Reedsburg Goes All Gig in Wisconsin

In September, Reedsburg Utility Commission (RUC) in Wisconsin announced that they’re simplifying life for subscribers. They’ve eliminated service tiers and now everyone who signs up for the service receives affordable, symmetrical gigabit Internet access from their recently rebranded LightSpeed service.

Rebranding, Redefining Fast and Affordable

Back in May, RUC decided that they would renew their efforts at marketing by launching the new LightSpeed brand. At that time, they were already signing up new customers for the great gigabit deal, which translated into prices as low as $44.95 per month for 1,000 Megabits per second (Mbps or one gigabit) when purchased as part of a bundle. RUC also offers voice and video.

RUC has been offering Internet access to Reedsburg’s approximately 10,000 people since 2002. In 2014, they were the first in Wisconsin to offer gigabit connectivity. Over the past 16 years, they've expanded into different areas around the city in order to share the benefits of the network.

Growing That Gig

With the new gigabit offering to all, Reedsburg will venture out to two new areas. They received two grants from the state to expand to the Village of Spring Green and the Town of Delton.

logo-Lightspeed-Reedsburg-small.jpg In Spring Green, located about 30 miles due south of Reedsburg, town officials have been working with the RUC to obtain the funding to bring high-quality Internet access to town. The grant will help fund the first phase of the project, which will bring better connectivity to several community anchor institutions, the school district, and multiple government facilities. In bringing LightSpeed to Spring Green, approximately more than 260 residential and 35 commercial premises will also have access to fiber.

Reedsburg Rebrands Gigabit Internet Access; Say Hello to "LightSpeed"

One several occasions, local leaders in communities with municipal networks have told us that one of the lessons they’ve learned is that marketing is important. While municipal networks can be considered utilities by community leaders who manage and operate them, they still need to be mindful of business in order to enhance subscriber numbers, compete with other ISPs, and establish a brand. This month, the Reedsburg Utility Commission (RUC) in Wisconsin launched a new brand for its triple-play network.

Not Newbies

We’ve written about RUC’s network in the past, including their efforts to expand to rural areas and the decision in 2014 to offer gigabit connectivity. We even interviewed RUC General Manager Brett Schuppner in 2015, who shared the history of the network back to 2003, which means it’s one of the oldest Fiber-to-the-Home (FTTH) networks in the U.S.

According to the RUC press release, the new brand and logo — LightSpeed — “has roots back to the initial launch of RUC’s telecom services.”

Now, subscribers can obtain gigabit connectivity for $44.95 per month when they purchase bundled services. In addition to gigabit Internet access, residents can subscribe to a 100 Megabits per second tier. The service is symmetrical, so upload speeds are as fast as download. Symmetrical connections allow subscribers the ability to send large data files as well as receive them, which creates a better environment for entrepreneurs, teleworkers, and students who need robust connections for homework.

Schools In Janesville, Wisconsin, To Save Big With Fiber Network

As schools across the country look at their budgets, Janesville, Wisconsin, has decided to cut their future expenses with a fiber optic investment. This spring, the district will use E-rate funding to help finance a fiber optic local area network (LAN) in order to cut telecommunications costs by $70,000 per year.

Connecting Facilities

The school district will install 12 lines, eliminating leased lines and the associated expense. E-rate funds will pay for $1.6 million of the estimated $2 million project; the school district’s contribution will be approximately $400,700 and an additional $225,000 for engineering and project fees. School district officials calculate their contribution will be paid for in nine years. Fiber optic networks have life expectancies upwards of 20 years and in Janesville, District CIO Robert Smiley estimates this project will last for 50 years.

At a recent Board meeting, Smiley told the members that the new network will be like transitioning “to our own private Interstate.” In addition to better prices, the new infrastructure will allow the district to ramp up speeds to ten times what they current share between facilities. The system Janesville School District uses now has been in place since the 1990s.

The federal E-rate program started during the Clinton administration as a way to help schools fund Internet access and has since been expanded to allow schools to use if for infrastructure. School districts obtain funding based on the number of students in a district that are eligible for the National School Lunch Program. Funding for E-rate comes from the School and Libraries Program from the Universal Services Fund.

“Hello, Savings!”

Like many other schools that have chosen to switch to a district owned fiber network, Janesville sees a big advantage for voice communications. Due to the age of their phone system, they’ve had failures in the past. Last winter during a day of inclement weather, a large volume of incoming calls from parents overloaded the system and other parents who had signed up for emergency alerts on their phones didn’t receive them. With a new fiber network, the school district will be able to switch to VoIP.

Verizon Will Cut Off Rural Subscribers In Thirteen States

A recent proposal being considered by the FCC that has raised the loudest outcry has been the status of mobile broadband in rural areas. Now that Verizon is discontinuing rural subscriber accounts, the FCC will be able to see those concerns come to life.

