How the Core Values of Small ISPs Contribute to Internet Access and Digital Equity for All - Episode 556 of the Community Broadband Bits Podcast

This week on the podcast, Christopher is joined by Angela Siefer (Executive Director, National Digital Inclusion Alliance) and Matt Larsen (CEO, Vistabeam) to talk about connecting the unconnected and doing digital equity work as a small Internet Service Provider (ISP). They talk about creating a culture of inclusion inside and out and working with local communities to get the most value out of every dollar. In a marketplace that heavily favors the largest cable and telephone providers, Angela and Matt share the ways that they participate in grant programs and how they actively build peer networks to exchange knowledge and make sure the Internet works for as many of us as it can.

Approaches to Digital Equity Work in Cleveland and Detroit - Episode 553 of the Community Broadband Bits Podcast

This week on the podcast, Christopher speaks with Joshua Edmonds, CEO of DigitalC, a nonprofit technology social enterprise in Cleveland. DigitalC offers affordable wireless service for $18/month, as well as a co-working and collaboration space for the community.

Joshua served as Detroit’s Digital Inclusion Director for four years before heading DigitalC, and he and Christopher discuss Joshua's coalition-building work in Detroit. They compare his experience working under the city of Detroit to his nonprofit digital equity work in Cleveland. Detroit and Cleveland also have two of the highest Affordable Connectivity Program (ACP) enrollment rates among prominent metro areas – Joshua offers his approach to ACP, outlining the organized and relentless campaign it took to achieve substantial enrollment in the subsidy program during his time in Detroit. He highlights how important it is to focus on long-term, structural solutions for closing the digital divide at the same time as we find ways to make Internet more affordable in the short term.  

Joshua also speaks about DigitalC’s focus on being locally-rooted, mission-driven and sustainable, and offers his thoughts on the viability of wireless.

Congressional Intent, Supply Chain Requirements, and Overbuilding with BEAD

The BEAD Notice of Funding Opportunity (NOFO) released by NTIA is packed with guidance and regulations for how tens of billions in new funding with be spent. Reading the rules closely gives us a sense of who they might advantage, at least early on, and the line NTIA is trying to walk in giving the money the most bang for its buck while also heading off abuse. 

On a recent episode of the Connect This! Show, Christopher Mitchell, Travis Carter (USI Internet), Kim McKinley (UTOPIA Fiber), and Doug Dawson (CCG Consulting) tackled what we know, what we don't, and what's likely to happen as states begin to file their letters of intent to participate in the program. [Updated Report] Shopping for Broadband: Failed Federal Policy Creates Murky Marketplace

In November, the Institute for Local Self-Reliance published a report examining the transparency practices of Internet Service Providers (ISPs). Shopping for Broadband: Failed Federal Policy Creates Murky Marketplace [pdf] identified locally-controlled broadband networks as the most transparent around key service details.

Large ISPs, however, were found to be more likely to make information like upload speed and pricing difficult or impossible for potential customers to find. 

After the report’s original publication, a WISP advocate suggested that our fixed wireless sample may not appropriately represent the industry and requested that we review and re-issue our analysis with an alternative list of ISPs that have been more aggressive in pursuing federal funding and spectrum opportunities. These WISPs greatly outperformed our original sample, which was selected based on those claiming the largest population coverage.

New Set of WISPs Shows Better Transparency 

While many of the original WISPs failed to disclose basic pricing and service information, only two of the second set offered less than excellent information in all categories. The second set had less poor quality information and slightly more missing information than our set of cooperatively-run networks. Municipal networks remained the most transparent. 

Though many of the fixed wireless providers originally studied do seem to claim the greatest number of potential customers, we agree with some reviewers that they are not actually among the largest fixed wireless ISPs with the most subscribers. The new list of WISPs, which is included alongside the original one on the Broadband Transparency Rule Compliance Scorecard, may be a more accurate representation of providers’ transparency practices in this industry. 

Urban Wireless: 5G, CBRS, and How Cities Can Help WISPs – Episode 2 of Connect This!

This week on the show Christopher is joined by Mason Carroll (Monkeybrains), Deborah Simpier (Althea Networks), and returning champion Travis Carter (US Internet). 

