Some time ago, when speaking with Joshua Breitbart, the Senior Advisor for Broadband to the New York City CTO Miguel Gamiño, he mentioned to me that any subset of the issues they face with regard to improving Internet access in New York City is itself a massive issue. Joshua joins us to elaborate on that challenge and an exciting project that points to the way to solving some of their problems on episode 254 of the Community Broadband Bits podcast. 

We talk about Queensbridge Connected, a partnership to ensure people living in low-income housing have access to broadband Internet connections. We also discuss how their responsibility does not end merely with making Wi-Fi available, but actually helping people be prepared to use the connection safely.

Joshua offers an important perspective on the challenges in large urban areas to make sure policy is fully responsive to local needs by ensuring residents are a part of the process and solution.

As a major metropolitan community, New York City has found a way to establish a link between connectivity and real estate for potential commercial tenants. 

WiredNYC, a certification program launched in 2013, provides broadband ratings for office buildings in the city. WiredNYC has been renamed WiredScore and now operates across the United States, in partnership with local governments. The program provides a simple survey online at WiredScore.com that analyzes a variety of factors and provides a rating based on:

Building Connectivity: The number of internet service providers, the quality and speed of connections, and the access to provider cabling in the building...

Infrastructure: Factors specific to the building's physical internet infrastructure (i.e., number of entry points, designated utility spaces, and risers)...

Readiness: How ready a building is to improve its connectivity... 

The survey provides feedback based on the survey results and offers a preliminary rating of "Certified," "Silver," "Gold," or "Platinum." In order to complete the certification, the City will send an engineer to the building to verify the survey results. WiredNYC also provides advice for building owners and landlords who have taken the survey but whose structures do not meet the minimum standards for certification or who want to take steps to achieve a higher standard of certification.

Landlords can use Wired Certification to market their building to potential tenants. Their buildings appear on WiredScore.com website and they receive similar benefits.

A March report from the Vertical Systems Group concluded that fiber is now present in approximately 42.5 percent of U.S. commercial buildings. Ten years ago that figure was only 10.9 percent. Fast, affordable, reliable connectivity is quickly becoming an integral component of the real estate market. Programs like WiredNYC will allow entrepeneurs and established businesses find the types of connections that suit their needs.

There are probably more mesh Wi-Fi networks operating in the U.S. than most of us realize. They require only one hard-wired connection to the Internet and there are many industrious, tech minded people out there who have the skills to set up this self-healing technology, though they are still working out the kinks.

A mesh network allows devices to engage each other without going through a central point. If I want to use my cell phone to call the cell phone of someone standing 10 feet away from me, the signal may travel thousands of times farther than it would have to because a cell phone company wants to track minutes, collect data, and more. In a mesh network, the two devices would just talk to each other without intermediation. 

A recent Technical.ly article, explores a dozen communities that are using the technology to serve local residents.

We have reported on mesh networks in Poulsbo, Washington, and Ponca City, Oklahoma. An attractive feature for those communities was the ability to expand the network as needed with modest investment. As Technical.ly reports:

This week in community broadband, more communities are adding broadband to the list of essential utilities, and many of them are turning to Chattanooga as a model “gig city.”

As Times Free Press’s Dave Flessner reports, the great thing about Chattanooga's approach is that it’s not just about Internet. In fact, the broadband boom is really an unintended benefit of the city’s cutting edge smart grid, which keeps the city’s lights on and powers the economy as well. 

"What we're going to try to do is bring some of the brilliant people from Warner Bros., Fox, Disney and IBM down here to Chattanooga to help them get their heads wrapped around this notion that you've got to stop worrying about scarcity," [Annenberg Innovation Lab director Jonathan] Taplan said.

Last year, T-Bone Burnett, a Grammy Award winner, performed "The Wild Side of Life" from a Los Angeles studio with Chuck Mead, a founder of the band BR549 who was on stage in Chattanooga.

"They sang a song together over 2,000 miles apart," Taplin said. "That's the power of gigabit Internet. I think we're just beginning to think of the possibilities of what this thing can do."

And Android Authority’s William Neilson Jr. explores the desire for faster connections and more choices.

“Isn’t it amazing how much faster broadband speeds are in parts of the country where there are a number of broadband options available to residents? How many times am I going to write an article detailing a broadband provider telling a city that they don’t need “fast” speeds even though the city is universally angry at their lack of broadband options?”

Of course, we see the product of how increased competition brings better service even more clearly in communities that have municipal networks, not just in Google's Kansas City network. It is an outcome that all communities can achieve if they regain the authority to do so.

In an effort to bring better connectivity to New Yorkers, the City is transforming old pay phones into free Wi-Fi hotspots. Rick Karr, reporter for MetroFocus from New York Public Media, reached out to ILSR's Chris Mitchell to discuss the project.

