Eight Pennsylvania Counties Join Forces to Improve Regional Connectivity

Local officials in eight mostly-rural counties in southwest Pennsylvania are combining efforts to determine first, what connectivity is available and, second, what can be done to improve it.

Westmoreland, Fayette, Cambria, Somerset, Blair, Bedford, Huntingdon, and Fulton counties have been working with consulting firm Design Nine to develop a survey to share with residents in the region. The Regional Broadband Task Force, established by the Southern Alleghenies Planning & Development Commission (SAP&DC), gathered limited data in the past. They estimate that six percent of folks in the region live in places without wired broadband Internet access.

An earlier study determined that:

...2.3 percentage of the 354,751 residents fall below that level of service [25 Mbps upload and 3 Mbps download]. About 1.6 percentage of Blair County’s 123,842 population and 2.2 percentage of Cambria County’s 134,550 population are lacking that basic level of connectivity. At the other end of the spectrum, 55.2 percentage of Fulton County’s 14,506 residents are without the service.

ARC Funds

Funding for the study comes from the Appalachian Regional Commission (ARC). The Task Force received $50,000 from ARC and the member counties contributed a matching $50,000 for the study. They began looking for a firm to help develop the study last fall and chose Design Nine hoping to determine:

  • Level of service being provided; the needs of local businesses and the reliability of the current services being provided;
  • An inventory of broadband assets already in place;
  • An assessment community broadband requirements for bandwidth needs;
  • Determine best technologies to meet the coal impacted community needs; and
  • Cost estimates for different deployment strategies

Exploring Eastern Tennessee's BrightRidge Network - Community Broadband Bits Podcast 374

Even though the state of Tennessee adopted legislation long ago to discourage municipal networks, local communities in the state are finding ways to deliver high-quality Internet access via public utilities. This week, Chief Broadband Officer from BrightRidge Stacy Evans visits with Christopher. They talk about the power utility and their expansive broadband project in eastern Tennessee.

BrightRidge used to be known as the Johnson County Power Board, but limitations changed for the entity when it became an energy authority. Stacy provides some history about the region, the energy authority, and the considerations that contributed to the change. He also describes some of the challenges they’ve faced deploying over a very large area in a multi-phased roll-out that employs both Fiber-to-the-Home (FTTH) and fixed wireless.

They’re still in the early deployment phases, but BrightRidge is already hearing stories about benefits from subscribers. In addition to sharing a few with us, Stacy talks about how BrightRidge has adopted a layered approach at the premise that will make implementing future innovations easier. He and Christopher review some of the indirect benefits from the network, such as improved service from incumbents and improved electrical services.

KentuckyWired: Partners, Poles, Problems Plague Project

With the best intentions, Kentucky announced in late 2014 that it would build out a statewide open access fiber optic network to at least one location in each county to encourage high-quality connectivity in both urban and rural communities. Hopes were high as rural residents and businesses that depended on DSL and dial-up envisioned connectivity to finally bring them into the 21st century. After almost three years and multiple issues that have negatively impacted the project, legislators and everyday folks are starting to wonder what's in store for the KentuckyWired project. 

Local Communities Are Best Suited To Deploy Community Networks

There is no one-size-fits-all method of deploying across a state filled with communities and landscapes as diverse as Kentucky. From the urban centers like Louisville and Lexington to the rocky, mountainous terrain in the southeastern Appalachian communities, demographics and geography vary widely. But most lack modern Internet access and local ISPs have found it hard to get affordable backhaul to connect to the rest of the Internet.

There are several municipal networks in Kentucky, some of which have operated for decades. In addition to Glasgow, Paducah, Bowling Green, Frankfort, and others, Owensboro is currently expanding a pilot project that proved popular. As our own Christopher Mitchell discussed at the Appalachia Connectivity Summit, several cooperatives have made major fiber-optic investments in the state.

When it comes to connecting residents and local businesses, we strongly believe local entities are the best choice. Local officials have a better sense of rights-of-way, the challenges of pole attachments, and the many other moving pieces that go into network investment. Projects with local support see fewer barriers - people are more willing to grant easements, for instance. 

Garrett County Builds Better Connections By Combining Technologies in Rural Maryland - Community Broadband Bits Podcast 275

Maryland may be home to our nation’s bustling, urban capital, but on the other side of the state are the Appalachians and many rural communities that struggle with poor Internet access. One of those communities is Garrett County. Residents, businesses, and institutions have limped along for years using outdated connections.  Some people don’t have any access to the Internet; all that is changing.

In episode 275 of the Community Broadband Bits podcast, the county’s Natural Resources Business Specialist Cheryl DeBerry and county CIO Nathanial Watkins join Christopher to discuss the initiative that is changing the local connectivity landscape.

Cheryl, Nathaniel, and Christopher discuss the project that combines fiber, fixed wireless, and TV white space technologies in order to reach people and businesses across the county. They also talk about how a significant portion of people in the rural community simple can’t afford the high cost of satellite and how mobile Internet access just doesn’t cut it in a rural area like Garrett County. Cheryl describes how the project is an economic development initiative and Nathaniel shares more details about their need to combine technologies and the results.

Fiber For Key Industrial Areas Coming To Somerset County, Pennsylvania

Over the past several decades, the population of Somerset County, Pennsylvania, has incrementally jumped up and down, but today's population is the same as it was in 1960. In order to boost economic development and encourage growth with more jobs, community leaders are deploying fiber for better connectivity in several industrial areas.

Financial Help For Fiber Connectivity

In May, U.S. Department of Commerce’s Economic Development Administration (EDA) announced that they would provide a $569,000 grant to the county to help fund the project. The EDA consider the project worth while because they expect the project to retain 20 existing jobs, generate 42 new jobs, and stimulate $25 million in private investment.

