This week on the podcast, Christopher is joined by Claudia Tarbell, Senior Engagement Manager for Tribal, Indigenous and First Nation Communities and Michael Weening, President and CEO, both from Calix. Claudia shares what it was like to transition from working at Mohawk Networks to becoming a part of Calix' community engagement team, and how she talks with Tribes about what it means to have ownership of and control over the network infrastructure in their communities. Michael joins the conversation to talk about Calix' philosophy of defining success in relation to the small providers and communities its platforms supports, including everything from democratizing high-quality advertising to pushing the frontiers of managed Wi-Fi.

Making Waves in Baltimore with Community-Driven Connectivity

*This is the first installment of an occasional profile on Local Community Broadband Champions where we focus not so much on the technology, construction, and financing of a community network build, but on the personalities of the people who make it happen.

When Devin Weaver isn’t vibing at the Otto Bar or checking out the underground music scene at Metro Gallery, or even playing his bass guitar at home, the 28-year-old network engineer enjoys spending time amid the web of wires in storage closets inside low- and mixed-income apartment buildings dotting the city’s landscape.

It’s where his network design handiwork all comes together, snaking through the buildings to the routers installed in individual apartment dwellings, enabling residents to get gig speed Internet service.

That’s on par with what the regional monopoly provider Comcast offers city residents who can afford it. But in the buildings that Devin has made his technical playground, hundreds of financially-strapped households who subscribe to the fledgling community network he oversees get it for free – thanks to the philanthropy of dozens of organizations including the Internet Society Foundation, the France-Merrick Foundation, and the Digital Harbor Foundation.

Harlingen, Texas Looks to Build Bridge Just North of the Border

While a national debate rages over immigration and the border wall, just 30 miles north of the U.S.-Mexico border, Harlingen city officials are coming together to plan the building of a bridge – across the digital divide deep in the heart of the Rio Grande Valley.

When Harlingen (pop. 75,000) was founded at the turn of the 20th century, it established itself as a prominent commerce and transportation hub – the “Capital of the Rio Grande Valley” at “the crossroads of South Texas.” Over the years, thanks to its fertile delta soil, the cultivation of citrus fruit, grain, and cotton became a major part of the local economy. Today, however, the biggest industry in the second most populous city in Cameron County is healthcare.

As attractive as Harlingen has become to residents and visitors – with its extensive park system and tropical bird-watcher’s paradise (the city happens to be located where two primary avian flyways converge) – one thing the city lacks is adequate access to broadband, which is particularly acute among households with school-aged children.

Pandemic Spurs City into Action

That realization was the impetus behind a recent city commission vote to move forward with a feasibility study to determine how the city might build a broadband network and whether it should rely on fiber, fixed wireless, or a mix of deployment technologies to modernize Harlingen’s telecommunications infrastructure.

“What brought this to our attention was of course the pandemic,” City Manager Gabriel Gonzalez told Valley Central News. “When the school district had to go to virtual learning, we found out that there were students and some families that did not have access to (the) Internet.”

Mapping Broadband Access With Garbage Trucks, and Other Innovative Municipal Initiatives in Shreveport, Louisiana - Episode 19 of Connect This!

On Episode 19 of the Connect This! Keith shares Shreveport's efforts to map the digital divide by connecting low-power computing devices to GPS sensors and cell phone batteries on garbage trucks to map broadband access across the city. He also talks about other edge computing initiatives, like video for public safety. 

The group also discusses the newly released Treasury rules on the $10 billion in infrastructure funding coming down the pipeline, and how cities can position themselves to take advantage.

San Marcos, Texas Votes to Look for Partnerships and Alternatives to Building Municipal Network

The San Marcos City Council held a working session in August to review a presentation on the state of broadband in the Texas city and decide whether it should pursue a municipal broadband option. While some members wanted to pursue a fiber-to-the-home municipal network after the presentation, others pushed back despite the fact that the city has its own fiber I-Net (Institutional Network). City council ultimately voted to look for partnerships and alternative options, as opposed to funding and operating its own network. 

Existing I-Net

Sitting just south of Austin, Texas’ state capitol, San Marcos (pop. 63,000) has been developing an I-Net since 2000, when it entered a franchise agreement with Grande Communication and got access to 12 strands of dark fiber to connect city facilities. In 2018, the city developed a “Master Fiber Plan” that would expand the I-Net, further connecting critical infrastructure. The project was funded by general, water and electric capital improvement project funds and construction began in 2020.

Currently, that fiber network has enabled all city facilities to provide public wireless access, and American Rescue Funds have been approved by council to expand public access at the library and city parks.

The presentation to council noted that there are currently eight Internet Service Providers in the San Marcos area, with average download speeds in the city of around 127 Megabits per second (Mbps). There are DSL, cable, wireless, satellite, and fiber options, with fiber covering 43 percent of households inside city limits.