Chris and Karr discuss the challenges faced by lower income people in our digital age, many of whom depend on mobile devices for Internet access. From the video:

“Low income people and especially minority populations really depend on mobile devices. So having WiFi that they can use when they’re on the go is going to be a good way of keeping their costs down. But you’re not going to see kids writing term papers on mobile devices,” said Mitchell.

Mitchell said that low-income people need better and more affordable options. “Possibly, something run by the city so that it can ensure that low-income people have access in their homes and they don’t have to go outside in order to use their devices.”

According to the New York City Information Technology & Telecommunications website, over 20 locations already offer free municipal Wi-Fi. The City intends to expand the current program and has called for proposals from potential private partners due by the end of June.

Mayor de Blasio has stated that his administration will make free Wi-Fi a priority in order to help reduce the City's income inequality. Maya Wiley, de Blasio's chief counsel told the New York Daily News:

“High-speed Internet access is now as fundamental as water, as fundamental as the railroads were in the 18th century,” Wiley said in an interview with the Daily News.

“If you are low-income and you want to find a job, increasingly, you need high-speed broadband to do it,” Wiley said.

Crain's New York Business recently published an article on the crowded conduit under New York City. The article complements the April 7 edition of This Week in Crain's New York podcast, hosted by Don Mathisen.

Empire City Subway (ECS), the crumbling subterranean network of conduit for telephone wires constructed in 1888, is so crowded underground construction crews regularly need to detour to reach their destination. Routes are no longer direct, adding precious nanoseconds to data delivery - a significant problem for competitive finance companies.

Verizon owns ECS and, according to the article, does not operate with competitors in mind:

But businesses that lease space in the ECS network for their own fiber-optic cable say that Verizon doesn't worry about keeping the system clear for others. Conduits are filled with cables from defunct Internet providers that went belly-up after the dot-com bust in 2000. Verizon itself left severed copper wire in lower Manhattan ducts after installing a fiber-optic network following Superstorm Sandy. (The company says the cables could be easily removed, if needed.)

Stealth Communications spent an extra $100,000 in March to re-route its fiber from Rockefeller Center to Columbus Circle. Conduit was so congested along the planned route, the independent ISP needed to go 6,500 feet out of its way. The re-route added almost two weeks to the project.

Crain's contacted Chris Mitchell from ILSR:

"It's foolish to think that we can just leave it to the market to use this limited space under the street efficiently," Mr. Mitchell said. "The fiber needs are tremendous, and if New York over time can expand access to a lot of fiber at low cost, we'll see all kinds of [innovation]."

He added that New York might be best served by the public-utility model embraced by Stockholm and Santa Monica, Calif., and under consideration now in Baltimore, in which the city builds a fiber backbone. Internet service providers lease access to that fiber at low cost and compete...

This post got lost in our system but we still wanted to publish it. The Nation ran an article by Maya Wiley, founder of the Center for Social Inclusion, calling on New York's Mayor de Blasio to bring the "Two New Yorks" together with community broadband.

Her article describes the Red Hook area of Brooklyn where a community network is helping residents and businesses. The community is filled with low-income families and physically separated by the subway system. During Superstorm Sandy, Red Hook happened to be one of the few places where one could find Wi-Fi access in New York.

Thanks to the the Red Hook Initiative (RHI), the Open Technology Institute (OTI), and a strong sense of self-reliance, the community established a mesh network. Wiley shares the story of the community network, describing ways it has provided access and created opportunity. She understands the link between community networks and possibilities for the people they serve.

From the article:

New York is getting a big infusion of federal dollars to rebuild after Hurricane Sandy. Mayor de Blasio should look for ways to leverage some of those dollars to better equip low-lying, low-income communities to weather the roiling seas of climate change and the economy.

High-speed Internet access won’t stop future superstorms and it won’t solve all the unfairness that low-income New Yorkers face. But with strong alliances between community members, local non-profits, businesses and technology experts, it will bring affordable, local innovation that helps us build stronger, fairer and more resilient communities.

In the time since, Maya Wiley has accepted a position as Counsel to Mayor de Blasio and will be heading up efforts to expand Internet access among other duties.

The City of New York plans to deploy free Wi-Fi in a 95-city-block radius in Harlem. Mayor Michael Bloomberg announced the plan on December 10. 

According to the press release, the project will be divided into three phases with completion scheduled for May 2014. The New York City Department of Information Technology and Telecommunications and the Technology Development Corporation will oversee implementation. The City will partner with Sky-Packets. The Fuhrman Family Foundation is providing a generous donation to the Mayor's Fund to Advance New York City to fund the first five years of the project.

From the Mayor's press release:

The Harlem WiFi network will provide a fast Internet connection from portable devices completely free of charge. The network will be available 24/7 in outdoors locations within the zone, with unlimited access. Enabling connectivity is a key component of increasing technology inclusion citywide. 

The network will offer free access to approximately 80,000 Harlem residents, including 13,000 living in public housing. We are curious to see how well the system works as there are so many Wi-Fi networks in that area already, they may interfere significantly with each other.
