In Wisconsin, Sun Prairie Utilities (SPU) and TDS Telecommunications Corp. have signed a letter of intent (LOI) for the sale of the city’s municipal network to the Chicago-based telecommunications company. The parties plan on having a final deal hashed out and concluded by the end of March.

 TDS Plans For Growth

According to Sun Prairie Mayor Paul Esser, approximately 700 homes are connected to the SPU network, leaving 12,000 households left to be hooked up. TDS has expressed a desire to accelerate the Fiber-to-the-Home (FTTH) expansion, in keeping with its recent growth strategy.

 “We plan to expand the network to launch 1 Gigabit broadband speeds, as well as phone service, and our industry leading IPTV solution, TDS TV, to residents,” [Drew Petersen, vice president of external affairs and communications at TDS] said. “For businesses, we would look at providing dedicated fiber connections and our hosted VoIP phone solution, TDS managed IP Hosted.”

TDS has also recently acquired Interlinx Communications and its subsidiary Tonaquint Networks in southern Utah.

Sun Prairie Residents, Businesses Not Happy With Incumbents

About a year ago, we learned that an FTTH pilot project had experienced incredibly high demand: 54 percent of households in the pilot area requested the service. It was a good problem to have, but perhaps the community's leaders got cold feet. The demand for high-quality Internet access is strong in Sun Prairie where residents are fed up with poor service from Charter and Frontier. Enter TDS.

What The Future Holds

Will TDS be able to do a better job? Will TDS maintain the assets or sell out to some other behemoth like Comcast? Time will tell. Whether or not TDS will encourage the current providers to improve services or just offer another poor option to the people of Sun Prairie remains to be seen.

On the plus side, if Sun Prairie had not chosen to make any investment in Internet...

The city of West Plains, Missouri, is now offering high-quality fiber connectivity up to 1 Gigabit (1,000 Megabits) per second to local businesses. The community is also exploring the possibility of a pilot project to a limited area of households as the city considers whether or not to also offer Fiber-to-the-Home (FTTH).

No Time To Dawdle

According to City Administrator Tom Stehn, the decision to move forward was prompted by the state legislature: first last year's HB 2078 and now by SB 186, which will be heard in committee tomorrow, Feb. 14th. City leaders decided to preserve their local authority by establishing a broadband utility and expanding a plan to improve local connectivity. Since they are up and operating now, they expect to be grandfathered in under the language of the statute.

Open For Business

The network is now serving the West Plains Senior Center and the Ozarks Small Business Incubator. Ozarks Medical Center may soon be on the network and, according to Stehn, the city is still deploying the network but wants to let local businesses know that it is up and running. Access from incumbent providers is available in West Plains, but prices are high and some local businesses report rates up to three times those paid for similar needs in urban areas. City leaders see the network as an economic development tool that will attract new businesses and will help control prices for existing businesses and keep rates in check for residents.

West Plains is home to approximately 12,000 people and the county seat in Howell County. The town is in the center of the county, which is located on the southern border. Missouri State University has a campus at West Plains with a number of Associate degree programs and the community has an airport, the Heart of the Ozarks Fairgrounds, and several private schools in addition to the public school system.

Glenwood Springs recently released a Request for Qualifications (RFQ) as it looks for firms to help them develop broadband planning. The Colorado community’s residential Fiber-to-the-Home (FTTH) pilot program obtained a 25 percent take rate just by word of mouth and according to the RFQ, community leaders in Glenwood Springs are ready to expand that success. Proposals are due February 28th.

Beyond The Pilot

We told you about the community’s early deployment of fiber for businesses, community anchor institutions (CAIs), and  municipal facilities, and how the city offered wireless service to residents. The pilot program offers the opportunity for 36 homes to connect to the fiber network; speeds range from 100 Megabits per second (Mbps) to 1 Gigabit per second (Gbps) at $40 - $70 per month, respectively. The program obtained a positive cash flow in its third month and broke even at 58 months, according to the RFQ.

The RFQ states:

The City is seeking qualified firms to assist the City with the development of (1) a financially sustainable broadband internet business model (“Model”) and (2) a detailed implementation plan.  The Model will consist of a comprehensive business plan, detailed financial model, and recommended financing options.  Upon successful delivery and adoption of the comprehensive business model (Phase 1), an implementation plan consisting of network design, construction documents, sample RFP documents, and a marketing strategy will be developed (Phase 2).  

Glenwood Springs already owns significant fiber resources, its own Broadband Department within the municipal electric utility, and has been operating the network since 2002. The community opted out of restrictive state law SB 152 in 2008.

Glenwood Springs is home to approximately 10,000 people and known for its outdoor recreation. One of the first communities in the U.S. to have electric lights, it’s a community that developed a self-reliant streak from its frontier past. We wanted to interview folks from Erwin, Tennessee for some time, now, and this week we're lucky to have them. The community, population around 6,000, has been building out a Fiber-to-the-Home system incrementally for the past few years. In addition to improving connectivity for residents and local businesses, the network has improved operations for the municipality's other utilities. Today, Christopher talks with Lee Brown, general manager of Erwin Utilities, and John Williams, fiber engineer. Ellensburg’s fiber-optic Institutional Network (I-Net) already saves public dollars. Soon the town will also create opportunities for local businesses to obtain better connectivity via the publicly owned infrastructure through a new pilot program.

Time To Go Public

Three years ago, Ellensburg, Washington, chose to sever ties with Charter Communications when the national Internet Service Provider (ISP) decided it would charge $10,300 per month for municipal connectivity it had previously supplied in exchange for access to the public rights-of-way.

The community already owned and operated municipal electric and natural gas utilities, so a foray into managing an I-Net was a sensible task. After considering the math, they quickly realized deployment would pay for itself in about eight years when compared to the exorbitant rates from Charter. They also didn't know if Charter would raise rates again in the future or if there may be other issues with control of a network they depended on for municipal communications.

Onward And Upward

Ellensburg has been independent of Charter since 2014 and now they are taking the next logical step - offering services to local businesses. There is excess capacity on the existing fiber network that Energy Services would like to lease out in order to generate revenue and learn more about providing services to the public.

At a recent City Council meeting, Energy Services Director Larry Dunbar discussed the proposed pilot project. “A pilot project is the right thing to do if council wants to proceed because we really just don’t know,” Dunbar said. “We haven’t done this before.”

The city will receive a 2017 Distressed County Sales and Use Tax Infrastructure Improvement Program grant. The funds, focused on rural areas, are to be used for improving infrastructure projects; Ellensburg will receive approximately $169,000. Thirty-four connections to local businesses will cost $37,800 and will produce an estimated $16,300 in annual revenue.

In addition to using the grant funds to expand the fiber-optic network, Ellensburg plans to establish a fixed wireless network.

Holland, Michigan, continues to pursue better local connectivity and hopes to find a private sector partner interested in using publicly owned fiber.

Recently, the city released a Request for Information (RFI) to reach out to potential partners who might be interested in working with the city for a Fiber-to-the-Premises (FTTP) project. Responses are due December 20, 2016.

Developing Over Time

The community of approximately 33,000 people deployed fiber-optic infrastructure in the early 1990s for power smart grid capability for their municipal electric utility. Since then, Holland Board of Public Works (HBPW) has expanded the network to provide connectivity for local school facilities and wholesale Internet services to a few local businesses that require high capacity data services. Over the years, Holland has increased the network to about 76 miles of backbone fiber and more than 150 total miles, which includes laterals.

After engaging in a pilot project, HBPW released a study that analyzed possible business models and routes for a FTTP network designed to provide Gigabit per second (1,000 Megabits per second) capacity. Cost estimates for two separate options - one to provide service to all of HPBW’s service area and one only to premises within the city - came in at $63.2 million and $29.8 million respectively. The study assumed a “hybrid open access” model in which Holland would offer retail services but also lease excess capacity to private providers who also want to offer services to residents or businesses.

Looking At All The Options

Now that Holland has completed a study that provides one option, the community is interested in hearing what potential partners have to offer. The city seeks a partnership that:

  • Balances financial risk
  • Adopts an open access approach
  • Embraces a community wide FTTP deployment

This spring, Lakeland city officials began contemplating the future of the city’s dark fiber network with an eye toward making a firm decision on whether or not to expand how they use it. Rather than pursue a municipal Internet network, Commissioners recently decided to seek out private sector partners to improve local connectivity.

