state," Monroe said. "Up to now there has been no way to bring fiber to these homes and this is a great opportunity to get them that big broadband. We think that as more people come on board it will entice growth and allow us to expand our footprint to reach more businesses and homes."

We spoke with Monroe in Episode #36 of the Broadband Bits podcast. She shared a history of the challenges facing the collaborative and how the network was already bringing benefits to the community, even before launch.

Rockbridge Area Network Authority Close to Launch in Virginia

The Rockbridge Area Network Authority (RANA) is almost ready to launch its open access network in north central Virginia, home to about 22,000 people. A recipient of the BTOP stimulus program, the main focus is connecting community anchor institutions and spurring economic development. However, it has been built to allow service providers to also offer DSL to some residents in the area.

Dan Grim, GIS Manager for Rockbridge County, and one of the driving forces behind the network was kind enough to walk us through the project. In early 2007, the cities of Buena Vista, Lexington, and the County joined forces to commission a study to determine the need for a county wide broadband network. The three jurisdictions matched funding from the state Department of Housing and Community Development to pay for the study, completed in 2008.

Grim had already consulted with local provider, Rockbridge Global Village, about using a regional network to improve public safety mapping. Rockbridge Global Village President, Dusan Janjic, suggested a bigger project and that the three entities apply together for American Recovery and Reinvestment Act (ARRA) funding. 

Richard Peterson, Chief Technology Officer from nearby W&L determined that the school needed a new and updated data center. In 2009, RANA was officially formed as a collaboration between the local governments and Washington & Lee. The University joined the group and contributed $2.5 million toward a $3 million grant fund match. With the grant fund match to improve their chances, RANA applied for a $10 million BTOP award and received $6.9 million in funding through round two in 2010.

Peterson passed away in 2011. Grim notes that without Peterson, the network would never have expanded so far and may not have become a reality. The data center was later named after him to honor his memory. Network construction started in February 2012.

CapeNet Celebrates Launch

CapeNet is officially open throughout Cape Cod. Cape Cod Today reports Governor Deval Patrick, President of Massachusetts' Senate Therese Murray, and State Senator Dan Wolf spoke on June 14th at an official event titled "This Changes Everything."

Planning for the new fiber network began seven years ago as a joint idea between Cape Cod Community College and Woods Hole Oceanographic Institute. In addition to $8 million in state, county, and CapeNet contributions, the project received a $32 million stimulus award. The network spans 37 towns along its 350 mile trail. According to the CapeNet website, community anchor institutions will include 30 libraries, five colleges, and six research facilities. Approximately 62,000 businesses will have the ability to connect.
