Cottage Grove, Oregon, is on the cusp of adding up to 250 new jobs with the aid of its fiber optic network. A recent Register-Guard.com article by Serena Markstrom details the potential project between the City and First Call Resolution. The company is interested in expanding to a Cottage Grove shopping strip. While the space is the right size and location, it does not have the needed telecommunications connections for a high-capacity call center.
The City is looking into expanding its fiber optic network to accommodate First Call. City leaders will seek a state economic development grant and recently approved funding for an engineer's construction plan to lay the cable to get an accurate cost estimate. Initial estimates are $450,000 for an entire underground installation. Council members have already suggested that the expansion makes sense, regardless of whether or not First Call becomes a tenant. The 7 miles of fiber are primarily located in the southern part of the city while the shopping strip is in the north.
The City Manager Richard Meyers hopes the added infrastructure will bring more than just First Call Resolution to the shopping strip. From the article:
The commercial strip being considered for the call center has much empty space. “The whole plaza needs help,” Meyers said. “We need to do something to see if we can get other things in there.”
If more businesses moved in and started leasing the cable, the city could collect money — just like any utility — from those who tapped into the network and use those funds to continue to expand fiber optic cable around town, Meyers said.
“With our fiber and what we’ve developed, we’re within 4,000 feet of connecting” to the Village Center, he said. “That’s how close we are,” he said. “It’s not a huge distance. We can do it. (It would be a) piece of cake to connect our system to his network and so all of [First Call Resolution's] call centers would be on the same network.”
The city network also offers a Wi-Fi network throughout 80% of the city. Rates vary, ranging from 10 free hours each month at 128 Kbps to 7 Mbps unlimited with tech support for $50 per month. According to the CGWiFi website:
Why can Wi-Fi be so great in some places but so awful in others? (Ahem... Hotels.) Time to stop imagining Wi-Fi as magic and instead think of it just as a means of taking one connection and sharing it among many people without wires.
If you take a ho-hum connection and share it with 10 people, it becomes a bad connection. On the other hand, if you take a great connection and share it with those same 10 people, they will be very happy surfers. As Benoit Felten recently told us, the best wireless networks have been built in cities with the best wired infrastructure.
Wi-Fi still has hiccups but they are well worth it for convenience, mobility, and ubiquity. In a recent GigaOm article, Stacey Higgenbotham detailed additional reasons that not all Wi-fi is created equal.
Higgenbotham lays out the limitations of Wi-fi and breaks down the technology's touchiness into four main factors. She addresses the issue specifically for travelers. From the article:
Backhaul: For most Wi-Fi is their access to the internet, but it’s actually just a radio technology that moves information over the air.
…
Density:…the more people you add to a network — even if those people are just checking their Facebook page — the worse the network will perform.
…
Movement: Wi-Fi connectivity is designed for fixed access, meaning the radios stay put...when you try to jump from hot spot to hot spot problems occur.
...
Device: Newer phones and tablets are supporting a dual-mode Wi-Fi radio, which means they can hop from the 2.4 Ghz band to the 5 GHz band….now with phones like the latest iPhone that have dual-band support, you may hop to another band only to find a bunch of other users.
Higgenbotham doesn't have the answers on how to improve service, but she offers practical advice:
Citywide Internet will soon be available as a monthly service in Port Angeles on Washington's Olympic Peninsula. Mayor Cherie Kidd, Police Chief Terry Gallagher, and Councilwoman Brooke Nelson participated in a ceremonial "cable cutting" event last week. The event was to celebrate the new network, nicknamed "The Mesh." Arwyn Rice, of the Olympic Peninsula Daily News covered the event in a recent article.
According to the Metro-Net website, a $2.6 million Broadband Technology Opportunity Program (BTOP) grant funded part of the $3.7 million Wi-fi system. The network serves a dual purpose, serving public safety first responders and a separate level for public access. From the News article:
The public safety system allows police officers to track each other through the city so that they know where their backup is without having to call radio dispatchers.
