In Hudson, Ohio, local businesses prepare for the expansion of the municipal fiber network, Velocity Broadband, and a large business relocates its headquarters to take better advantage of the fiber connectivity.

Excitement from Local Businesses

Thanks in large part to Hudson’s fiber network, a leading provider of recovery management services has moved within the small town to a new state-of-the-art headquarters. The Millennium Capital and Recovery Corporation provides recovery management services nationwide and depends on fast, reliable connectivity in order to meet clients’ needs. The new headquarters location provides for future growth and is equipped to utilize the city’s fiber connectivity. This is just one local business  benefiting from Velocity Broadband.

On January 27th, the city hosted an open house for business leaders to come and learn about the opportunities available through the gigabit fiber network. More than 40 businesses participated and received information on the current plans for Velocity Broadband in the downtown area. The Hudson Hub Times features an exclusive map of the downtown area where the service will soon be available. City Office Manager Maureen Reich described the elation for the high-speed service at the open house: 

“They [local businesses] are very excited… They ask 'when is it coming?' and 'how much does it cost?'"

Velocity Broadband Next Phase: Spring 2016 

Since mid-2014, the city of Hudson, Ohio, has investigated ways to support the connectivity needs of the community and boost economic development. After trying to partner with private providers, the city decided to build out its institutional network fiber which connected municipal buildings and anchor institutions. Throughout 2015, city leaders developed plans to launch Velocity Broadband to bring affordable, reliable connectivity to local businesses. City leaders expect work on the next phase to begin in spring 2016 with several customers connected in May.

In Traverse City, Michigan, big plans are underway. The local electric utility is considering constructing a Fiber-to-the-Home (FTTH) network for next-generation high-speed Internet access.

About 10,000 people call the "Cherry Capital of the World" home. The area primarily relies on tourism and high-speed Internet access can help diversify the local economy. At the moment, Traverse City Light & Power (TCLP) is holding planning meetings with community stakeholders to discuss how to build a network to meet the needs of the community.

An Opportunity for Connectivity

The city has been mulling over the possibility of general connectivity for a while - especially citywide Wi-Fi. In 2007, TCLP had just finished installing fiber optic cables to connect electrical substations. They leased some lines to large nonprofit institutions, such as school systems and health facilities, but they still had spare capacity. TCLP realized that they had the potential to expand to residents.

They partnered with the Downtown Development Authority to create a downtown Wi-Fi zone in 2014. The zone automated parking meters and connected tourists, but the Wi-Fi's technological limitations, such as signal strength, soon became apparent. TCLP concluded that citywide Wi-Fi would not be the best option for Traverse City.

Now community leaders are considering using existing fiber, which is already planted throughout the community. TCLP, city and county officials, and other stakeholders have discussed how to develop fiber assets for a FTTH network. The city has several options: a phased approach (connecting the city section by section), a pre-subscriber approach (connecting neighborhoods where people pre-subscribe in great number), an incremental build (slow and steady), or an immediate citywide build (all at once). They also still have to figure out exactly how to cover the costs. 

Economic Development and Community Vitality

Lack of fast, affordable, reliable connectivity drives the discussion. Charter offers cable service and CenturyLink DSL is available in limited areas but both are offered over aging infrastructure. As the Sixth Circuit Court of Appeals reviews the FCC's February decision to scale back state anti-muni laws in Tennessee, at least two munis in the Volunteer State are giving back by saving dollars. Networks are also contributing substantially to  public coffers via Payment in Lieu of Taxes.

Clarksville, Tennessee, Network Becomes Revenue Positive in 2015

As of June 2015, the city’s utility provider CDE Lightband paid off all outstanding expenses related to their fiber optic network. General manager Brian Taylor described how the network has improved the city’s utility services and overall economic picture:

Our fiber project has proven to be an investment that benefits the electric system, the customers and the community. It has allowed us to enhance our distribution system and improve our system reliability; provide customer choice in video, Internet and telephone services and offer another tool in economic development. Every year access to high speed Internet becomes more critical in the recruitment of new business. We are proud to be an integral part of the growth and development of our community.

In a recent press release, CDE Lightband said their 1,200 mile fiber optic network saves the City of Clarksville a total of $4.5 million annually through technological upgrades that have improved the overall safety, reliability, and speed of electrical maintenance and service. The city has also seen 27% growth in broadband service customers over the past year. The network’s cost savings, along with direct revenues from electrical and broadband services, spell major dividends for CDE Lightband coupled with continued optimism for future growth.

Concord, Massachusetts, has a strong literary history with famous authors like Thoreau, Emerson, and the Alcott sisters, but all puns aside, the town also has a long-standing community broadband network, Concord Light Broadband

Years ago, the community voted to build its own network from their electric utility, and they have just now transitioned to high-speed fiber optics.