The group collectively imagines what they would recommend to the FCC if they were called upon to help facilitate urban wireless deployment in the name of more affordable, equitable Internet access. They dig into different approaches, dissect the 5G hype, and mull the recent opportunities offered by Citizens Broadband Radio Service (CBRS). Putting on their private Internet Service Provider (ISP) hats, Mason, Deborah, and Travis tell Christopher what they'd be looking for from cities considering building publicly owned infrastructure — conduit or fiber — in the name of incenting more competition. Finally, they spend some time talking about the particular challenges and solutions presented to urban wireless by apartment complexes and other types of multi-dwelling units (MDUs).

Service Providers Start to Adjust to Increased Demand, New Environment

With everything from shelter-in-place orders to partying on Florida beaches, Internet Service Providers (ISPs) across the country have had to figure out their own responses to Covid-19. We reached out to a mix to get a sense of what they are seeing and how they are adapting.

Some ISPs have cut all installs and have disbanded their offices as much as possible to work remotely and try to prevent spread of the novel coronavirus. Others have detailed new protocols. Almost all are seeing some increases in bandwidth usage. Lots of ISPs have special, temporary offers to get low-income families signed up during this time of need.

Bandwidth Booms

When it comes to usage, we are seeing a lot more activity. We don't have enough evidence to confirm our recent predictions, but things are more or less where we expected. Most networks usually have peak activity in evening prime time hours, and that remains true. The daytime peaks are expanding, but 4K streaming is keeping those evening peaks much larger. 

At Sonic, California's largest independent ISP, they have seen an increase of 25 percent in evening peak, which is remarkable, but well within the capacity of their network to handle it.

Report: San Francisco's Public Housing Low-Cost Gig and How They Did It With Monkeybrains

Local communities continue to search for ways to tackle the digital divide and in San Francisco, the city is making strides by working with a local Internet access company. The City by the Bay and ISP Monkeybrains have adopted a new model to bring high-quality connectivity to residents in public housing. The approach not only creates new opportunities for people who were once denied economic and educational opportunities, but does so in a way that is financially self-sustaining. With modest maintenance and start-up costs, Monkeybrains and San Francisco has found a way to bring the same high-speed Internet access to low-income households at an affordable rate. A few national ISPs offer programs for households considered low-income, but those services only offer slow and typically unreliable connections. The program that Monkeybrains and San Francisco has created provides high-speed Internet access to public housing units at no cost to the end user. In some cases, the ISP does receive a monthly payment of $10 per unit from building management. No matter what, each user receives the same level of customer service and support as those who pay standard monthly rates. From the beginning, the goal was to bring the same level of service to subscribers in public housing as Monkeybrains subscribers throughout the city.

It’s cold in our Minneapolis office this week, but two of our staff — Christopher Mitchell and Katie Kienbaum — are off enjoying mild January weather in North Carolina. They’re conversing with the good folks in three different communities, where they also met up with this week’s podcast interviewee, Alan Fitzpatrick, CEO of Open Broadband

Alan and Christopher have a practical conversation about what it’s like to be in the fixed wireless Internet access business these days. As they discuss, the model for today’s WISPs isn’t like it was in the past, which is one of the reasons fixed wireless companies such as Open Broadband are able to provide service so much more advanced. In addition to talking about technology, Alan touches on the birth of the company, some of their hardest challenges and how they overcome them, and he gets a little nostalgic remembering their first gigabit customer.

Colorado Community WISP Picks Up Slack When Incumbent Fails to Deliver - Community Broadband Bits Podcast 325

When Fairpoint wouldn’t give folks in Crestone, Colorado, what they needed after repeated requests, they decided to take care of it themselves. By 2012, Ralph Abrams and his band of Internet pioneers had created Colorado Central Telecom, providing affordable, dependable fixed wireless service to premises throughout the region at much faster speeds than Fairpoint could ever deliver. In this episode of the podcast, Maisie Ramsay, Marketing and Business Development from the company, tells us more about the company and their work.

Colorado Central Telecom has been delivering Internet access to subscribers for a relatively short time, but it’s clear they have the needs of the community in mind. They’ve made steady investments in their equipment in order to improve their services and have even picked up some fiber network resources. Maisie describes some of the challenges of working in a mountain geography such as the San Luis Valley and the technologies they employ to get past the hurdles Mother Nature has created.

Maisie also talks about some of the collaboration Colorado Central Telecom is pursuing. It’s clear that the company has a goal — to bring better connectivity to the people in the region — and doesn’t mind sacrificing a little as a way to improve the situation for the whole region. No wonder they were named Service Provider of the Year at the 2018 Mountain Connect Broadband Development Conference.