Dear John...

The company has decided to cut service to scores of customers in 13 states because those subscribers have used so many roaming charges, Verizon says it isn’t profitable for the company. Service will end for affected subscribers after October 17th.

Verizon claims customers who use data while roaming via other providers’ networks create roaming costs that are higher than what the customers pay for services. In rural communities, often mobile wireless is the best (albeit poor) or only option for Internet access, so subscribers use their phones to go online.

Subscribers are from rural areas in Alaska, Idaho, Indiana, Iowa, Kentucky, Maine, Michigan, Missouri, Montana, North Carolina, Oklahoma, Utah, and Wisconsin.

In a letter sent to customers scheduled to be cut off, Verizon offered no option, such as paying more for more data or switching to a higher cost plan. Many of the people affected were enrolled in unlimited data plans:

“During a recent review of customer accounts, we discovered you are using a significant amount of data while roaming off the Verizon Wireless network. While we appreciate you choosing Verizon, after October 17th, 2017, we will no longer offer service for the numbers listed above since your primary place of use is outside the Verizon service area.”

Affecting Customers And Local Carriers

Apparently, Verizon’s LTE in Rural America (LRA) program, which creates partnerships with 21 other carriers, is the culprit. The agreements it has with the other carriers through the program allows Verizon subscribers to use those networks when they use roaming data, but Verizon must pay the carriers’ fees. Verizon has confirmed that they will disconnect 8,500 rural customers who already have little options for connectivity.

Madison, Wisconsin, Releases RFP: Responses Due Oct. 20th

Last year, Madison’s CIO Paul Kronberger spoke with Christopher about the city’s pilot project to bring better connectivity to several lower-income areas. They also discussed the community’s separate plan to deploy dark fiber infrastructure across the city. The city recently released its Request for Proposals as they seek a partner for deployment for a Fiber-to-the-Premise (FTTP) network. Final proposals are due October 20th.

The RFP comes about a year after the community finished a feasibility study to examine costs, interest, and business models for a city-wide municipal network.

Publicly Owned With Help From A Partner

Madison has a specific business model in mind. They are looking for a partner willing to emulate Huntsville’s approach, in which the city designs, builds, and owns a dark fiber network. A private sector partner constructs fiber drop cables from the public rights-of-way to the subscribers’ premises. The partner handles lit services responsibilities and the city takes care of all dark fiber concerns. Madison also wants its partner to take on the task of obtaining access to necessary private easements. The community is looking for a firm that is willing to establish a long-term relationship.

The city has determined that the project will consist of 114,680 residential passings, which includes both single-family and multi-family dwellings. The number of business passings has been calculated to 10,331. All community anchor institutions (CAIs) will also be connected.

The Vision For Madison

Approximately 247,000 people live in the state's capital city, having seen an increase of 8.6 percent since 2010. Madison is considered a town with an exceptional quality of life, in part because the city has established a set of Racial Equity & Justice (RESJ) goals. Their desire to invest in the infrastructure to bring equitable service to all of the community is an extension of those goals.

Cooperatives Cooperating For Better Wisconsin Connectivity

Chippewa Valley Electric Cooperative (CVEC) and local communications cooperative Citizens Connected are joining forces to improve Internet access in rural northern Wisconsin.

Collaborating For Connectivity

The two cooperatives recently announced that they will invest in fiber infrastructure to connect residents, businesses, and schools through a new entity called Ntera. Construction will start in Holcombe, population around 300, because it’s one of the communities with the worst Internet access within the CVEC service area. Construction in Holcombe should begin this fall.

Ntera will offer 1 Gigabit per second (1,000 Mbps) connectivity to premises in addition to voice and video. Rates have yet to be determined. CVEC’s service area includes approximately 7,500 premises within five counties. Citizens Connected has already invested in fiber infrastructure passing more than 3,200 premises.

Holcombe is a census-designated place in the town of Lake Holcombe, where the population is a little more than 1,000. Even though they’d like to, Lake Holcombe schoolteachers don’t offer devices to students because so many of them don’t have Internet access at home. Superintendent Jeff Matin says that more than half of the students don’t have Internet access because it isn’t available in their home or just too expensive.

The Lake Holcombe schools will use $80,000 in E-rate funding and state grants to connect to existing fiber in the community that will be incorporated into the larger network. Although the school district is obtaining funding to connect, the cooperatives are funding the network investment themselves. They have not yet released a final estimate for the cost of the project. School officials look forward to the educational opportunities the new fiber will bring:

Mastin is eager to have the improved broadband in the Holcombe area. Right now, there is Internet in the school building only.

“We’ll be able to have our community having easier access to the Internet,” Mastin said. “We could give (students) more devices to allow them to connect to it. It’s definitely needed for education in the 21st century.”

