Transcript: Community Broadband Bits Episode 279

Lisa Gonzalez: You're listening to episode 279 of the Community Broadband Bits podcast from the Institute for local self-reliance. I'm Lisa Gonzalez. Christopher recently attended the broadband community's economic development conference. He attends every fall and if he's lucky he's able to record interviews with people from some of the communities we're curious about. He also makes the trip to each Broadband Community Summit the spring time event. While he was at the November event in Atlanta, he connected with several people including this week's guest Russ Brethrower from the Grant County Public Utility District in Washington Grant County PUD has one of the most established and geographically largest open access community networks in the US. The rural communities population is sparse and widely distributed but community leaders had an eye toward the future when they decided to invest in fiber infrastructure. In this interview, Russ shares the story of their network and describe some of their challenges. Here's Christopher with Russ Brethrower from the Grant County Public Utility District in Washington.

Residential Fiber Expands on Virginia's Eastern Shore

The Eastern Shore of Virginia Broadband Authority (ESVBA) board of directors has decided to expand Fiber-to-the-Home (FTTH) service to 14 more areas in the region.

Speedy Expansion On The Shore

In the next six months, residents of Accomack and Northampton counties should have access to high-speed Internet. The ESVBA regional open access middle mile network already provides FTTH to three areas, but decided to expand, concluding the current budget would support additional deployment.

Areas specifically identified for expansion include Sanford, Accomac, Greenbackville, Atlantic, Wattsville/Horntown, Hallwood/Nelsonia, Oak Hall/New Church and Quinby. In a meeting planned for Dec 13th, the board will discuss which areas to prioritize, with the idea of moving into two new areas each month.

A Continuing Success

ESVBA was created in 2008 through the efforts of Accomack and Northampton counties. NASA helped fund the build-out of the regional network’s backbone. They have a flight facility on Wallops Island that employs over a thousand Virginians. Government agencies, local schools, and healthcare institutions on the shore needed reliable connectivity for daily operations. Apart from NASA, the Navy and the National Oceanographic and Atmospheric Administration connect to the network, along with schools and medical facilities, making it an indispensable community resource.

Several different telecommunications companies on the Eastern shore utilize the open access network in a variety of ways, including the ISPs Windstream Communications and the local Eastern Shore Communications LLC.

Residential FTTH service is currently underway in Harborton, the Bobtown/Pungoteague/Painter area, and Church Neck where customer sign-on is gradually increasing.

Next Steps

Ely, Minnesota Coalition to Complete Feasibility Study

Ely Area Broadband Coalition (Ely ABC) and the Ely Economic Development Authority (EEDA) are set to complete a broadband feasibility study and release report results by late-November.

The ABCs Of The Ely Feasibility Study

The Ely Area Broadband Coalition (Ely ABC) is a collection of city, township, school district officials, and private citizens working in partnership with the EEDA to improve broadband in Ely and the surrounding area. In mid-2017, Ely ABC and EEDA submitted the Request for Proposals (RFP) to conduct a broadband feasibility study.

The group is keeping an open mind and will consider a variety of models. In addition to publicly owned infrastructure, they're hoping to hear ideas that will include partnership possibilities or recommendations on encouraging the private sector to improve local services.

The City of Ely is in St. Louis County and located in the northeastern corner of Minnesota. The rural community has a population of approximately 3,500 year-round residents and covers 2.74 square miles. The community, known on the edge of the Boundary Waters Canoe Area Wilderness, is known as the location of the North American Bear Center and the International Wolf Center.

In November 2016, Ely was one of six communities to receive a $25,000 Blandin Broadband Communities (BBC) program grant from the Blandin Foundation in partnership with Iron Range Resources and Rehabilitation Board (IRRRB) and Saint Louis County. Ely ABC and EEDA utilized the BBC grant to fund the broadband feasibility study. 

Through the BBC program, the six communities will receive broadband planning, along with technical support and assistance to advance local technology initiatives over the next two years. The BBC program has assisted 18 other rural communities across Minnesota with broadband planning.

Western North Carolina Residents: Take this Online Broadband Survey!

If you live in western North Carolina and struggle with the lack of quality Internet access, the Southwestern Commission — a council of local governments for the region’s seven westernmost counties — in cooperation with the MountainWest Partneship are urging residents to take this survey. Counties in the council include Haywood, Swain, Jackson, Macon, Graham, Cherokee, and Clay.