Too Much For Lakeland?

Kudos to Christopher Guinn of the Ledger for very thorough reporting on the issue. According to his article, the city will release a Request for Proposals (RFP) for a solution that provides Gigabit (1,000 Megabits per second) connectivity to replace the current speeds in Lakeland. Cable serves the community now with maximum speeds of 150 Megabits per second (Mbps) download and about 10 Mbps upload.

In addition to the difficulty of establishing an Internet access utility, City Commissioners appeared intimidated by incumbents:

“I look at us trying to develop and design a fiber-to-the-home (network), the marketing, the technical support and all that, and going up against current providers, and I don’t see it,” Commissioner Don Selvage said.

Pilot Won't Fly

One of the options the Commission considered was a pilot project in a limited area, but that idea didn’t catch on either. Commissioner Justin Troller advocated for the pilot project:

“I think we should have a test area. If that’s something that costs we can say we tried it, we invested in it, it didn’t work and we’re moving on and finding a private partner,” Troller said.

He added: “I’m not against going out and seeing what the private sector will offer us. I’m saying how do we know we can’t do it if we don’t do it?”

While a number of Commissioners agreed that high-quality Internet access is critical for both economic development and the residents’ quality of life, fear of facing off against incumbent Charter overcame any vision of how a municipal network could benefit Lakeland:

For the past year, Eugene has worked on a pilot project to bring high-quality connectivity to businesses in its downtown core. Now that community leaders and businesses have seen how a publicly owned network can help revitalize the city’s commercial center, they want to expand it.

The Proof Is In The Pilot

The project is a collaboration between the city of Eugene, the Lane Council of Governments (LCOG), and the Eugene Water and Electric Board (EWEB). As we reported last year, each entity contributed to the project. EWEB owns the infrastructure and uses its electrical conduit for fiber-optic cable, reducing the cost of deployment. EWEB also has the expertise to complete the installation, as well as manage and operate the infrastructure. They lease dark fiber to private Internet service providers (ISPs) to encourage competition over the shared public infrastructure. 

The pilot project brought Gigabit (1,000 Megabits per second) connectivity to four buildings in the pilot area. Vacancy rate for those four building is at zero while typical vacancy rate in Eugene is 12 percent. Matt Sayre of the Technology Association of Oregon (TAO) notes that speeds in one of the buildings, the Broadway Commerce Center, increased by 567 250 percent while costs dropped by 60 40 percent. TAO joined the other pilot project partners in 2015.

The Search For Funding

The expanded project will cost approximately $4 million to complete. In June, the City Council approved a measure to make the project eligible for Urban Renewal Funds. Urban Renewal is another label for what is also known as Tax Increment Financing (TIF), which has been used in other places for fiber infrastructure. Bozeman, Montana; Valparaiso, Indiana; and Rockport, Maine, all used Urban Renewal or TIF to help finance their builds.

Vallejo’s Fiber Optic Advisory Group (FOAG) and the city manager are in the middle of developing the details of a citywide fiber-optic network master plan. As part of the process, the city recently released a Request for Proposals (RFP) for a dark fiber connection to an Internet Point of Presence (POP). The RFP also includes calls for wholesale Internet services. Responses to the RFP are due on October 7.

Intelligent Integration

As we reported in 2015, the community already has a significant amount of publicly owned fiber in place controlling the city’s Intelligent Transportation System (ITS). Vallejo also owns a considerable amount of conduit that can be integrated into any fiber network. As part of the master plan the city adopted in February, they intend to build off that infrastructure and offer better connectivity to businesses, community anchor institutions, and municipal facilities. Vallejo is considering a municipal utility, operating as an Internet Service Provider (ISP), or engaging in some form of public private partnership. They are still considering which route is best for the community.

More specifically, this RFP asks for proposals for either leased fiber or those installed and to be owned by the city. The connection will link City Hall with a carrier hotel or a POP managed by a third party so Vallejo can obtain wholesale bandwidth and Internet services.
