The latest round of Border-to-Border grants from the state of Minnesota total $20.6 million matched by $34 million in other funds for 39 projects to connect almost 7,000 locations, and includes almost a dozen cooperative projects. Among the winners are Paul Bunyan Communications, CTC, and Mille Lacs Energy Cooperative.

A bill dedicating $150 million of anticipated federal funding to create a new state broadband office to coordinate and accelerate the expansion of high-speed Internet access throughout Vermont passed the State House of Representatives last week with overwhelming bipartisan support.
On March 24th, the Vermont House approved H.B. 360 by a vote of 145-1, backing the creation of the Vermont Community Broadband Authority. If the bill becomes law it would help fund and organize the deployment of broadband infrastructure between Vermont’s nine Communications Union Districts (CUDs) and their potential partners, which include electric distribution utilities, nonprofit organizations, the federal government, and private Internet Service Providers (ISPs).
The bill was introduced in the state Senate last Friday, and discussed for the first time in the Senate Finance Committee on Wednesday.
Enabled by a 2015 law, CUDs are local governmental bodies consisting of two or more towns joined together to build communications infrastructure. They were established to create innovative solutions to build broadband networks and provide a combination of Fiber-to-the-Home and fixed wireless Internet connectivity in their respective territories across Vermont, especially in areas where incumbent ISPs fail to provide adequate service.
Vermont’s CUDs, which have called for federal funding assistance since the onset of the pandemic, are ideally positioned to distribute funds in a way that will provide reliable and high-performance Internet access to every nook-and-cranny of the state. Vermont’s active CUDs have already constructed deep pockets of fiber.
Whether or not the CUDs will be able to reach the state’s goal of delivering universal 100/100 Megabits per second (Mbps) Internet service by 2024 now rests in the hands of Vermont’s Senate, Congress, and the Biden Administration as state and federal lawmakers wrestle with how to best expand access to broadband.

Visitors to libraries across the country are being greeted with signs declaring, “Library Closed,” in an attempt to contain the spread of the novel coronavirus. But increasingly, those words are followed by the ones seen outside Schlow Centre Region Library in State College, Pennsylvania: “Park for Free Wi-Fi.”
As the Covid-19 outbreak pushes almost all daily functions online, libraries, schools, and Internet service providers (ISPs) are finding themselves on the front lines of responding to their communities’ connectivity needs — especially those of students. Nationwide, these broadband first responders are working rapidly to open and deploy public Wi-Fi hotspots that families can access from the safety of their parked cars.
Even before the current crisis, the “homework gap” meant that 7 million school-age children did not have Internet access at home, hampering their ability to get an education. Now, the digital divide is being thrown into even starker relief, as students struggle to access online classes and school districts grapple with equity concerns.
Though it isn’t a permanent solution to the homework gap, these community institutions and providers hope that the emergency Wi-Fi access will give students on the wrong side of the divide a chance to learn while schools are shut down.
Students Trade Desks for Cars
Earlier this week, the American Library Association (ALA) recommended that libraries leave their Wi-Fi turned on and accessible while facilities are closed. In a press release, ALA stated:
America’s 16,557 public library locations are essential nodes in our nation’s digital safety net . . . The COVID-19 Pandemic is disrupting this safety net and spotlighting the persistent digital gaps for more than 20 million people in the United States, including millions of school-age children and college students...
Minnesota Democratic Senators Amy Klobuchar and Tina Smith, alongside Republican State Representative Pete Stauber recently announced a $1.9 Million grant for broadband deployment in Aitkin County. Two local cooperatives will use the Community Connect grant from the U.S. Department of Agriculture (USDA), to deploy fiber optic infrastructure in order to spur economic development, business, telehealth, and educational improvements.
In a press release, Sen. Klobuchar said, "This crucial funding will connect these communities - bringing high speed Internet to even more Minnesotans. We must continue working to expand broadband access in our rural areas, a necessity for our families and businesses.” Sen. Smith commented, "I’m glad to see USDA investing in Aitkin County—including Mille Lacs Band of Ojibwe—to ensure rural Minnesotans aren’t left behind in our work to provide affordable and reliable service to everyone.”
In 2016, Mille Lacs Energy Cooperative (MLEC) received a $1.76 million grant from the Minnesota Border to Border Broadband Program. MLEC partnered with Consolidated Telecommunications Company (CTC) and worked together to successfully create XStream Fiber, a Fiber-to-the-Home network (FTTH). The Border to Border Broadband Program grant allowed the co-ops to deploy XStream Fiber to 800 households, several businesses, and local institutional sites in Aitkin County.
The Community Connect grant will allow the partners to expand XStream Fiber to 235 more homes and businesses in Rice River Township, Spaulding Township, and tribal lands in Aitkin County, Minnesota.

The lakes and forests of Aitkin County in northern Minnesota make it an ideal location for a vacation home, but poor connectivity has historically limited days spent at the cabin to weekends and holidays. However, a new partnership between Mille Lacs Energy Cooperative (MLEC) and Consolidated Telecommunications Company (CTC) is making it possible for families to extend their trips up north by connecting lakeside cabins with high-speed Internet access.
The two co-ops are working together to build a Fiber-to-the-Home (FTTH) network, XStream Fiber, that will bring fast, reliable broadband access to homes and businesses in MLEC's service territory. MLEC hopes that the improved connectivity will benefit the local economy by encouraging seasonal residents, who make up more than 40 percent of the cooperative's membership, to stay in the region for longer.
Partnership Lands State Grant
According to Stacy Cluff, Technology and Energy Services Manager at MLEC, the electric cooperative had been exploring its options for offering high-speed broadband access for a decade. But it wasn’t until 2016 when MLEC began working with CTC, which had previously partnered with Arrowhead Electric Cooperative on a broadband project, that the XStream Fiber network became a reality.
CTC’s role in the partnership is to provide network connectivity, Internet backhaul, and backend support while MLEC manages billing, marketing, and other subscriber services. The cooperatives coordinate technical support calls, with MLEC handling basic issues itself and pushing higher level problems to CTC. High-quality connectivity from the local cooperative is attracting economic development to rural Minnesota. Consolidated Telecommunications Company (CTC), began developing a fiber-optic network in the Brainerd area in the early 2000s; as the cooperative has expanded the network, businesses are getting fast, affordable, reliable connectivity.
A recent Brainerd Dispatch article highlighted several businesses that credit the local workforce and the network for their decision to build satellite offices in the Brainerd area. In addition to “battle-tested sales people who can establish relationships with customers and can ‘close the deal,’” GovMint.com’s Director of Sales Jim Martin told the Dispatch:
Equally important is the area's fiber optic network, a high-speed Internet connection that allows the sales staff to access the company's giant customer and product database, and efficiently complete online sales forms.
Martin said the company relies on its computer system for call routing, customer information, online orders and sales leads that come through the Internet. GovMint.com's sales staff makes 150-300 customer calls a day.
"The system has to be reliable or Jim's phone starts ringing," Martin said. "The service we have in Crosslake is very fast and very reliable."
The company sells rare and unique coins and has headquarters in Burnsville, Minnesota; the satellite office employs 25 people. The company has doubled revenue over the past five years and needed to expand so established the office in Crosslake, near Brainerd and on the CTC network.

The Minnesota Department of Human Services chose Brainerd for its service center in part because they needed access to a network that could handle its technology demands.
