This week, we’re bringing another podcast interview that Christopher conducted while at Mountain Connect in Colorado. David Young, former Fiber Infrastructure and Right-of-Way Manager for the city of Lincoln, Nebraska, sat down to reminisce about the city’s network that began as conduit and has evolved into citywide Fiber-to-the-Home (FTTH).

David has moved on to Kansas City in Kansas, but he was deeply involved in the advancement of Lincoln’s network that has done so much for competition and better connectivity in Lincoln. In addition to all the direct benefits that the city is enjoying from a gigabit fiber network, there’s a long list of indirect benefits that David and Christopher discuss that affect sectors such as education, economic development, and public safety.

Along with sharing the many ways the fiber infrastructure has helped the city and it’s people, David shares words of wisdom for other communities who may be considering similar investments. He offers some technical advice on deployment, important factors for communities working in a state with restrictions, and thoughts on their decision to choose a public-private partnership model.

Protestors around the country have taken a stand against 5G ⁠— often based on myths of health effects from the new technology. But Doug Dawson at CCG Consulting argues that the protestors do have an element of truth. Dawson addresses these health concerns around 5G and small cells on his blog, POTs and PANs. The first item of business that Dawson takes care of is explaining in clear terms what 5G even is. Then he dives into what the actual health effects are and how concerned we should be.

5G Basics

5G is confusing because it actually refers to three types of technologies: mobile cellular, gigabit radio, or high-speed wireless connections. Protestors have conflated these types of 5G together. Dawson explains the differences among these technologies and whether there are actual health risks to any of them. He also notes that 5G is not going to be here any time soon:

"It might be a decade until we see a full 5G cellular installation. There are 13 major specifications for improvements between 4G and 5G and those will get implemented over the next decade. This won’t stop the marketing departments of the cellular carriers to loudly claim 5G networks after one or two of these improvements have been partially implemented."

Health Concerns

Most of the 5G technologies should not pose a problem; the concern is with the particular technology that uses millimeter wave spectrum. Some research suggests that this can have ill effects on the environment. Other studies have shown few health effects, such as this article about millimeter wave spectrum and lab rats, but more research is needed. Dawson points out that most countries, including the U.S., have agreed to explore millimeter wave spectrum deployment except for Belgium, which has banned it until there is more research on the health effects. He describes the potential problem here:

"A deployment of millimeter wave loops means constantly bombarding residential neighborhoods with millimeter wave spectrum from poles on the curb. The other planned use of millimeter wave spectrum is for indoor routers that will transmit gigabit bandwidth inside of a room. People can clearly decide to not use millimeter wave...

On September 26th, Republican FCC Commissioners adopted an Order that usurps local control and, in keeping with this administration’s prior policy decisions, strengthens the power of the largest companies, obtaining nothing in return.

Bad Reasoning

At issue are local governments’ ability to determine the amount of fees to charge mobile carriers that want to place 5G equipment in rights-of-way. In addition to establishing fees, the Order sets strict timelines in which cities and towns must respond to carrier applications. The FCC decision eliminates local communities’ ability to negotiate in order to protect their own rights-of-way and the poles, traffic lights, and other potential structures in them.

To back up their decision to adopt the new policy, the Republican controlled FCC relied on the incorrect claims that application and attachment fees in larger communities are so excessive that they create a burden which prevents carriers from investing in rural communities. Former FCC Chief of Staff and one of the architects of the 2010 National Broadband Plan Blair Levin echoed the thoughts of policy analysts and thought leaders in telecommunications:

"[E]ven if one accepts the FCC claim about the $2.5 billion—which is highly questionable—that amount is about one percent of what the FCC and industry claim is the necessary new investment needed for next-generation network deployments and, therefore, is not likely to have a significant impact," he wrote.

The FCC does not require mobile carriers to commit to expanded coverage in smaller communities within the Order. Next Century Cities describes the situation in a press release:

These low fees would create a de facto public subsidization of industry investment. … The FCC is just giving private wireless companies all of the benefits of a utility without any traditional public interest obligations.

FCC Commissioner Jessica Rosenworcel, who has continued to oppose the Order, described the giveaway:

After last week's podcast on Lincoln and its small cell policy, we wanted to offer a longer discussion about small cell wireless technology and the policy around it. Crown Castle is a firm focused on enabling wireless solutions and Acquisitions Manager in Corporate Development Strategy Duffy Newman joins us for episode 239 of the Community Broadband Bits podcast.

We explore what small cells are and how important they are to the future of improved wireless access. These devices are usually connected by fiber and allow an existing wireless service to improve bandwidth and reliability. Duffy offers the example of Philadelphia during the Pope's visit as a particularly good example of small cells in action. 

We also talk about local governments and the role they can play in enabling this technology and why it is important to have each node connected by fiber.

We’ve been covering happenings in Lincoln, Nebraska for several years now. The city’s Right of Way Manager David Young joins us for episode 238 of the Community Broadband Bits podcast. David is a returning guest; this week, he’s here to talk about Lincoln’s new venture into small cell technology.

The state imposes restrictions on municipalities in Nebraska. Nevertheless, Lincoln has found a way to make a smart investment in conduit and public fiber to create a welcoming environment for providers. An extensive conduit network and smart local policies in Lincoln have improved competition, expanded access, and now the small cell program is improving mobile broadband.

David and Christopher get into the technology of small cells and why mobile carriers are starting to prefer it over older technology. David describes some of the challenges, processes, and the special considerations communities must address for small ell deployment. Better cell coverage was the first goal of the project, but David describes how improved coverage helps the Lincoln compete with other cities in several ways.

As a resource, David and the city of Lincoln gave us permission to share a Fact Sheet on the project, the Master Lease Agreement, and relevant attachments for the Lincoln small cell project. For local governments considering a similar venture, these documents can help you get started.
