In April, ECFiber connected it 1,000th customer in Thetford Hill. Users at the First Congregational Church, described as the oldest meeting house in the state, have nothing but kudos for ECFiber and their new high-speed symmetrical Internet access. From the press release [PDF]:

“The service has been great so far,” said David Hooke, Chair of the Board of Trustees, “and we really appreciate that ECFiber is a community owned organization committed to bringing state of the art connectivity to rural east central Vermont. This will be a boon for the whole region.”

To celebrate the milestone, ECFiber Chairman Irv Thomae presented a special certificate to the Church.

This is just the latest accomplishment as ECFiber expands across Vermont. The consortium of 24 towns continues to obtain financing one expansion at a time. According to another press release [PDF], the community owned network just added an expansion to encompass the towns of Chelsea and Tunbridge. This will allow 80 more rural household to subscribe; more will soon be on the way:

“This is the first of several expansions we’ll be opening this summer,” said Irv Thomae, Chairman of ECFiber and Governing Board delegate from Norwich. “We’re pleased that more residents in this area are now able to enjoy the benefits of locally grown, full time, state-of-the-art real broadband.”

UPDATE: Today, ECFiber announced that it is now offering free bandwidth upgrades to local schools, public institutions, and libraries. The announcement, another example of a publicly owned network going the extra mile to improve the quality of life in the community, is published in VermontBiz. From the announcement:

Time Warner Cable recently fought to prevent a collaborative project in Maine from receiving $125,000 in state broadband funding, reported the Bangor Daily News

We reported in December that Old Town, Orono, the University of Maine, and GWI had been awarded ConnectME funds. The collaborators earmarked the funding for a stretch of about 4 miles of fiber which could serve about 320 subscribers and would ultimately be integrated into a much larger network for businesses and residents. The network would connect to Maine's Three Ring Binder network.

Old Town and Orono want to establish gigabit connectivity to a nearby industrial area to transform it into a technology park for economic development purposes. Several businesses, including a health clinic that, have expressed interest in setting up shop in the planned development.

Old Town and Orono formed OTO Fiber, an independent entity to have authority to design, install, maintain, and manage an open access network. In typical fashion, TWC took action prevent local citizens and businesses from ever capitalizing on a gigabit, rather than work with the municipalities to deliver TWC services over the publicly owned infrastructure.

The ConnectME Authority voted in TWC's favor, based on the arguments as presented in an earlier Daily News article:

The company argues that the agency only has the ability to give grants in areas it deems “underserved” or “unserved,” and that projects getting grants should overlap with less than 20 percent of the customers of an existing provider.

The towns, which formed the company OTO Fiber to develop the project, argue that the service does not duplicate existing services and that other Internet service providers would be able to contract with the company to use the open network that would be built by Networkmaine, a unit of the University of...

Last fall, three Connecticut communities banded together to form what has now become a statewide effort to improve connectivity across the state. The CTgig Project has since blossomed to include 46 municipalities, or 50% of the state's population according to a recent press release.

The initiative began when Stamford, New Haven, and West Hartford issued a Request for Qualifications (RFQ) [PDF] to open up dialogue with potential private sector partners. The goal was described as an open access gigabit fiber network for residents, businesses, and community anchor institutions.

State officials traveled to various communities to share information on the project in a series of community meetings. We interviewed Connecticut Consumer Counsel Elin Katz and Broadband Policy Coordinator Bill Vallee about the project in Episode 118 of the Community Broadband Bits podcast.

As an increasing number of Connecticut communities joined the initiative, others followed suit. In part because they recognized the need for better connectivity to improve the quality of life, but also because they recognized their perilous economic position if they chose to remain behind.

Southington's Town Council, debated whether or not to join the collaboration in early December. From a recent MyRecordJournal.com article:

“The way industry and business is moving these days, they all require a high level of Internet speed and access," [Rod] Philips [Southington’s director of planning and community development] said. “If we don’t do something, we’re going to be at a disadvantage.”

Southington voted to participate in the RFQ.

Several entities in northeast Illinois are hoping to improve connectivity, reduce costs, and spur economic development with a publicly owned $2.11 million fiber optic investment. 

McHenry County, the City of Woodstock, McHenry Community College (MCC), and Woodstock Community Unit School District 200 are working together to develop the McHenry County Broadband Fiber Network Consortium. The county's Emergency Telephone System Board will also will belong to the consortium. The purpose of the group will be to oversee and manage the network, reports an October 26th Northwest Herald Article.

The Woodstock City Council recently unanimously approved participation in the project and the proposed intergovernmental agreement. District 200 soon followed with unanimous approval on October 28th, and on November 6th the McHenry County Board also agreed unanimously to participate in the project. The agreement and details about the project are available in the Agenda Packet [PDF] from the November 6th County Board meeting.

Each entity expects to see significant savings as they eliminate leased lines. Woodstock's annual projected operational costs will be $33,784, reducing municipal connectivity costs by about $13,448 per year by eliminating leased lines. Woodstock will also enjoy the ability to budget from year to year without the threat of unpredictable rate increases from current provider Comcast. Municipalities are increasingly realizing they need to take steps to ensure fast, affordable, reliable Internet access for local citizens. Some are doing the work themselves with publicly owned projects while others seek public-private partnerships. In order to capitalize on collaboration, a group of city leaders are now forming Next Century Cities.