Lack of Competition

While 100 percent of San Marcos has a 25/3 Mbps service option from three different providers, only two percent has three 100/10 Mbps options. The lack of competition is partially why the city council wanted this presentation: to weigh the costs and benefits of getting into the market and offering more affordable and reliable options to residents. 

Moreno Valley Considers Extending Public Fiber and Wireless Networks

Nestled in Southern California’s Inland Empire is the city of Moreno Valley which goes by the maxim: "People, Pride, Progress!” Now, city officials are looking to live up to the motto by moving forward with a plan to expand Internet access to residents by utilizing 35 miles of fiber assets and 11,000 city utility poles to extend public Wi-Fi access to as many homes as possible.

Home to over 213,000 residents, the city of Moreno Valley is in the beginning stages of developing a Master Plan to extend its existing fiber and wireless networks. The goal of the plan, being completed by Magellan Advisors, is to leverage city-owned assets to expand Internet access and lower the cost of connectivity for public-sector organizations, businesses, and community anchor institutions.

The Master Plan calls for a focus on expanding Moreno Valley’s municipal network in a way that would promote economic development; support education, healthcare, and public safety in the city, and generally improve quality of life for residents living in an increasingly interconnected world. 

Moreno Valley and Magellan, a national consulting firm, are currently in the first phase of assessing the feasibility of the project and developing the Master Plan, which is anticipated to be complete by the end of the year.

Phase 1 of the plan consists of conducting an inventory of broadband assets, interviewing city staff and other major stakeholders (such as larger hospitals, school districts and warehousing groups), conducting online surveys to understand current broadband availability, and putting together a cost-benefit analysis.  

“Putting that whole picture together is what Magellan Advisors is helping us do. They’re taking a look at everything we have - what’s connected, what’s almost connected but not quite. They’re going to develop a Master Plan and give [the city] suggestions as to what we could do, so we can place assets more intentionally,” Steve Hargis, the city’s Chief Information Officer told ILSR in a recent interview.

Ocala Fiber Network Gallops Smartly Toward Expansion

Even before the central Florida city of Ocala in Marion County became officially known as “The Horse Capital of the World,” the city – home to 61,810 Floridians and over 1,200 county-wide horse farms – was already galloping toward high-speed Internet connectivity. In recent years, the Ocala Fiber Network (OFN) has expanded into offering residential service, trotting carefully towards a citywide fiber-to-the-home (FTTH) finish.

It began in 1995 with the Ocala municipal electric department upgrading its substation monitoring (SCADA) system, which has been estimated to have saved the city $25 million in networking costs since. Over the past two years, OFN has extended the network to bring affordable, reliable, high-speed Internet service to city residents, neighborhood by neighborhood.

While the municipal network has been providing high-speed Internet service for the past decade to area businesses, healthcare facilities, community anchor institutions, and schools throughout the county, OFN launched residential service in 2019 and is now serving 2,500 residential subscribers in four city neighborhoods.

“We did four pilot neighborhoods. Our target goal was to have a 30 percent take rate in each neighborhood. In the largest neighborhood (the Highlands neighborhood) with a thousand homes, we have a 42 percent take rate. We still have a challenge in one neighborhood (Happiness Homes) with about a 10 percent take rate that we think is mostly an educational challenge,” Ocala Fiber Network Director Mel Poole told us in a recent interview.

“Connecting the Park”: Two Decades of Broadband in St. Louis Park, Minnesota

St. Louis Park (pop. 49,000), a suburb west of Minneapolis, Minnesota, has demonstrated commitment and creativity in bringing broadband access to the region over the last two decades. They’ve done so by connecting community anchor institutions and school district buildings, in supporting ongoing infrastructure via a dig once policy, by working with developers to pre-wire buildings with gigabit-or-better-capable connections, and by using simple, easy-to-understand contracts to lease extra dark fiber to private Internet Service Providers (ISPs) to improve connectivity options for local residents. 

Conversations about improving broadband in St. Louis Park began in the 1990s, when local government officials and the St. Louis Park School District began talking about replacing the aging copper infrastructure it was leasing from the cable and telephone companies with fiber to support educational use and municipal services. At the time the city was paying about $45,000/year to stay connected and online. A 2003 projection suggested it could invest $380,000 to build its own network instead, take ownership of its infrastructure, and see a full return on investment in less than a decade.

Fiber, both the city and the school district decided, offered the best path forward for the range of tools and bandwidth that would bring success. The school district led off in connecting its structures, but by 2004 both were done, with each contributing to joint maintenance and operational costs. The city thereafter decided to keep going and expand its infrastructure wherever it made the most sense. In 2006 it advanced this agenda by adopting a dig-once policy by adding conduit — and sometimes fiber — any time a street was slated for repairs.