County officials intend to combine the EDA grant with an additional grant they received in January from the Appalachian Regional Commission. The ARC grant of almost $949,000 will allow Somerset County to dedicate approximately $1.5 million to run fiber four industrial parks. The County will match the grant award in order to fully fund the 22-mile network, which will expand existing Somerset County fiber infrastructure. View a map of the proposed expansion here.

Lack Of Meaningful Connectivity In Rural Pennsylvania

Recently, the County Board of Commissioners approved a contract with a firm to oversee the project. Long-term goals are to improve connectivity for approximately 1,100 businesses and 3,900 households along with local community anchor institutions (CAIs) and other entities. Approximately 18 percent of the people in Somerset don’t have broadband as defined by the FCC (25 megabits per second (Mbps) download and 3 Mbps upload) according to Form 477 data. The number is likely much higher, however, because Form 477 data tends to overstate coverage, especially in rural areas. Shortly after the county received the EDA award, two local Internet service providers expressed interest in delivering services via the new infrastructure.

"Net Neutrality Has Rural Impact" : Mountain Talk And Mimi Pickering

As the new administration’s FCC re-examines Network Neutrality rules, rural communities are wondering how any changes may affect areas in the U.S. that already have difficulties obtaining fast, affordable, reliable Internet service. In a recent Mountain Talk podcast, Mimi Pickering tackles the question by talking to several knowledgeable guests.

In addition to Christopher, Mimi talks with other guests who offer insight into why Network Neutrality is critical to rural areas as we move forward. Rural areas tend to feel impacts harder than urban areas. The show includes audio from past interviews, news reports, and events.

The Federal Communications Commission’s (FCC) move to repeal Net Neutrality and classification of Broadband Internet as a Title II Telecommunications Service could have significant impact on rural America, where the digital divide is already the largest. 

In this edition of Mountain Talk, host Mimi Pickering explores potential impacts with economist Roberto Gallardo from Mississippi State University Extension Services and Christopher Mitchell, Director of Community Broadband Networks at the Institute for Local Self-Reliance. 

We also hear from a 2015 interview with Edyael Casaperalta, representing the Rural Broadband Working Group of the National Rural Assembly, on the 2015 reclassification of Broadband as a Title II Telecommunications Service and its potential to reduce the digital divide, increase competition, and protect consumers. 

Finally, FCC Commissioner Mignon Clyburn talks about her work on the FCC to increase access and affordability for people of color, low income, and rural communities. Her term at the FCC will soon end but she promises to continue to speak for those who are not typically represented and calls on all folks to make their voices heard at the FCC at every opportunity.

The Many Networks of Williamstown, Kentucky

Among the rolling hills and mountains of Appalachia sits the small city of Williamstown, Kentucky, in central Grant County. Home to about 3,500 people, Williamstown is the center of connectivity for the county. The city’s fiber provides high-speed connectivity to local businesses, while its long-running cable network keeps folks connected in the town. Williamstown operates a small Fiber-to-the-Home (FTTH) network in the southern half of the county and offers much of the rest of the county fixed wireless service.

Roy Osborne, the Superintendent at Williamstown Cable told us how this small town had developed so many different projects throughout the county. Within the town itself, the network is a hybrid fiber-coax (HFC) system that supports speeds from 20 Megabits per second (Mbps) to 100 Mbps download for residents and businesses alike; upload speeds vary from 2 Mbps to 10 Mbps.

For large institutions, Williamstown Cable builds fiber lines to provide reliable, fast connectivity. It serves most county facilities, such as the courthouse and detention center. It even brought a fiber connection to the theme park just outside of town -- the Ark Encounter, based on the biblical story of Noah’s Ark. Osborne recalled the high level of Internet service in the small town surprised the developers. 

The community was not going to let its rural neighbors remain without connectivity. In 2007, the town started a project to bring fixed wireless service to the surrounding county. Williamstown Cable found a way to bring some of the fastest, most reliable Internet service to a small community of Corinth in southern Grant County in 2010. They used federal funding to build a Fiber-to-the-Home (FTTH) network to the 200 people in the town.

Clyburn, who also spoke at a Town Hall that evening.

Country Connection: Rural Residents Ask FCC To Improve Internet Access

More than two million people across the Ohio Valley live in areas that lack any option for fast and reliable internet service. This week some of them had a chance to tell a member of the Federal Communications Commission what that means for their work, studies, and everyday life.

The Appalachian Connectivity Summit in Marietta, Ohio, explored possible local solutions. But the event came during a week that also saw large internet providers suing to stop one way to connect more people to broadband service. ...

Net Gains

For more than a decade, Christopher Mitchell has been working on broadband expansion issues with the Minnesota-based Institute for Local Self-Reliance. Mitchell gave the connectivity summit’s keynote address, and Frontier got a mention in his talk.

We have compiled federal statistics on broadband availability and federal subsidies for large Internet Service Providers. We've created detailed maps of 150 counties in Kentucky, Southeast Ohio, and northern West Virginia.

We've also created Rural Toolkits for Kentucky, Southeast Ohio, and northern West Virginia. These toolkits offer a big picture look at connectivity on a regional and statewide level.  They also provide action steps for folks to learn more and get involved.

Remember these three key details when reading through this information:

Internet access: if you can get online, check email, and browse the web.

Broadband: the Federal Communications Commission (FCC) currently defines this as speed of 25 Mbps download and 3 Mbps upload. 

Fiber-to-the-Home (FTTH): a high-speed fiber-optic connection directly to the home. This type of technology can support speeds of more than 1,000 Megabit-per-second (Mbps).

Appalachia can get better Internet service, but the big companies aren’t going to do it. Cooperatives and small towns are stepping up and delivering world-class Internet service.