On October 20, 2014, they will webcast the official launch from Santa Monica at 9:30 a.m. - 1 p.m. PT / 12:30 p.m. - 4 p.m. ET. From the announcement:

Calls for "dig once" policies have resonated for years. The general idea is that we can more fiber and conduit in the ground at lower prices if we coordinate to include them in various projects that already disturb the ground. In the south Twin Cities metro in Minnesota, Dakota County has been tweaking its dig once approach for more than a decade.

This week, Network Collaboration Engineer David Asp and .Net Systems Analyst Rosalee McCready join us to discuss their approach to maximizing all opportunities to get fiber and conduit in the ground. They work in a county that ranges from rural farms in the south to urban cities in the north, offering lessons for any local government.

We discuss the award-winning software they developed to coordinate projects and the many benefits of the network that have already produced millions of dollars in savings. And now the county is examining how it can use its fiber to spur economic development and investment in better Internet access for area residents.

The Institute for Local Self-Reliance recently submitted comments on FCC petitions filed by Wilson, North Carolina and Chattanooga, Tennessee. We have been following the proceedings that may prove to be the tipping point in the movement to regain local telecommunications authority.

Our organization collaborated with eight other groups and two D.C. Council Members to provide detailed comments for the Commission's consideration. Our group supplied examples of the benefits munis bring to local communities. In addition to providing connectivity where the incumbents fail to meet demand, our comments point out that municipal networks encourage private investment. We provide concrete evidence of both.

With our partners, we also addressed the fact that state restrictions like the ones in North Carolina and Tennessee are not needed. Local communities must go through a rigorous, transparent process everywhere before investing. State legislative barriers are the product of intense lobbying from the cable and telecommunications giants.

As we point out to the Commission, municipal networks are an important tool to bring ubiquitous Internet access to the U.S.:

The FCC is tasked with ensuring high speed access is expanded to all Americans on a reasonable basis and to remove barriers to broadband deployment. Local governments have proved to be an important tool in expanding access to high speed Internet access. Both Chattanooga and Wilson have neighbors that publicly want the local municipal network to expand access to them. Both Chattanooga and Wilson are prepared to invest in connecting their neighbors...

Sheboygan County, the City of Sheboygan, and the Sheboygan Area School District (SASD) plan to collaborate to deploy a fiber network. According to an article in the Sheboygan Press, all three entities seek cost savings and higher capacity connections.

Approximately, 49,000 people live in the City of Sheboygan; there are 10,000 students attending SASD. Over 115,000 people live in the County located on the western shore of Lake Michigan.

The County, the City, and SASD will split the cost of constructing the ring, approximately $1.4 million. Each entity will then pay for laterals to connect its facilities to the ring. The total to construct the ring and connect each entities' facilities will be approximately $3.58 million. 

To build its laterals, SASD will pay $865,000. The District will save approximately $220,000 per year on connectivity fees, paying back the total investment ($1.4 million + $865,000) in about 10 years even without putting any value on the considerable benefit of much high capacity connections. When factoring in the reality that their connectivity fees would undoubtedly increase signficantly under the status quo arrangement and the much higher capacity connections, the payback period will be even shorter than 10 years.

The district is already providing a device for each student and its current connection is struggling to meet the demand. The state has a program, TEACH Wisconsin, which subsidizes the high cost of leasing connections from existing providers but given the high rates often charged by a company like AT&T, it can only go so far.

A recent press release from the Merit educational and research network in Michigan announces a new connection to its Ohio sister, OARnet. Member entities and local communities now enjoy better redundancy, expanded reach, and better services. Local communities continue to benefit from the presence of the middle mile infrastructure.

The network helps local Hillsdale College to cut connectivity costs; the Merit announcement quotes Hillsdale College leadership:

"Hillsdale College has been a Merit member since 1992," stated David Zenz, executive director of information technology services for Hillsdale College, "and it was always a dream to figure out some way to eliminate expensive data circuit costs to free up funds to purchase more bandwidth. In 2008 The City of Hillsdale, the Hillsdale Intermediate School District, Hillsdale College, and Merit figured out how to do just that."

Through a long term collaborative effort, Merit, the City of Hillsdale, Hillsdale Board of Public Utilities (BPU), Hillsdale College, and Hillsdale County Intermediate School District (ISD) came together to establish the Hillsdale Community Network. Each entity now benefits from lowered connectivity costs, better infrastructure, and improved opportunities.

Marshall County Council recently approved a motion to join several other entities to bring Indiana's dark fiber Metronet to the area. WNDU reports St. Joseph County and the city of Plymouth are also contributing to the project (video available at WNDU link). The St. Joseph Regional Medical Center and a local company, Hoosier Racing Tire, will also provide funding. 

Marshall County, located in the north central part of Indiana, will contribute $500,000 to the project. Plymouth anticipates significant public savings and economic growth and will contribute $1.3 million. Hoosier Racing Tire needs higher bandwidth than is now available in Marshall County.

We previously reported on Metronet Zing, the dark fiber network in the South Bend, Mishawaka, and St. Joseph County region. The dark fiber network is open access and multiple carriers provide services via the fiber. The network was funded by public and private entities. St. Joe Valley Metronet (SJVM) is a for-profit entity that serves only business clients and pays income and property taxes. Non-profit Metronet serves only government entities and educational institutions.

From the article:

Communities are coming together to gather the funds for the more than $3 million project.

“It opens up our world,” said county commissioner Kevin Overmyer.

“Dark fiber today is what electricity was back in the 40s and 50s. We are the trend-setter. Set the standard. We have a plan in place. We have accomplished it locally not with help from anybody else.”

The community hopes to have the network up and running by September 2014.