The goal is to quantify the demand for Internet regionally, focusing on individual counties as opposed to census blocks, in order to better determine accessibility issues. It’s an important process to show Internet providers that there is demand, debunking ISPs claim that rural demand for high-speed Internet doesn't justify the investment. Better data can also establish a foundation for future funding opportunities.

Sarah Thompson, the executive director of the council explained,

It’s really in my opinion one of the most important parts of the process. You’re basically showing [internet service providers] that there is demand, it’s showing even when there is service it’s subpar. In order to move forward with projects, we have to have that data to back up the need. To show that there are opportunities.

FCC’s Inaccurate Data Collection

Through the FCC’s form 477 data collection efforts, the Commission attempted to carry out these crucial first steps in showing aggregate demand and problematic broadband service. The data was compiled into the easily accessible National Broadband Map.

Data is collected from ISPs and it provides information to the FCC based on which census blocks ISPs serve. The problem is that this data exaggerates where coverage is available in rural areas where census blocks can be very large. Areas that may appear on the FCCs maps to be served or to be served with better connectivity are often in reality not served or served with Internet access much slower than FCC mapping indicates. Because state and federal entities typically award grants and loans to communities with the greatest need first, incorrect mapping eliminates rural communities from funding opportunities when they need it the most.

Lessons From the Nation's Oldest Open Access Fiber Network - Community Broadband Bits Podcast 279

Grant County's Public Utility District was, along with some nearby PUDs, among the very first deployers of Fiber-to-the-Home networks shortly after the turn of the millennium. And per Washington's law, they built an open access network that today has more than twenty service providers.

Grant County PUD Project Specialist Russ Brethrower joins us for Community Broadband Bits podcast 279, a live interview from the Broadband Communities Economic Development Conference in Atlanta

We discuss the history of the network and other observations from Russ, who has more direct experience in these networks than the vast majority of us that regularly speculate on them. We also talk about the experiences of open access over 16 years and how they financed the network.

Rio Blanco County To Eliminate Third Layer

Just days ago, voters in more than a dozen Colorado communities chose to opt out of SB 152 the way Rio Blanco County did in 2014. The rural western county has since started connecting residents and businesses to high-quality Internet access via its publicly owned open access fiber optic infrastructure. Due to high demand, they recently announced that they’re making changes in their business plan and taking a more direct role in operations.

Until now, Rio Blanco County has worked with Colorado Fiber Community (CFC) under a three-layered plan in which CFC contracts with the county to perform maintenance and operations on the network that the county owns. Local ISPs LAI and Cimarron use the infrastructure to deliver services to the public and work directly with subscribers. The county has decided to end its agreement with CFC and take over operations and maintenance.

Too Much Good Internet

The popularity of the project created its own problems when the demand for service far outpaced estimates. CFC budgeted $1.5 million to fund connections in a timely manner but quickly depleted those funds. The county had expected a take rate of 40 percent, but this September CFC anticipated a take rate of 75 - 80 percent.

Without additional funding to expedite installations, CFC would have been limited to connecting 10 - 15 premises per month. Such a rate would only meet about ten percent of the expected demand, when considering more than 100 premises had been connected in August.

Rather than dramatically slow the rate of installations, Rio Blanco County Commissioners decided in September that the county would pay for the first $1,160 required to connect each premise. Property owners are responsible for any additional costs. The Commissioners voted to use reserves to fund the remaining drops.

Mount Washington Lights Up At Last

After a long and arduous process, the folks in Mount Washington, Massachusetts, were finally able to light up their publicly owned fiber optic network last week. According to resident and Select Board Chair Eleanor Tillinghast, “We are thrilled. We’re going to be the envy of everyone.”

It's Finally Here

As we reported last month, the community was eagerly anticipating the opportunity to finish up the last steps to begin connecting subscribers from the town's 146 premises. Approximately 100 are connected and will take services from local Internet service provider Crocker Communications. In addition to providing Internet access, the ISP will handle billing for the city, provide 24/7 tech support for subscribers, and monitor the network. The infrastructure will be maintained by the company that built it for the city, NextGen Group. Mount Washington owns the infrastructure.