From Electric to Broadband

Concord is one of only forty Massachusetts municipalities with an electric utility and in the early 2000s, their electric thermal storage system needed an overhaul. The technology, based on the phone system’s network, was becoming obsolete. The electric utility chose to overbuild the existing system with fiber optics in order to create a smart-grid to automatically read electric meters. Concord recognized the opportunity presented by a fiber network backbone spread throughout town.

It only made sense to look at broadband options; the only thing left to do was to build out the last-mile, the section of network that connects to the home or business. They estimated the cost for the smart-grid and last-mile to be $4 million and would finance it through municipal bonds. 

Once Bitten, Twice Shy of Big Incumbent Cable Companies

Large incumbent cable companies had not served the community well and the people wanted better connectivity. Massachusetts’ state law requires a town to vote at two consecutive town meetings to establish the authority to build a broadband network through the electric utility, commonly referred to as Municipal Light Plant or MLP. The MLP is the town department responsible for the transmission and supply of electricity to the residents and businesses in the town. As communities have started to develop their own municipal Internet networks, the MLPs have also taken on a similar role with regard to connectivity. After establishment of an MLP is approved, then the community votes again on funding for the initiative.

In 2003, the people of Concord began considering what they could accomplish with a municipal network, and they held the first vote at the Annual Town Meeting. The resolution passed by a 2/3rds majority vote. The second Annual Town Meeting was scheduled for April 2004.

Colorado may have been the epicenter of local authority disruption this election cycle but two Iowa elections were also worth exploring.

Decorah Chooses Muni Authority

In Decorah, the community of 8,000 received awards for its innovative use of the city's dark fiber network, MetroNet. A community led effort, Decorah FastFiber, convinced community leaders to ask voters if they want to expand the use of that fiber. Voters decided 1,289 to 95 to give the city the authority to establish a municipal telecommunications network.

Decorah's ballot question specifically asked if that authority should extend to video, voice, telephone, data, and all other forms of telecommunications and cable communications, reports the News. A second ballot question, which passed with similar results, asked voters to authorize the city to establish a Board of Trustees for the utility.

Vinton Trusts Its Electric Utility

Vinton, home to approximately 5,200 people, voted overwhelmingly to form a telecommunication utility. The community, located northwest of Cedar Rapids, voted 792 to 104 to put the community's municipal electric utility in charge of the initiative. This matter had been voted on twice previously - in  both cases the community had voted against the proposition. 

A comparatively large number of communities in Iowa have invested in their own Internet networks but Mediacom and other providers like CenturyLink have fought hard to prevent municipalities from passing the necessary referendum to build a network. This year, we had no reports of opposition from incumbent operators, a remarkable change that frankly leaves us puzzled but hopeful nonetheless. 

Congrats to both Decorah and Vinton for reclaiming digital self-determiniation. We don't know if either one has immediate plans to build a network or what model they may use but now they have full authority to explore all options.

In mid-September, Hudson, Ohio launched its Velocity Broadband service, bringing 1 gig connectivity to a large business complex. The commercial site is the first in series of industrial areas where the city officials plan to bring the network in the coming years. The community, located near Akron, hopes to eventually bring Velocity Broadband to residential areas.

The network is already exceeding expectations. Less than a month after the initial network launch, City Manager Jane Howington said local officials expect to surpass their goal of 50 customers by the end of 2015:

"It's moving faster than we thought," said City Manager Jane Howington. "Demand has been much greater than we thought."

Merchants are embracing Hudson’s new status as a “Gig City,” offering “Giga Specials” during the month of October and the city’s mayor declared October “Gigabit City Month.”

According to the city’s Broadband Needs Assessment, Hudson is building the network in response to significant problems with the city’s existing broadband options. Small and medium sized companies complained to the city’s consultants on the network that they have “learned to live with” problems of poor reliability, performance, and affordability of the city’s broadband services. They said even the best available broadband service options over DSL and cable are inadequate and negatively affect their ability to do business.

City officials plan to continue rolling out access to the city’s downtown area next year and to other business areas soon after. Although the city of 22,500 has no timeline on residential service, city officials have expressed the intent to eventually bring the fiber optic network to every home.

In the center of Tennessee sits Murfreesboro, the fastest growing city in the state with 108,000 people and one of the fastest growing cities in the U.S. (Just 10 years ago there were only 68,000 residents.) Murfreesboro is also one of the next communities to show an interest in a publicly owned fiber network to improve connectivity.

In an August press release [PDF], Murfreesboro Electric Department (MED) described their existing 19-mile fiber infrastructure, used for communication and control purposes for the electricity distribution system. The fiber was deployed in 2008, says MED General Manager Steve Sax, and the utility is now making plans to use spare fibers for Internet connectivity. MED is in the process of expanding its network by an additional 20 miles.

Sax also stated that MED is working with Middle Tennessee State University to develop a fiber optics pilot project but did not offer details other than it is "very similar to what Google is doing in Nashville."

MED and the Middle Tennessee Electric Membership Cooperative (MTEMC) recently entered into negotiations for MTEMC to acquire the MED. The city of Murfreesboro is in the center of the MTEMC service area and the two have been duplicating efforts in some areas. The city and cooperative signed a memo of understanding in June and the process is moving forward slowly. MTEMC serves over 200,000 cooperative members in a four county service territory; the MED provides electricity to approximately 56,000 customers.

