Grant Gets Project Going In Sanford

Sanford, Maine’s plan to build a municipal open access fiber-optic network just got the shot in the arm it needs to move forward. On September 27th, the U.S. Economic Development Administration (EDA) awarded the community $769,000 in grant funding to complete the $1.5 million project.

About a year ago, we shared details about the plan to deploy what will be the largest publicly owned fiber-optic network in the state. The 45-mile network will run through Sanford, but will also travel through Alford, Kennebunk, and Wells and will connect to Maine’s statewide network, the Three Ring Binder. “We’re creating the fourth ring on the 3-Ring Binder,” said City Manager Steve Buck, in a recent Journal Tribune article.

The city of Sanford will own the infrastructure and GWI, headquartered in Biddeford, will operate the network. GWI does not have an exclusive agreement, so other providers could also offer Internet access or other data services over the infrastructure. For the time being, the network will serve primarily community anchor institutions (CAIs), government facilities, and business customers.

GWI also intends to offer residential Fiber-to-the-Home (FTTH) to properties along the fiber route in areas where there is sufficient demand. They will make Gigabit (1,000 Megabits per second) symmetrical connectivity available so speeds will be the same for download and upload. Other providers may use the backbone to offer similar services; the backbone will have 10 Gigabit symmetrical capacity.

Middle Mile vs Last Mile - Community Broadband Bits Podcast 214

As the next President considers how to improve rural Internet access, the administration will have to decide where to focus policy. Some at NTIA - the National Telecommunications Information Administration, a part of the federal Department of Commerce - have argued for more middle mile investment. NTIA oversaw major investments in middle mile networks after the stimulus package passed in 2009. To discuss the relevance of middle mile investment against last mile investment, we brought Fletcher Kittredge back, the CEO of GWI in Maine. Fletcher has extensive experience with both middle mile and last mile investments. We talk about whether more middle mile will actual incent last mile investment and, more importantly, how to build middle mile correctly to get the best bang for the buck. Along those lines, we talk about avoiding cherry-picking problems and one of my favorites, how to ensure that rural investment does not inadvertently promote sprawl.

Old Town, Orono Release Broadband Survey in Maine

Nonprofit Old Town Orono Fiber (OTO Fiber) is awaiting responses to a recently posted broadband survey. A fiber-optic network is in the works for both Orono and Old Town, but funds are limited. Local officials seek input from local residents and business to “determine both the interest in this project and where the Internet infrastructure would need to be established.”

Approximately 7,800 people live in Old Town; a little over 10,000 people are in Orono and there are also over 11,000 University of Maine students who attend classes there.

Old Town, Orono, and the University of Maine lost a funding battle against Time Warner Cable in 2015. That incident dealt with an area where only about 320 potential subscribers could be served with approximately four miles of fiber. A recent $250,000 grant from the Northern Border Regional Commission put the consortium back on track to finish that project. OTO Fiber is now gathering more information about where to best deploy a broader network; they have funding for about six miles of fiber in each community.

Locals are enthusiastic about high-speed fiber’s potential benefits to the community. OTO Fiber’s survey page states, 

“The purpose of having this infrastructure in our community is to bolster existing businesses that can take advantage of this connectivity and to attract and foster entrepreneurs, students and recent graduates to create new businesses and enterprises that rely on high-bandwidth connectivity. To help us advance this project, please complete one or both of the following surveys.”

A fast, reliable, affordable connection can promote job growth and keep college-age talent in the region. Residents can look forward to symmetrical high-speed connections (the same speeds on the upload and the download) that will open the door to improved video streaming, telemedicine, virtual reality gaming, and a number of other high bandwidth technologies.

Open access allows more than one service provider to offer services via the same infrastructure. The desire is to increase competition, which will lower prices, improve services, and encourage innovation.

Maine House Representative Pushes for Better Internet Access - Community Broadband Bits Podcast 180

Eleven months ago, we noted the incredible energy in the Maine Legislature around improving Internet access. Maine State Representative Norm Higgins joins us this week for Community Broadband Bits Podcast episode 180. Rep. Norm Higgins, a newcomer to the Legislature, pushed hard for legislation to encourage municipal open access networks as well as removing barriers to increased investment including a tax on the Three-Ring Binder project. He was part of a large majority that moved some key bills forward despite fierce opposition from Time Warner Cable and others. 