Gigabit connectivity is available, but most subscribers have opted for 500 Megabits per second (Mbps). All speeds are symmetrical, which makes Mount Washington’s network valuable as an economic development tool. Community leaders are already seeing in increase in real estate transactions that they relate to the new network. “People may have ruled Mount Washington out before,” Select Board Member Brian Tobin told the Berkshire Edge. “But we just catapulted ahead of other towns in terms of amenities.” As a potential quiet retreat for New Yorkers located in the Taconic Mountains, Tobin and Tillinghast expect to lure more urbanites who want to work remotely for part of the week. Tobin also has a Manhattan apartment and says that his Internet access speeds in the city are only about 117 Mbps download with slower upload speeds.

A Long Process That's Paid Off

KentuckyWired: Partners, Poles, Problems Plague Project

With the best intentions, Kentucky announced in late 2014 that it would build out a statewide open access fiber optic network to at least one location in each county to encourage high-quality connectivity in both urban and rural communities. Hopes were high as rural residents and businesses that depended on DSL and dial-up envisioned connectivity to finally bring them into the 21st century. After almost three years and multiple issues that have negatively impacted the project, legislators and everyday folks are starting to wonder what's in store for the KentuckyWired project. 

Local Communities Are Best Suited To Deploy Community Networks

There is no one-size-fits-all method of deploying across a state filled with communities and landscapes as diverse as Kentucky. From the urban centers like Louisville and Lexington to the rocky, mountainous terrain in the southeastern Appalachian communities, demographics and geography vary widely. But most lack modern Internet access and local ISPs have found it hard to get affordable backhaul to connect to the rest of the Internet.

There are several municipal networks in Kentucky, some of which have operated for decades. In addition to Glasgow, Paducah, Bowling Green, Frankfort, and others, Owensboro is currently expanding a pilot project that proved popular. As our own Christopher Mitchell discussed at the Appalachia Connectivity Summit, several cooperatives have made major fiber-optic investments in the state.

When it comes to connecting residents and local businesses, we strongly believe local entities are the best choice. Local officials have a better sense of rights-of-way, the challenges of pole attachments, and the many other moving pieces that go into network investment. Projects with local support see fewer barriers - people are more willing to grant easements, for instance. 

Mount Washington, Massachusetts, Set To Debut New FTTH Network

Mount Washington, Massachusetts, is set to light up its new Fiber-to-the-Home (FTTH) network this month. By “building our own Fiber-to-the-Home broadband network, we are taking an important step in securing our community’s long-term vitality and sustainability,” says Selectboard Member Gail Garrett

Mount Washington is nestled within the forested Taconic Mountains area located in the southwest corner of the state. The roughly 150 full-time residents have been frustrated with the lack of connectivity. "Everybody's had it with their current connections” said Garret and believes the town “deserves the same opportunity to connect to the internet as those in larger communities.” 

The final estimates for the network came in at $603,000 but the town planned for any unanticipated make ready or dig costs and prepared for a high estimate of $650,000. To fund construction, Mount Washington authorized the use of $250,000 from their stabilization fund in 2015, received $230,000 in federal and state funds from the Massachussetts Broadband Institute (MBI) earlier this year, and established a plan to borrow the remaining $400,000 through a state loan program. This spring, received an additional $222,000 grant from the Executive Office of Housing and Economic Development, which will allow them to pay down the debt sooner and have the network paid off within five years.

The FTTH network is set to provide residents who opted in, over 60 percent of the town, with up to 1 gigabit of upload and download speeds. To opt in, residents deposited $300 per household and committed themselves to three years of data and telephone service on the FTTH network.

Mason PUD 3 Responds to Muni Fiber Demand with Fiberhoods - Community Broadband Bits Podcast 274

Mason County Public Utility District 3 covers a large area with a lot of people that have poor Internet access. If "PUD" didn't give it away, it is located in Washington State on the Olympic Peninsula and had already been investing in fiber as an electric utility for monitoring its internal systems.

Mason PUD 3 Telecommunications & Community Relations Manager Justin Holzgrove and Public Information & Government Relations Manager Joel Myer join us for episode 274 of the Community Broadband Bits podcast to discuss how they are expanding their open access fiber optic network to the public after seeing tremendous support not just for Internet access but specifically for the PUD to build the infrastructure.

We talk about how they are financing it and picking areas to build in as well as the role of the Northwest Open Access Network, which we have discussed on previous shows and written about as well. We cover a lot of ground in this interview, a good place to start for those interested in open access and user-financed investment.