MTEMC does not offer telecommunications services at this time but according to a Daily News Journal article, the cooperative is investing in fiber:

"We have been working with an enterprise ... on a fiber network," said [Brad Gibson, MTEMC chief business officer] about the utility that covers Rutherford, Wilson, Williamson and Cannon counties.

MTEMC has contracted with a private company to install and manage its fiber network but the utility is also researching the possibility of developing its own network, he said.

"We are dedicated to fiber," Gibson said.

Hudson, Ohio's upcoming municipal network, Velocity Broadband, may be serving commercial customers as early as September, reports the Hudson Hub Times. At a July 22nd Rotary Club meeting, Assistant City Manager Frank Comeriato presented details on the plan. The city has no plans to serve residents but once business services are in place, they may consider a residential build out.

The gigabit network, to be owned and operated by the city of Hudson, will be deployed incrementally. Incumbents Time Warner Cable and Windstream serve local businesses but a majority complain of unreliable connections and unaffordable prices in the few places where fiber is available.

Earlier this year, the city conducted a survey and businesses responded:

"They wanted better service and speed," [Comeriato] said. "After only two vendors responded to the city to offer the service, the city decided it could offer the service like it offers public power, water and other infrastructure."

Hudson officials realize that it connectivity is an essential service for economic development and that businesses have no qualms with relocating to places where they can get the bandwidth they need:

"Economic development is 80 percent retention, and Hudson businesses are unhappy with their current service, he added. "They want something like this."

Hudson Public Power has been preparing by training crews to deploy the infrastructure. Like other communities that have recently decided to invest in municipal networks, Hudson will focus only on Internet access and voice.

Earlier this year, the City Council approved the initial $800,000 capital expenditure to begin the deployment. According to Hudson Communications Manager Jody Roberts, the city expects to spend another $1.5 million in 2016 on infrastructure before they light the network, scheduled for 2016.

According to a recent report in the Jackson Sun, the city of Jackson, Tennessee is now the seventh “Gig City” in the state of Tennessee. Jackson Energy Authority (JEA), Jackson’s municipal utility received the special recognition at a January business summit.  The Sun focuses on several existing and expected economic benefits that accompany municipal gigabit connectivity.

“These ultra-fast Internet speeds will help to assure innovation as it relates to the next generation of education, medical care, public safety and economic development,” JEA CEO John Ferrell said.

Ferrell also noted that ultra-fast Internet connectivity benefitted businesses in the Jackson community by allowing them to avoid excess inventory while still being able to provide customers with fast access to physical products when they need them.

"A good example is where an automotive supply company produces a part for a car at one plant — such as an interior headliner — and ships that part to the assembly plant to be installed in the car," Ferrell said. "Many times, this part is produced on the same day at one plant that it is installed at another plant."

Community leaders in Jackson hope their new Gig City status can help them to gain the same kind of economic development benefits that have come to places like Chattanooga, Tullahoma, and Morristown over the past several years. EPB told the Sun:

"The economic impact has been huge," J. Ed. Marston, vice president of the Electric Power Board in Chattanooga, said. "New companies have moved to Chattanooga, and a lot of investors, outside investors, are looking at Chattanooga."

Businesses are now finding affordable connectivity in Eugene, Oregon, through a partnership between the city, the Lane Council of Governments (LCOG), and the Eugene Water and Electric Board (EWEB), reports the Register-Guard. A new pilot project has spurred gigabit Internet access in a small downtown area for as little as $100 per month.

According to the article, the city contributed $100,000, LCOG added $15,000, and EWEB spent $25,000 to fund last mile connections to two commercial locations. LCOG's contribution came from an $8.3 million BTOP grant.

The fiber shares conduit space with EWEB's electrical lines; the dark fiber is leased to private ISPs who provide retail services. XS Media and Hunter Communications are serving customers; other firms have expressed an interest in using the infrastructure.

Moonshadow Mobile, a firm that creates custom maps with massive amounts of data, saves money with the new connection while working more efficiently.

To upload just one of the large files Moonshadow works with daily — the California voter file — used to take more than an hour. Now it can be done in 77 seconds, [CEO Eimer] Boesjes said.

“This completely changes the way our data engineers work,” he said.

“It’s a huge cost savings, and it makes it much easier for us to do our work. We can do our work faster.”

The upgrade also will help spur innovation, he said.

“We can start developing tools that are tuned into fiber speeds that will be ubiquitous five to 10 years down the road, so that gives us a huge advantage,” Boesjes said.

The upgraded fiber also could bring more work and jobs to Eugene, he said.

“In December one of my customers said, ‘You can hire another system administrator in Eugene and we’ll move this work from Seattle to Eugene if you have fiber,’ and [at that time] I didn’t have fiber so that opportunity went away,” Boesjes said.
