Open Technology Institute Explores Gig.U Model for Community Networks

In a report entitled "Universities as Hubs for Next-Generation Networks," the Open Technology Initiative at the New America Foundation has explored a new path for expanding community networks. The full report is available here [pdf]. This report builds on the Gig.U initiative, in which major universities are working with communities and other partners to expand access to next-generation networks in select areas. We recently wrote about a Gig.U project in Maine. This approach encourages a very collaborative approach with lots of community input and a mix of fiber-optic lines feeding neighborhood wireless networks. Universities already need robust connections but few have been as bold as Case Western Reserve University, which initiated a project to share a gig with neighbors in Cleveland. OTI calls on open access fiber links connecting anchor institutions that allow wireless nodes to easily connect. Planning for such interconnection upfront is far preferable to adding it after because interconnection points should be placed in convenient places for wireless transmitters. The people at OTI have long championed mesh architectures and this report again explores the benefits of such an approach:

Rural Community Broadband Network in Minnesota Garners More Coverage

Minnesota Public Radio has once again covered some of the many benefits coming from the stimulus-funded Southwest Minnesota Broadband Services that grew out of WindomNet, a small muni network. It is now offering some of the fastest connections in the region to people who previously only had dial-up or slow DSL.
Schensted and his wife are the first in their southwest Minnesota community to connect to a new high-speed Internet service. He said the new service is everything it was advertised to be. "We're getting anywhere from 50 megabits downloading and about 20 to 30 uploading," Schensted said. "It's just really incredibly fast."
Stimulus dollars spent on expanding publicly owned networks gets the most bang for the taxpayer's buck and should have been a much larger focus for the broadband stimulus. The people and businesses served by this network have faster connections at lower prices than we can get in the metro area of Minneapolis/St Paul.
Schensted's house is connected to the nearly $13 million Southwest Minnesota Broadband Service project that will serve eight communities: Bingham Lake, Brewster, Heron Lake, Jackson, Lakefield, Okabena, Round Lake and Wilder. Internet equipment Schensted said he has never had that kind of Internet speed, even when he lived in the Twin Cities. "This is perhaps overkill for even my home," he said. "I'm not complaining about it, but it's a wonderful overkill. My wife and I can both be using a computer, we can be streaming something on the television, all at the same time which is something we wouldn't have dreamed of before."
Smart public investments can connect everyone in this state, at a fraction of the price that it would cost to subsidize the big private companies to do it. They are too inefficient and require too large a margin of profit, in addition to a host of other problems.

Wireless Problems Due to Technology, not Ownership

Opponents of publicly owned broadband networks often hold up examples of wireless networks that did not turn out as planned -- more often than not, they ignorantly use examples of privately owned networks like Earthlink networks in Philly, Houston, or proposed privately owned networks in San Fran and Chicago. It is true that many wireless networks (especially those using Wi-Fi) came in above projected costs and late. It is also true that this happened across all manner of network ownership types. GoMoorhead, a publicly owned Wi-Fi network in Minnesota, was recently sold to a private company - and I am working on a report about that. However, there was also a recent announcement that the privately owned wireless network being built in Burnsville, Minnesota, is behind schedule.
Frontier Communications expects to extend its Wi-Fi hot spot service to Burnsville's performing arts center this fall, but a company official admitted Friday that knitting together complete citywide coverage has gone more slowly than expected. The phone provider for the southern part of Burnsville as well as Apple Valley, Farmington and Lakeville, Frontier had expected to have 90 percent of the city covered with a network of broadband Internet Wi-Fi hot spots by now. But Frontier is still moving its wireless service from the south, where it kicked off service in October 2007, into the northern parts of the city.
Additionally, the public-private partnership in Minneapolis remains behind schedule (privately owned but built with substantial amounts of public money). The problem is the technology - not the ownership. We continue to believe that the future should feature wireless as a complement to the more reliable and faster wired connections that should be available to everyone. But the more we talk to communities, the more we learn that wireless is more difficult to work with and often more expensive than expected.