Vernon Communications Cooperative Connecting Rural Southwest Wisconsin

Vernon Communications Cooperative (VC Co-op), serving much of rural Vernon County, Wisconsin, was recently named a Certified Gig-Capable Provider by NTCA-The Rural Broadband Association. VC Co-op joins a growing list of rural cooperatives that are offering gigabit connectivity to members in places where national Internet service providers don’t want to invest in infrastructure. The certification requires that "gigabit technology is currently commercially available within 95 percent of one or more exchanges within [the provider's] serving territory and that such service can be provided without new trenching or stringing new aerial facilities."

Why Do Co-ops Always Start? To Fill A Need

VC Co-op started as a telephone cooperative in 1951 when local farmers collaborated, obtained funding from the Rural Electrification Act, and formed the Vernon Telephone Cooperative. After partnering with other telephone companies in the region to establish Internet service in the early 1990s, VC Co-op also began offering long distance voice and television services in 2001.

VC Co-op has also made a name for themselves by offering twelve community television channels that broadcast various local events, including school sports and concerts, local weather, and even radio shows.

By 2008, VC Co-op had finished upgrading their network in the county seat of Viroqua (pop. 4,400), replacing copper lines with fiber. Viroqua has taken advantage of the fiber in ways that touch almost all aspects of daily life. In addition to public safety, healthcare, and education, local businesses using fiber connectivity have been able to grow beyond the limits of Viroqua. All the while, the VC Co-op has served the community with the same spirit we see from other cooperatives.

It’s getting easier to find high-speed internet service in rural Wisconsin, yet there are still places where a robust online connection is as elusive as the Hodag, a mythical creature that legend says prowls the Northwoods.

What’s more, critics of government grants aimed at boosting the service across the country say much of the money is being spent on internet speeds that are obsolete.

When the service providers focus on short-term profit, rather than building the best possible network, it’s not good for rural America, said Christopher Mitchell with the Institute for Local Self Reliance, a Minneapolis nonprofit that helps communities with internet access issues.

“I don’t blame the providers any more than I blame tigers when they maul humans. They are what they are. The problem is that government policy lets them do it,” Mitchell said.

Frontier Is A No-Show: Rural Wisconsinites Looking For Promised Connectivity

It’s been about two years since the people of Lincoln County, Wisconsin, learned that Frontier Communications received federal funding to expand Internet access in their region. Now, they’re wondering why Frontier has still not started construction of promised infrastructure.

A Long Road To Nowhere

The community has been seeking ways to improve local connectivity for years. Back in 2013, they held a series of local listening sessions and workshops with officials from the University of Wisconsin-Extension Center for Community Technology Solutions. The goals of the workshops were to educate community members about the importance of connectivity and to learn more about the availability of Internet access at the local level. The meetings addressed both residential and business needs

In the summer of 2015, county officials announced that they had been working on an initiative to find a way to improve connectivity throughout Lincoln County. By engaging members of the public in town hall forums they had learned that the general consensus was:

“For the most part, people are disappointed with their current service.”

“Generally speaking, their current Internet service is not fast enough and there just isn’t enough capacity to do what they want to do.”

Community leaders were also learning that a fair number of home-based businesses were popping up in the county.

Sun Prairie To TDS Sale; Details Matter

Earlier this spring, Sun Prairie Utilities (SPU) and TDS Telecommunications Corp. signed a letter of intent to transfer ownership of the community’s Fiber-to-the-Home (FTTH) network to TDS. After weighing the pros and cons, the City Council approved the deal by a 4 - 2 vote at an April 11th meeting.

Conversation and Reservations

TDS will pay $2.88 million for the fiber-optic network. The asset has been valued at $2.7 - $2.8 million and the city owes $2.85 million on the network.

The company has agreed to expand the network over the next 30 months and will use customer demand to determine where to deploy new investment. If they don’t begin expansion within 30 months, TDS will pay a $25 per unit penalty to the city.

At least one Alderman felt the penalty was too lenient. “I want this contract to have real consequences if the buildout doesn’t happen like they say it will,” said Mike Jacobs at the April 11th meeting. Jacobs expressed his desire to allow SPU to continue efforts to develop the network, arguing that high-speed Internet access is an essential service like police, fire, and other services the city typically provides. He argued such an asset should not be sold to a company that needs to make profits.

Alder Maureen Crombie also wanted to hold off on approving the transaction. She stated that the Council should wait three weeks to hear residents concerns but other council members disagreed.

Incumbent Charter Communications also opposed the sale, stating that they face unfair competition now because the city will be helping TDS market the FTTH service. Alders responded to Charter’s government affairs manager by reminding him that Sun Prairie had approached the company asking for upgrades but were ignored. They also said that, had Charter offered to purchase the system, Sun Prairie officials would have considered their offer.