We talk with Rep. Higgins about the various bills, including LD 1185, which would have created planning grants for community owned open access networks but passed without any funding.

LD 1185 Advances in Maine With Overwhelming Support

On June 5th, the Main House of Representatives voted 143 - 0 in favor of LD 1185, the Maine bill to provide state planning and implementation grants for local municipal networks. Representative Norm Higgins, the sponsor of the bill, contacted us to let us know about the incredible support for the bill.

LD 1185 proposes to provide $6 million this year for local communities seeking to establish networks that want to take advantage of the state's middle-mile network, the Three Ring Binder. The House amended the bill to include general goals for the fund and its purpose in bringing better connectivity to Maine. 

The amendment also creates specifications between planning and implementation grants and establishes caps on awards. Planning grants cannot exceed $25,000 and implementation grants cannot exceed $200,000. Implementation grants require a 25 percent match from the requesting municipality; planning grants require a one-to-one match. The amendment is available online.

Now that the House has put their stamp of approval on the bill, it is up to the Maine Senate to  approve the measure and send it on to the Governor. According to Higgins, it appears to have strong bipartisan support; funding is the only area of uncertainty. He anticipates it will be before the Appropriations Committee within the next two weeks.

More Muni Fiber Projects in Maine

Local communities in Maine are mobilizing to jumpstart economic development, expand educational opportunities, and improve Internet access. The town of Orono, located near the center of the state, announced earlier this month that it will working with nearby Old Town and the University of Maine to deploy an open access fiber network pilot project in an area they wish to promote as a technology park.

The news highlights connectivity improvements in Maine happening at the local level. In August, Rockport solidified its plans to bring fiber to its downtown with partner GWI. Soon after, South Portland announced a similar partnership with GWI to spur economic development. Sanford and Isleboro [PDF] have commissioned studies.

The Main Campus reports that Orono, Old Town, the University of Maine, and GWI have been in the planning phase for some time, but lacked funding to deploy:

“We tried to be the first on the map [with fiber-optics], but there were too many obstacles. Now we have the opportunity to do something,” said Orono Town Manager Sophie Wilson at last Monday’s Economic Development Committee meeting, where the opportunity was presented.

In early 2012, the town was in talks with Old Town and Maine broadband service provider GWI about connecting the towns and the University of Maine to the Three Ring Binder, an 1,100-mile long highway of fiber optic infrastructure that passes underneath Bennoch Road. In order to take advantage of the opportunity, the towns planned on coming together in a collaborative called Old Town-Orono Fiber (OTO Fiber) and applied for grant funding to go through with the project.

Although they weren’t able to receive the necessary funds in 2012, the town is in a better position this time around.

Sanford, Maine Studies Municipal Broadband Deployment

Sanford, a city of about 21,000 in far southwestern Maine, is weighing its options for a limited fiber optic network. The Sanford Regional Economic Growth Council has been the driving force behind the project, hiring Tilson Technology Management of Portland earlier this year to develop a Broadband Plan for Sanford.

The Growth Council began exploring broadband issues only after realizing late last year that they had been left out of Maine’s “Three Ring Binder,” a federally-funded high capacity fiber backbone running through much of the state in three loops. Wary of being left behind economically by neighbors with better communications infrastructure, the Growth Council hired Tilson to evaluate their options.

The resulting report has not been made publicly available, but according to an op-ed by James Nimon, the Growth Council’s executive director:

Tilson has completed their assignment and provided “Good,” “Better” and “Best” alternatives, with the conclusion that the implementation of the Broadband Plan’s ‘Best’ scenario, which connects all the key CAIs [community anchor institutions] in Sanford, “has the potential to provide impressive public economic benefits, including adding between $47 and $192 million to the Sanford-Springvale region’s economic output over the next ten years.”

The anchor institutions to be connected include municipal buildings, local schools, a mill yard, a hospital, and industrial parks. According to a recent Sanford News article, the costs projected by Tilson range from $362,000 for the most limited deployment to $961,000 for the “best” alternative.

The city and the Growth Council will now begin the process of exploring federal, state, and private partnership funding opportunities, in an effort to bring the advantages of a high speed fiber network to their community.