They also can do their own searches on driver's licenses and license plates, check recent call histories and access reports, said Officer Erik Smith, who demonstrated the use of the system in his patrol car.
Eventually, the system will be patched into the city's security cameras and police car dashboard cameras — and potentially Port Angeles School District security cameras — so that officers will be able to monitor situations at City Pier from their cars at Lincoln Park, said Police Chief Terry Gallagher.
“The limitation is our imagination,” Gallagher said.
While access is free through October 31, OlyPen MetroNet will start offering a variety of plans on November 1. Mobile and fixed-point service will be available and range from $5.95 (some sources say $4.95) for one day to $37.95 per month. Every user will receive the first hour of Internet access free each day.
As we have often found, the spirit of collaboration and determination on a local level helped realize this possibility:

The city’s history has been shaped by the petroleum industry since Conoco Oil once had their headquarters here. Now, they highlight their fast-track permitting, workforce training, state and local incentive programs and a completely wireless community. [emphasis in original]A local article in Ponca City News notes,
All residents in the city limits of Ponca City have access to free Wi-Fi adding to the ease of web-based business and small start-ups.As we have noted many times, publicly owned broadband networks can play an important role in economic development strategies.
TCI wouldn’t go down easily, of course. For the next year, as the City built out its system, the cable giant took advantage of the utility’s biggest weakness: All of its plans, from the kind of equipment it would buy to its construction schedule, were public information. So when Tacoma Power put in an order with its supplier for, say, coaxial cable, it found that TCI had already bought every foot of it. “But we started in one area of town and luckily we were able to get just enough material,” says Pat Bacon, Click’s technical operations manager. “We just inched our way through it and, before you knew it, we were a presence.” By July 1998, Click had its first cable subscriber, and the first broadband Internet user signed on in December 1999.A substantial portion of the article is devoted to the dynamics around open access between the utility and independent providers -- an important read for anyone considering the open access approach. Halverson did his homework on this article and I think he got it mostly right. I think the FiOS-wired suburbs do present a larger threat to Seattle than suggested, but it certainly does not compare to the approaching-existential crisis faced by Tacoma fifteen years ago. I wish I could disagree with his conclusion that Seattle is unlikely to get a community fiber network but unless the community rises up to demand it, elected officials are unlikely to see any benefit to making such a long term investment.
Riverside, California was just named the Intelligent Community of the Year 2012 by the Intelligent Communities Forum. It is only the fourth U.S. city to win in the 14-year history of the award. Among its top qualifications are a publicly owned fiber optic network linking public buildings (eliminating the need for any leased lines) and a free Wi-Fi network that aids an impressive digital inclusion approach.
The path to the award began in 2005, when the City hired a full time CIO, Steve Reneker, and launched SmartRiverside as a way to attract technology companies. In addition to efforts to connect to California's reputation as a technology leader, the City invested in the basics. From a Government Technology article:
A year later, the City Council addressed physical infrastructure needs by approving Riverside Renaissance, a $2 billion effort to improve traffic flow; replace aging water, sewer and electric infrastructure; and expand and improve police, fire, parks, library and other community facilities.
“We’ve done a number of things that have changed Riverside to make us competitive,” said Mayor Ron Loveridge.
Part of being competitive was capitalizing on the City's existing fiber network ring, managed and maintained by the City Public Utility. The fiber network was originally focused on running the operational facilities for power and water but according to Reneker, via email:
...over the past 4 years, IT was able to work with our City Manager’s office and finance the construction of fiber to every City facility. So all telco lines have been eliminated and now all voice, data and video traverses the 1Gb network to City Hall. In addition, the City went live with City wide WiFi in May 2007, and the fiber was run to 6 tower locations to enable WiFi coverage city wide.
The fiber network provides the needed infrastucture to offer free Wifi all over the City. From the Intelligent Communities website:
